KZN Health resolves service provider payment delays after food supply issues at hospitals

The KwaZulu-Natal Department of Health says it has resumed payments to service providers following a delay caused by a system transition, an issue that contributed to food supply issues at some healthcare facilities.
Acting Head of Department (HOD) Penny Msimang said in a recent radio interview delays occurred after the National Treasury implemented a change to the Basic Accounting System (BAS), which the department uses to process payments.
'There was a transition from the system that we use to pay service providers called Basic Accounting System (BAS). National Treasury had a transition from Version 5 to Version 6 of BAS. So during that process, we were not able to process the payments of some service providers."
'However, that has been sorted, and as of last week, we are making those payments,' said Msimang.
But the Democratic Alliance (DA) has slammed the department for what it calls a preventable crisis, saying the department had enough time to plan for the transition and should have communicated with service providers to avoid disruptions to essential services.
DA KZN spokesperson on health Dr Imran Keeka said: 'This matter was foreseen and raised long before it became a crisis. The Department knew about the transition to BAS Version 6. Treasury communicated about it, and planning should have been done accordingly.'
He said the non-payment of service providers led to hospitals being unable to provide adequate food, including at Northdale and Vryheid hospitals.
'People's lives depend on hospitals running properly, including food provision. This matter should have been better managed,' said Keeka.
The incident at Northdale comes after a power outage at the hospital last week resulted in hospital staff resorting to cooking food on an open fire outside.
A video of the incident circulated on social media. The department said that disciplinary action would be taken against the staff as cooking outside on an open fire was against regulations.
The Umkhonto Wesizwe (MK) Party has since strongly condemned Health MEC Nomagugu Simelane's handling of this matter, accusing the department of shifting blame to workers instead of addressing infrastructure failures and the lack of contingency planning.
'The MK Caucus views their actions not as misconduct, but as heroic intervention at a time when the Department's systems had collapsed,' said MK Caucus Whip Siphiwe Mbatha Moyo.
'We strongly reject the scapegoating of workers while leadership hides behind bureaucratic language.'
The MKP said it was 'completely unrealistic and inhumane to expect kitchen staff, in the middle of a blackout crisis, to coordinate sourcing food from other hospitals without clear operational support,' and demanded that disciplinary measures against the staff be withdrawn. It also called for a full forensic investigation into the state of hospital infrastructure and emergency response systems.
Responding to the incident, Msimang confirmed that there had been a power outage in the area, and that although the hospital has three generators, one of them which powered the kitchen, failed during the blackout.
She added that the generator was off for about 10 hours and only affected a section of the hospital.
'The one generator that stopped working was supplying power to the kitchen. As that generator was not working, plans were made to have the meals prepared at a nearby hospital in Richmond, but there was miscommunication between the CEO and the person responsible for the kitchen, who saw that time was running and decided to start an open fire and cook outside.'
'Although they were trying to help, we do not commend this act as the Department of Health because we have procedures to follow in such instances. There were also safety concerns because someone might get burnt and hygiene, as the food may be affected.'

According to the Gauteng Department of Health, 806 surgical procedures were completed across 29 institutions within 12 hours, surpassing the 742 surgeries conducted in 2024. 'This is 64 surgeries more than was the case in 2024 (742). The surgical marathon will continue, however, continue to run until the end of July 2025,' the Department said. The initiative, now in its third year, focused on critical surgeries such as cleft palate repair, cataract surgery, colostomy reversal, and prostate procedures. These were performed alongside general surgeries to improve the independence and well-being of patients across the province. MEC for Health and Wellness, Nomantu Nkomo-Ralehoko, praised the collaborative effort. 'Since we embarked on the surgical marathons three years ago, each year we surpass the target of the previous year as we strive to do more to make a difference. The work we do during this period is over and above the normal elective surgeries done by our facilities,' said Nkomo-Ralehoko. The Mandela Day Surgical Marathons were supported by healthcare professionals, university students, and partners such as the Smile Foundation and Dr SK Matseke Hospital. In a major development to further healthcare delivery, Gauteng also became the first provincial health department in South Africa to introduce Treatment Time Guarantees (TTGs), a framework designed to reduce surgical waiting times and ensure accountability in patient care. South Africa's targeted mpox vaccination drive to combat rising cases

Image: Pixabay The Department of Health has launched a targeted vaccination campaign to curb the spread of mpox in South Africa, following a gradual increase in laboratory-confirmed cases in 2025. With ten confirmed cases recorded so far this year, including two new infections in Gauteng and the Western Cape, the government is prioritising provinces hardest hit by the outbreak. According to the Department, the latest cases involve a 32-year-old from Cape Town and a 45-year-old from Johannesburg. Notably, both patients have no travel history, raising concerns about local transmission. 'The vaccination programme will target the most affected provinces, which currently include Gauteng, Western Cape and KwaZulu-Natal,' said the Department of Health spokesperson Foster Mohale, noting that vaccination remains a key tool in limiting the spread of the disease. A total of 10,500 doses of the Imvanex mpox vaccine have been donated to South Africa by the Africa Centres for Disease Control through the Access and Allocation Mechanism for Mpox. The South African Health Products Regulatory Authority (SAHPRA) authorised the importation of the vaccine through a Section 21 process, allowing for its use despite it not yet being formally registered in the country. 'Imvanex samples were tested by the National Control Laboratory to establish the vaccines' safety and efficacy, prior to its release to the South African market,' Mohale confirmed. 'The vaccine was found to be safe and is well tolerated in the vast majority of people.' Advertisement Next Stay Close ✕ The drive will prioritise high-risk individuals, including close contacts of confirmed cases, people with multiple sexual partners, travellers to outbreak regions, pregnant women (where indicated), and children over the age of two. 'Vaccination helps to control the spread of this preventable and manageable disease, with vaccinated individuals being protected from becoming infected and from developing severe complications,' said Mohale. While the vaccine is considered safe, recipients may experience common side effects such as redness or pain at the injection site, muscle aches, headache, nausea, or mild fever. 'Most side effects disappear on their own within a few days without treatment,' said Mohale. 'These side effects can be managed by having enough rest, staying hydrated and taking medication to manage pain, if needed.' Citizens are encouraged to report any adverse reactions via the Med Safety App, available free on Android and iOS devices. The Health Department is urging the public to remain alert. 'Members of the public are urged to be extra vigilant of mpox symptoms, and those who suspect that they are at risk of mpox infection are advised to consult their nearest health facility or healthcare provider.' IOL previously reported that the country has been battling FMD for several months, prompting key trading partners, including Zimbabwe, Namibia, Botswana, and China, to suspend imports of meat and related animal products from the country. The affected farm is located in the Moqhaka Local Municipality near Kroonstad and has been placed under quarantine as officials work to contain the spread. In a statement issued to the media on Monday, the department emphasised that the affected properties were placed under quarantine on July 8, 2025, and immediate control measures were implemented. "The affected property was placed under quarantine on 8 July 2025, and immediate control measures were implemented, including surveillance and vaccination," the department said. "Traceback activities are ongoing to determine the source of the infection, while farms in the surrounding 10-km radius are undergoing surveillance to determine the possible extent of the spread". Of these, 249 outbreaks remain unresolved, while 21 have undergone resolution. "Eastern Cape has recorded 40 outbreaks, with 38 still open and two resolved. There have been no new reported cases in the Eastern Cape since September 2024. KwaZulu-Natal has been the most affected province, with 191 reported outbreaks, of which 172 remain active and 19 have been resolved. "Since May 2025, Gauteng has reported 32 outbreaks, North West has four open outbreaks, while Mpumalanga has reported three outbreaks." The Department has also issued a correction to a recent Government Gazette notice regarding the Disease Management Area (DMA) in KwaZulu-Natal. The new notice (Gazette Notice 6396 of 4 July 2025) replaces the previous notice (Gazette Notice 5997 of 17 March 2025) and corrects the omission of several areas that remain under DMA restrictions. "We sincerely apologise for any confusion caused and request all stakeholders to take note of the following areas that are declared to be part of the KwaZulu-Natal DMA:" These include the whole of the following local municipalities: Big Five Hlabisa, Mtubatuba, Nongoma, Ulundi, Umhlabuyalingana, Jozini, Pongola, Abaqulusi, Umfolozi, uMhlathuze, Mthonjaneni, Nqutu, Nkandla, uMlalazi, and Mandeni.
