Ukraine's Naftogaz to buy new drilling rigs with EBRD loan
Naftogaz produces the lion's share of Ukrainian gas, but its production facilities were severely damaged in a series of Russian missile strikes earlier this year, reducing production by as much as 40%.
The loan will be used to purchase new mobile drilling rigs with lifting capacities of 125 and 180 metric tons, the company said in a statement.
"Upgrading our fleet will enable us to operate on deeper and more technically challenging wells, while also making it possible to accelerate the restoration of production at existing sites, ensuring stable gas supply for Ukraine," Naftogaz CEO Serhiy Koretskyi said.
Ukraine has been forced to ramp up gas withdrawals from storage and increase imports this winter and spring after Russian missile attacks damaged production facilities in the east of the country.
The former head of the Ukrainian gas transit operator, Serhiy Makogon, said last month that the country needed to import up to 6.3 billion cubic metres of gas for the 2025/26 winter season as reserves have fallen to a record low.
He said Ukraine would need up to $3 billion for gas purchases.
Naftogaz has said it was in talks with the government and international financial institutions to raise 1 billion euros ($1.1 billion) to purchase over 2 bcm of gas for the 2025/26 heating season.

SINGAPORE, July 21 (Reuters) - India's Hindustan Petroleum Corp (HPCL) has issued a tender seeking 10 cargoes of liquefied natural gas (LNG) for delivery from March 2026 to December 2027 to its Chhara import terminal in western India, two industry sources said on Monday. HPCL is seeking one cargo per month for delivery in March, April, October and November in 2026, and in February, April, June, August, October and December in 2027, added one of the sources. The tender closes on July 21.

High-level talks held on support for Ukraine a week after Trump said Europe will pay for weapons
The U.K. and Germany are chairing a meeting Monday to discuss President Donald Trump 's plans for NATO allies to provide Ukraine with weapons, a week after the U.S. president said deliveries would arrive in Ukraine within days. The virtual meeting will be lead by British Defense Secretary John Healey and his German counterpart Boris Pistorius. Healey said U.S. Defense Secretary Pete Hegseth and NATO leader Mark Rutte, as well as NATO's Supreme Allied Commander Europe, Gen. Alexus Grynkewich, will attend the meeting of Ukraine Defense Contact Group. The talks come after Russia pounded Ukraine with some 300 drone strikes Saturday, Ukrainian officials said. Moscow continues to intensify its long-range attacks on Ukrainian cities, and analysts say the barrages are likely to escalate. In an shift of tone toward Russia, the U.S. president last week gave Moscow a 50-day deadline to agree to a ceasefire or face tougher sanctions. Trump's arms plan, announced a week ago, involves European nations sending American weapons to Ukraine via NATO — either from existing stockpiles or buying and donating new ones. The U.S. president indicated discussions were partly focused on advanced Patriot air defense systems and said a week ago that deliveries would begin 'within days.' But last week various senior officials suggested no transfers had yet taken place. Russia strikes on Kyiv kill one and cause fires across Ukraine's capital
Russia launched a barrage of drones and missiles at Ukraine in an overnight attack on Monday, killing at least one person and causing multiple fires in the capital Kyiv, city officials said. Kyiv Mayor Vitali Klitschko said rescuers and medics were working on sites across four districts of the capital. A subway station in central Kyiv, commercial property, shops, houses and a kindergarten were damaged, city officials said. 'Unfortunately, we have information about one person who died as a result of the attack,' the head of Kyiv's military administration, Tymur Tkachenko, said on Telegram. In another tense and sleepless night for Kyiv residents, many rushed to take shelter in underground stations. Explosions were heard across the city as air defence units engaged in repelling the attack.
