Saudi Arabia's Booming Tourism Fuels Hotel Bookings and Local Hiring

Saudi Arabia's tourism sector has continued its rapid growth, driving record demand for hotels and hospitality services and creating new jobs across the Kingdom.
The Saudi General Authority for Statistics (GASTAT) reported that hotel occupancy rose 2.1% year-on-year in the first quarter of 2025, reaching nearly 63%. In contrast, serviced apartments saw occupancy dip to about 50.7%, reflecting shifting visitor preferences and price dynamics.
Talal Al-Muhaideb, General Manager of Al-Sarh Travel and Tourism, said his company recorded a 28% jump in bookings, including hotels, flights, and tours, compared with the same period last year. He attributed the surge to Saudi Arabia's rising profile as a destination, improved infrastructure, and more sophisticated tourism offerings.
He noted that Gulf and Asian travelers drove much of the demand, with bookings concentrated in hotels rather than serviced apartments. 'Visitors are coming for leisure, cultural experiences, business, and major events,' he underlined.
Al-Muhaideb added that Saudis now make up 48% of management roles at the company, with plans underway to increase local hiring in line with Vision 2030 targets. 'We have an ambitious strategy to expand recruitment and empower Saudi talent across all departments,' he explained.
Tourism specialist Abdullah Al-Suqabi stressed the importance of training partnerships with institutes specializing in hospitality and hotel management to further develop Saudi staff. 'Skill development is essential to strengthening the sector and boosting local employment,' he said.
Technology is also reshaping the industry. Faisal Al-Otaibi, an investor in the Jathir Inn rental platform, noted that the app has seen rising demand thanks to secure payment systems and transparent pricing. 'Bookings have climbed significantly, and the growth has directly increased my revenues,' he said, adding that travelers now arrive year-round from across the country.
Average daily hotel rates slipped to 477 riyals ($127), down 3.4%, while serviced apartment rates rose 7.2% to 209 riyals ($55). The figures suggest changing demand patterns and possibly a more diverse customer base.
Guest stays in hotels held steady at 4.1 nights, while serviced apartment stays declined to an average of 2.1 nights.
Overall, the tourism sector recorded 4.1% employment growth in the first quarter, with Saudis representing nearly 25% of the workforce - totaling 234,000 Saudi employees working across nearly a thousand tourism businesses.

These initiatives cover all stages of the pilgrim journey, including transportation, rituals, and visits to historical and religious sites. Dr. Tawfiq Al-Rabiah, the Minister of Hajj and Umrah, stated that the Saudi leadership prioritizes serving Hajj and Umrah pilgrims as a key goal of Vision 2030. Al-Rawdah Al-Sharifah welcomed more than 13 million visitors in 2024, a significant increase from 4 million in 2022. Visitor satisfaction also rose dramatically from 57 percent to 81 percent, reflecting improved service quality and overall experience. Growth in Volunteer Engagement Volunteer engagement saw substantial growth, with over 153,000 volunteers serving pilgrims in 2024. This number increased from just 15,000 in 2022, demonstrating a stronger culture of social participation within the community. Internationally, the program conducted 33 overseas visits with public and private partners. These visits addressed logistical challenges, opened new routes, increased seat capacity, and eased travel for pilgrims. The Hajj and Umrah minister emphasized that these achievements result from the dedicated efforts of more than 40 partner organizations. Globally, Makkah ranked fifth in international visitor numbers, while Madinah climbed to seventh in the global tourism performance index. These rankings reinforce Saudi Arabia's position as a leading spiritual and cultural destination for travelers worldwide. Advances in Digital Services The report also highlights significant advances in digital services, particularly the Nusuk platform. This platform now offers over 100 services designed to streamline travel, booking, and pilgrimage arrangements for users. Meanwhile, the Makkah Route initiative, aimed at expediting travel procedures for pilgrims in their home countries, has benefited over 940,000 travelers since its inception. This initiative showcases the Kingdom's commitment to enhancing the pilgrim experience. The report concludes by emphasizing that these milestones reflect the unwavering support of the Kingdom's leadership and the collaborative efforts of various government agencies. Regulatory Reforms and Market Transparency Minister of Commerce Majed Al-Qasabi explained that the rectification is part of broader measures aimed at combating commercial concealment, a key challenge hindering local economic growth. The ministry has recently worked on rectifying the status of commercial registrations and updating their data to ensure compliance with regulations and to enhance market transparency. The second quarter also saw the implementation of the newly approved Commercial Register Law and Trade Names Law. These reforms have eliminated the need for separate subsidiary registrations by allowing businesses to operate under a single commercial record across the nation, regardless of their geographic location. The changes aim to simplify licensing, reduce administrative burdens, and improve the overall ease of doing business in the Kingdom. Riyadh accounted for the largest share of new registrations during the quarter with 28,181 licenses. Makkah followed with 14,498, while the Eastern Province recorded 12,985 new licenses. Qassim and Asir also saw significant activity, with 4,920 and 3,875 new commercial records, respectively. Asir, in particular, has been gaining prominence as an investment destination. Women Entrepreneurs Lead the Charge Women's participation in the commercial sector continued to rise, with female entrepreneurs accounting for 49% of newly issued commercial records. Limited liability companies (LLCs) remained the dominant form of business structure, with 10,954 LLCs registered during the quarter. Partnerships and joint stock companies also showed solid activity, further diversifying the business landscape. Several sectors experienced strong year-on-year growth. Registrations related to cloud data storage and analytics increased by 48%, reaching 5,894 records, with Riyadh leading the way at 3,775. Activities related to artificial intelligence increased by 34%, resulting in 14,409 new records, of which 8,909 were registered in the capital. The franchise sector expanded significantly as well, with activity up 64% compared to the same period last year, totaling 2,863 new registrations, driven largely by the food and beverage, retail, and services segments. Foreign Investment on the Rise Investor interest from abroad also surged, with registrations by foreign and GCC investors rising by 38% in the second quarter to more than 70,000 new records. Foreign nationals made 38,640 registrations and 31,488 made by regional Gulf investors. The majority of this investment was directed toward non-residential construction and building development, signaling sustained demand in real estate and infrastructure. Moreover, the ministry also reported 39,366 active commercial records in e-commerce by the end of the second quarter, underscoring the Kingdom's rapid digitalization. The bulletin addressed the geographical distribution of issued and existing commercial registrations in promising sectors, highlighting registrations in e-commerce, and highlighting the most prominent activities and events of the business sector in the Kingdom.
