Planning starts for council's last Preston Guild

Plans are afoot to try to ensure the historic Preston Guild festival survives the abolition of the council responsible for staging it.
The event - which happens once every 20 years - dates back more than eight centuries and is next due to be staged in 2032 – four years after it is expected Preston City Council will have ceased to exist.
The authority – together with Lancashire's 14 other councils – will be replaced in a huge shake-up ordered by the government which will see the creation of a larger council covering a much wider and yet-to-be-defined area.
However Preston City Council is to begin the long process of organising the 2032 event in a bid to guarantee that it takes place, even though the authority may be abolished.
A city council meeting heard the usual lead-in time for the event is four and five years, which would coincide with the likely time of the authority's demise, the Local Democracy Reporting Service writes.
Councillors voted to establish the Guild Committee to oversee the festival development.
Deputy council leader Martyn Rawlinson, from Labour, said preparations could be made at this early stage but stressed the principle reason for the move was "to make a statement that Preston Guild must go ahead".
He added: "We want to respect the traditions and carry [them] on – that's 800 years of tradition.
The cross-party committee of five councillors has £500,000 but a separate budget group is usually established as the Guild draws closer to oversee the much larger overall delivery cost.
The total bill for the 10-day programme was £5.4m in 2012.
Half a percent share of council tax income is being set aside until 2032, although that arrangement's future will depend on Preston's successor council.
Councillor Rawlinson said more money is needed for a "bigger and better than ever before" Guild.
The first Preston Guild dates back to 1179 following King Henry II's decision to draw up a royal charter for the city and award it with the right to have a Guild Merchant.
They became once-in-two-decade affairs from 1542 and have been staged rigidly to that timetable ever since except for the Second World War.

Why it matters: Similar "races" of the past — like the nuclear arms race and the space race — have sparked innovation, but victories haven't lasted long or meant much. The big picture: Both Silicon Valley and the U.S. government now agree that we must invest untold billions to build supporting infrastructure for an error-prone, energy-hungry technology with an unproven business model and an unpredictable impact on the economy and jobs. What they're saying:"America is the country that started the AI race. And as president of the United States, I'm here today to declare that America is going to win it," Trump said at a Wednesday event titled "Winning the AI Race." Policy experts and industry leaders who promote the "race" idea argue that the U.S. and China are in a head-to-head competition to win the future of AI by achieving research breakthroughs, establishing the technology's standards and breaking the AGI or "superintelligence" barrier. They suggest that the world faces a binary choice between free, U.S.-developed AI imbued with democratic values or a Chinese alternative that's under the thumb of the Communist Party. Flashback: The last time a scientific race had truly world-shaping consequences was during the Second World War, as the Manhattan Project beat the Nazis to the atomic bomb. But Germany surrendered well before the U.S. had revealed or made use of its discovery. The nuclear arms race with the Soviet Union that followed was a decades-long stalemate that cost fortunes and more than once left the planet teetering on an apocalyptic brink. The 1960s space race was similarly inconclusive. Russia got humanity into space ahead of the U.S., but the U.S. made it to the moon first. Once that leg of the race was over, both countries retreated from further human exploration of space for decades. State of play: With AI, U.S. leaders are once again saying the race is on — but this time the scorecard is even murkier. "Build a bomb before Hitler" or "Put a man on the moon" are comprehensible objectives, but no one is providing similar clarity for the AI competition. The best the industry can say is that we are racing toward AI that's smarter than people. But no two companies or experts have the same definition of "smart" — for humans or AI models. We can't even say with confidence which of any two AI models is "smarter" right now, because we lack good measures and we don't always know or agree on what we want the technology to do. Between the lines: The "beat China" drumbeat is coming largely from inside the industry, which now has a direct line to the White House via Trump's AI adviser, David Sacks. "Whoever ends up winning ends up building the AI rails for the world," OpenAI chief global affairs officer Chris Lehane said at an Axios event in March. Arguing for controls on U.S. chip exports to China earlier this year, Anthropic CEO Dario Amodei described competitor DeepSeek as "beholden to an authoritarian government that has committed human rights violations, has behaved aggressively on the world stage, and will be far more unfettered in these actions if they're able to match the U.S. in AI." Yes, but: In the era of the second Trump administration, many Americans view their own government as increasingly authoritarian. With Trump himself getting into the business of dictating the political slant of AI products, it's harder for America's champions to sell U.S. alternatives as more "free." China has been catching up to the U.S. in AI research and development, most tech experts agree. They see the U.S. maintaining a shrinking lead of at most a couple of years and perhaps as little as months. But this edge is largely meaningless, since innovations propagate broadly and quickly in the AI industry. And cultural and language differences mean that the U.S. and its allies will never just switch over to Chinese suppliers even if their AI outruns the U.S. competition. In this, AI is more like social media than like steel, solar panels or other fungible goods. The bottom line: The U.S. and China are both going to have increasingly advanced AI in coming years. The race between them is more a convenient fiction that marshals money and minds than a real conflict with an outcome that matters.

The best marketers are those who understand how far to push the AI envelope within their business and market context. And now is the time for marketing leaders to expand their existing skill set and develop their AI intuition—when to use it, when to lose it—to make the most of AI's transformative power and deliver the best marketing work possible. By combining broad AI fluency through adoption with a willingness to remain agile as the technology matures, teams can thrive and make the best use of AI for the biggest impact. With that in mind, here are AI-related 'do's and don'ts' every marketing leader should know. AI as a research assistant, not a business strategist If teams don't understand the context in which their business is operating, they won't be effective marketers. Ultimately, teams should create their own strategies, but using AI with business context will make those strategies better and more complete. AI can't read betweenthe lines or predict the future—only meaningful conversations, deep curiosity, and astute understanding of one's business can do that. Use AI as a production designer, so creatives can shine Campaign work in marketing can quickly become rote, tying designers and writers up with tasks that are far from strategic or highly creative. All variants of ad design or ad copy can be generated by AI. It can take a first pass at any blog content, social media graphics, or resizing assets for different platforms. Let AI bring ideas to life faster and more efficiently to free up creatives to focus on developing breakthrough campaign concepts and compelling brand stories. Do use AI to rapidly prototype visuals, generate multiple design variations, and handle time-consuming production tasks. AI excels at replicating creative direction so take advantage and use in moments where multiple iterations are needed. Don't rely on AI for creative inception or novel campaign ideas. This is where creatives shine. Use AI to handle the heavy lifting and transform the creative work into end product downstream so creative strategy and brand decisions are owned by creatives themselves. Use AI to accelerate pointed insights With AI, leaders can access an abundance of real-time data, turning marketing into a velocity engine for optimization and peak performance. The speed to insights around what's working and what isn't, along with the ability to move with agility, is where the real power of AI lies for marketing leaders. Whether that's analyzing customer data to spot engagement patterns, detailed segmentation in email open rates, or digging into a competitor's recent launch, AI helps leaders get to the root of 'why this matters' faster than ever before. Do use AI to quickly analyze performance data, competitor portfolios, or deep segmentation analysis. Be specific and give AI the full context in your prompts. Instead of asking 'How did this campaign perform?' try 'What is variance by audience segment in each of these ad headline click-through rates?' This is a case where AI can be a game-changer when giving pointed insights. Don't treat AI-generated insights as final answers. AI may be able to determine if certain creative elements performed well, but it can't determine if that approach aligns with your strategy and broader business objective. Just because AI quickly spots a pattern doesn't mean it requires changing the work itself. Successful marketers will need to develop the skills to quickly decipher what insights matter and why. The marketing leaders who will truly shine in the AI era will be those who master the art of balancing technology with their human instincts. In order to be successful, they'll need to leverage AI's power as it exists today, and be agile enough to adapt as the rate of improvement around that technology shifts. Today, that means letting AI handle much of the heavy lifting—research, data analysis, creative production work—to improve expertise and create leverage across the marketing organization. As AI technologies rapidly evolve and mature, the best leaders will dynamically change with it so that their organizations can deliver better, faster, and more novel results for the business.
