Tuaran, Beluran Hospitals to pioneer digital healthcare transformation in Sabah

Borneo Post02-06-2025
Dr Raymond Alfred
KOTA KINABALU (June 2): Despite over three decades of dedicated service since its establishment in 1993, Tuaran Hospital has experienced limited progress in digital healthcare transformation.
Recognizing the urgent need to modernize and optimize healthcare delivery, Allyssa Certification Sdn Bhd, under the platform of the BIMP-EAGA Business Council (Sabah), has taken a proactive step to address these systemic challenges.
In June 2024, Allyssa Certification Sdn Bhd — an operating arm of the BIMP-EAGA Business Council (Sabah) — together with its technology partners, MQuest Malaysia Sdn Bhd and Universiti Malaysia Sabah (UMS), engaged in a strategic dialogue with the Chief Minister of Sabah to present proposed digital healthcare solutions.
Following the meeting, the Chief Minister's Department recommended direct engagement with the Permanent Secretary (Datuk Maria Chong) of the Ministry of Community Development and People's Wellbeing to advance the initiative.
As a result, a Proof of Concept (PoC) was successfully implemented at Tuaran Hospital and partially at Beluran Hospital, with endorsement and support from the ministry. This initiative aligns with the BIMP-EAGA (Brunei Darussalam–Indonesia–Malaysia–Philippines East ASEAN Growth Area) Vision 2025, which prioritizes digitalization as a catalyst for economic integration, innovation and regional resilience.
Dr Raymond Alfred, chairman of BIMP-EAGA (Sabah) and CEO of Allyssa Certification Sdn Bhd, believes the digital healthcare initiative will position Tuaran and Beluran Hospitals for enhanced operational efficiency, improved patient outcomes, and readiness for advanced technologies, including Artificial Intelligence (AI).
The technical report and outcomes of the PoC were formally submitted to Datuk James Ratib, Sabah's Minister of Community Development and People's Wellbeing, by the project team comprising Dr Raymond Alfred (Allyssa Certification), Prof Ts Dr Rayner Alfred (MIMOS), Dr Rayner Pailus (UMS), Lim Boon Seng (MQ Singapore), and Rayyan Radzwill Abdullah (MQuest Malaysia).
James acknowledged the success of the initiative and affirmed the value it brings to Sabah, including (i) Improved access to healthcare for remote and underserved communities, (ii) Accelerated data-driven state-level health policy decisions, (iii) Enhanced efficiency and transparency in the allocation of healthcare resources and (iv) future-proof, autonomous digital healthcare ecosystem tailored to Sabah's unique needs
He further recognized the tangible achievements of the PoC, including (i) Full integration of digital platforms across key hospital departments, (ii) Transition of critical workflows (e.g., triage, clinical encounters) from paper-based to digital, (iii) Real-time clinical and operational dashboards for informed decision-making, (iv) Integration of laboratory, radiology, and pharmacy modules with the Hospital Information System (HIS), (v) Deployment of AI-enabled tools to support clinical decision-making, (vi) Standards-based interoperability with the national health database
'This initiative represents a pivotal turning point for Tuaran and Beluran Hospitals,' said James. 'It is a low-risk, high-impact transformation that has the potential to set a new benchmark for smarter, more efficient healthcare delivery in the region. My ministry is fully committed to providing the necessary support to ensure the successful and timely implementation of this initiative.'
Raymond extends his sincere appreciation to Permanent Secretary (Datuk Maria Chong) of the Ministry of Community Development and People's Wellbeing, Dr Primus John, Director of Tuaran Hospital, and Dr Aldasir B. Rudy, Director of Beluran Hospital, for their valuable suggestions, contributions, and close cooperation during the implementation of the Proof of Concept.
Allyssa Certification Sdn Bhd, together with its technology partners, remains fully committed to supporting both hospitals in their journey to become the first fully digital hospitals in Sabah. This pioneering initiative is set to transform patient care and hospital operations, ushering in a new era of digital healthcare excellence within the BIMP-EAGA region.

AADK Introduces New Holistic Drug Treatment And Rehabilitation Module

BANDAR BAHARU, July 20 (Bernama) -- The new treatment and rehabilitation module introduced by the National Anti-Drug Agency (AADK) emphasises a holistic, client-friendly and evidence-based approach. AADK director-general Datuk Ruslin Jusoh said the new module is the agency's effort to strengthen the country's drug addiction or abuse treatment and rehabilitation system in line with current needs. The launch of this new module is a significant step for AADK in ensuring that treatment and rehabilitation methods and approaches remain relevant to current changes, particularly those involving drug addiction issues. "Furthermore, this module was designed in collaboration with all parties, encompassing a biopsychosocial-spiritual integrated approach and evidence-based treatment and rehabilitation methods," he told reporters after officiating the AADK Open Day at the Narcotics Addiction Rehabilitation Centre (PUSPEN) here today. Also present were Bukit Aman Narcotics Criminal Investigation Department acting director Datuk Mat Zani@Mohd Salahuddin Che Ali, AADK Treatment, Medical and Rehabilitation Division director Siti Mariam Mursidan, and Bandar Baharu district officer Mohd Noor Ismail. According to him, the launch of the module reflects AADK's commitment to remain responsive to the changing landscape of addiction, particularly concerning synthetic drugs and new psychoactive substances. The new module is expected to be a driver of the Malaysia MADANI agenda to strengthen community well-being through more effective and inclusive interventions, utilising a more holistic and humane treatment and rehabilitation approach. "Through this module, the phased recovery strategy that emphasises self-empowerment, community support, employment, skills, and reintegration into society has also been updated as a guide for AADK recovery officers to carry out their duties professionally and consistently," he also said. Meanwhile, Ruslin added that the AADK Open Day was held to provide information about AADK's latest services to all clients, particularly in the agency's three core areas: prevention, treatment and rehabilitation, and enforcement.

Safety-first culture in diving is essential, says Sabah ministry

Seated from second left, Sim Fui, Josie Lai with speakers and participants during the event. KOTA KINABALU: A safety-first culture should be nurtured in all activities, especially those involving risks, says Sabah Tourism, Culture and Environment Ministry permanent secretary Datuk Josie Lai. Lai said that safety is fundamental to ensuring activities run smoothly and that emergency responses are accurate and timely. This applies to diving activities as well, she said, noting that while the ocean is a treasure, it comes with responsibilities, particularly in ensuring the safety and well-being of those exploring its depths. 'Diving is not just a sport or hobby; it is a discipline that demands knowledge, preparation, and above all, respect for safety protocols,' she said while officiating at the Safety Medical Talk 1.0 by the Sabah Dive Squad Club on Sunday (July 20). 'Today's programme is an excellent initiative that brings together divers, professionals, and enthusiasts to strengthen awareness of medical and safety issues related to diving,' Lai added. The event, held at Galeri Azman Hashim, Universiti Malaysia Sabah (UMS), covered various issues, including basic first aid and dive-related medical emergencies. She said these topics are not just informative but may one day save lives. Invited speakers included scuba diving medical adviser Eugene Tan Choon Li, First Warrant Officer Almudi Eskal as a technical diving adviser, marine conservationist Monica Chin, and the ministry's senior principal assistant secretary Mohd Hisham Ujang. Mohd Hisham shared the ministry's standard operating procedures on scuba diving. Meanwhile, club president Sim Fui emphasised the importance of preparedness during dive and sea activities as a community. 'Whether it's separation, emergencies underwater, or medical distress, we must be ready—not just as individuals, but as a community,' he said, thanking the ministry for its trust and other co-sponsors for their continuous support in promoting safe, sustainable diving. He said recent unfortunate incidents involving scuba divers in Sabah have reminded participants of the dangers that can arise at any depth. One of the latest incidents involved the death of a Chinese tourist who drowned while diving in Sipadan waters in May this year. 'Beyond our dives, our club has stepped up as advocates for ethical and sustainable diving. We've issued several public statements in newspapers and on social media to reinforce our firm stance on protecting Sabah's rich marine biodiversity,' said Sim. He believes diving is a privilege, and that privilege comes with responsibility—to the environment, to the community, and to each other. The event was also co-organised with UMS and the Borneo Marine Research Institute (BMRI). Around 100 participants, including club members, dive operators, medical doctors, university lecturers and students, marine professionals, marine officials, Malaysian Maritime Enforcement Agency, Fire and Rescue Department of Malaysia, and the Royal Malaysian Navy were present.

Call For Dialysis Nurse Certification To Boost Malaysia's Healthcare Workforce

KUALA LUMPUR, July 19 (Bernama) -- The Health Ministry has been urged to introduce a specialised Dialysis Nurse certification to strengthen Malaysia's nursing workforce and improve the quality of patient care nationwide. Chairman of the Maaedicare Charitable Foundation, Tunku Datuk Yaacob Khyra, said such certification could address the growing shortage of dialysis nurses and help manage rising healthcare costs due to staff turnover. Speaking at An Enchanted Evening – A Gala for Giving 2025, Maaedicare's annual fundraiser held here last night, Yaacob proposed a streamlined two-month training programme designed to equip nurses with specialised skills in dialysis treatment. 'With this certification, I believe dialysis nurses could earn a higher salary than general nurses, in recognition of their specialised role,' he said. He added that the certification would allow Renal Nurses, who undergo six months of advanced training, to focus on more complex clinical tasks, such as operating theatre procedures, thereby ensuring their expertise is used more effectively. Yaacob also highlighted that many fully trained Renal Nurses, after completing costly, employer-funded training, often leave Malaysia for better opportunities abroad, particularly in the Middle East. 'A tiered training structure, distinguishing the roles of Dialysis Nurses and Renal Nurses, would help reduce the financial impact of such staff losses on our healthcare system,' he said. The event was graced by the Patron of the Maaedicare Charitable Foundation, Yang di-Pertuan Besar Negeri Sembilan Tuanku Muhriz Tuanku Munawir, and Tunku Ampuan Besar Negeri Sembilan Tuanku Aishah Rohani Tengku Besar Mahmud. Also present were Her Highness Tan Sri Tunku Puteri Intan Safinaz Almarhum Sultan Abdul Halim Mu'Adzam Shah, Tunku Temenggong Kedah; Health Minister Datuk Seri Dr Dzulkefly Ahmad; and Maaedicare Charitable Foundation Chief Executive Officer Anne Rajasaikaran.
