Lucknow: Mayor Sushma Kharkwal participated in a two-day national conference of urban local body (ULB) heads in Manesar (Haryana) and stressed on urban development and the role of women in local governance.

Representatives from across the country, including mayors, municipal corporators, zila parishad heads, and urban planners, participated in the event.
Kharkwal highlighted the need to implement the 74th Constitutional Amendment in full, to give ULBs more authority in decision-making, financial matters and administration. She presented steps taken by the Lucknow Municipal Corporation, including the use of electric vehicles for waste collection, installation of smart toilets, digital property tax systems, open gyms, water ATMs, and mobile apps for public feedback.
She also spoke about city's efforts toward becoming a Zero Waste City.
The event included discussions on the role of local bodies in democracy, urban planning, and the need for practical innovation. Speakers included Lok Sabha Speaker Om Birla, Deputy Chairman of Rajya Sabha Harivansh, Haryana Chief Minister Nayab Singh Saini, and other officials.
In a session on women's participation in local bodies, Kharkwal noted that women now hold nearly 46% of municipal corporators posts. She called for better training, administrative exposure, and support for women leaders, particularly in areas like digital governance, climate planning and financial management.

1 2 Patna: With only 10 days left for the submission of enumeration forms (EF), Election Commission (EC) on Tuesday claimed to have covered 90.84% of the total electorate under its ongoing special intensive revision (SIR) of the electoral rolls in Bihar. However, only 86.32% of EFs have been collected so far. 'Accounting for the deceased, permanently shifted and people enrolled in more than one places, the EF collection phase of the SIR has covered 90.84% of nearly 7.9 crore strong electorate in Bihar," the EC said in a statement on Tuesday, adding that only 9.16% of electors are yet to submit their forms now. As per the information provided, out of the total 7,89,69,844 electors in Bihar, EFs of 6,81,67,861 or 86.32% have been collected. The last date for filing EFs is July 25. Sparing no effort to ensure that all eligible electors are included in the draft electoral roll, the third round of household visits by nearly one lakh BLOs will soon begin, the EC said. It added that the BLOs would again visit those households where the electors were temporarily absent in the previous visits. Special camps have been established in all 5,683 wards of all 261 Urban Local Bodies (ULBs), and advertisements have been issued in newspapers to ensure that the remaining electors fill their EFs well in time and have their names included in the draft ER to be published on Aug 1. "Electors are also being encouraged by the BLOs to fill up their forms online, using their mobile phones through ECINet App or online form," it said. As per the EC, uploading of forms on ECINet has picked up with over 6.2 crore EFs uploaded till 6pm on Tuesday.

Chandigarh: In a move that has reignited tensions over local governance authority, the Haryana urban local bodies (ULB) department has expanded financial powers for bureaucrats overseeing municipal bodies — sidestepping long-standing demands by elected mayors and council heads for greater administrative control. A notification issued last week grants municipal commissioners and executive officers significantly higher sanctioning authority for development projects, a shift that came just days after a national conference of urban civic bodies in Gurugram called for empowering elected local representatives. For more than a decade, mayors and presidents of municipal councils — many aligned with the ruling Bharatiya Janata Party — have lobbied to approve development works independently. Instead, they now face further marginalisation, with expanded financial control handed to officers and finance committees. "Despite protocol ranking us above senior bureaucrats, we remain at their mercy," said a mayor from northern Haryana, requesting anonymity. In Gurugram, municipal commissioners can now approve development works up to Rs 2.5 crore (previously Rs 50 lakh). Projects worth Rs 2.5-10 crore will require approval from a finance committee chaired by the mayor. Projects above Rs 10 crore and Rs 25 crore will go to the ULB minister and the chief minister, respectively. In other municipal corporations, commissioners can now sanction works up to Rs 1 crore independently. Finance committees can approve up to Rs 10 crore, with larger projects routed to higher authorities in a similar tiered structure. Municipal councils and committees will follow the same slabs as smaller corporations. The move deepens concerns of elected civic heads being reduced to figureheads. "There were cases where mayors were unaware of final work orders despite chairing finance committees," said the northern Haryana mayor.

RAIPUR: Seven urban local bodies (ULBs) from Chhattisgarh will receive national awards for their exceptional performance in cleanliness parameters under Swachh Survekshan 2024. Union Minister for Housing and Urban Affairs Manohar Lal and Minister of State for Housing and Urban Affairs Tokhan Sahu will also attend the event. Bilaspur Municipal Corporation has been selected in the Big Cities category (population between 3 lakh and 10 lakh), Kumhari Municipality in the Small Cities category (population between 20,000 and 50,000), and Bilha Nagar Panchayat in the Very Small Cities category (population below 20,000). Raipur Municipal Corporation will receive the Ministerial Award from the Ministry of Housing and Urban Affairs for its outstanding work in cleanliness at the state level. The Super Swachhata League (SSL), a new category introduced in Swachh Survekshan this year, recognises cities that have ranked among the top three at least once in the past three years and are currently placed within the top 200 cities in their respective population categories. Under this new category, three Chhattisgarh ULBs have been selected: Ambikapur Municipal Corporation in the category of cities with populations ranging from 50,000 to 3 lakh, and Patan Nagar Panchayat along with Bishrampur Nagar Panchayat in the category for cities with populations below 20,000. Chief Minister Vishnu Deo Sai and Deputy Chief Minister Arun Sao extended their congratulations to all seven ULBs selected for the national awards.
