
Court extends custody of suspended HoD by 14 days in suicide abetment case
Bijay Kumar Dash, additional public prosecutor, said SDJM Kishor Kumar Nath passed the order following the completion of the suspended faculty member's initial 14-day custody period. He was arrested on July 12 amid a growing outcry over the death of the student, which triggered widespread protests and demands for justice.
"The court on Friday recorded the statements of three more individuals under Section 183 of BNSS, further adding to the growing body of evidence in the case," Dash said.
Student unions, civil society groups and politicians had called for strict action against those found guilty. The case has become a focal point of public discourse, highlighting concerns over campus safety and alleged academic harassment.
The 14-day judicial custody of the college principal — who was also arrested for his alleged role in the case — is set to expire on Sunday. Authorities are expected to seek an extension of his custody.

Cognisance refers to a court formally acknowledging a complaint and deciding to initiate proceedings after examining the allegations. Unrest Over WhatsApp Post: 15 Arrested, 500 Booked After Violent Clash In Pune's Yavat

Following a violent clash between two groups in Yavat village in Pune's Daund tehsil, the Maharashtra Police have arrested 15 people and filed FIRs against over 500 individuals, according to a report in Hindustan Times. The violence erupted after a youth posted an objectionable message on WhatsApp, which triggered widespread anger among locals. The said youth, who lives in the village and works as a daily wage labourer, has also been arrested. A native of Nanded, his post referred to an incident in Madhya Pradesh, sparking outrage that led to mobs vandalising property and setting fires across Yavat on Friday. Among the damaged property were a motorcycle, two cars, a bakery, and a religious structure. The HT report, citing senior Inspector Narayan Deshmukh of Yavat police station, mentioned said that five FIRs have been registered, four of which involve over 500 people accused of arson and destruction. So far, more than 100 individuals have been identified, the report suggested. The 15 arrested have been remanded in police custody until August 6. Police had to use tear gas and lathi-charge to disperse the violent crowds. Meanwhile, authorities imposed prohibitory orders under Bharatiya Nyaya Suraksha Sanhita (BNSS) Section 163 and Bharatiya Nyaya Sanhita (BNS) Section 144 to maintain law and order. A large security force, including the State Reserve Police Force (SRPF), was deployed in the area. DGP issues rules for arrests and personal search memos
Lucknow: Following directives from Allahabad High Court, DGP Rajeev Krishna has issued a standardised format for arrest and personal search memos. Emphasising that arrest affects an individual's constitutional right to personal liberty, the DGP said no such right can be infringed without legal process. Tired of too many ads? go ad free now As per Rule 6 of the BNSS 2023, sub-inspectors and above are now responsible for maintaining arrest records at police stations and district control rooms. A designated officer must be informed at the time of arrest, a detail now mandatory in the memo format. All information in both memos must be error-free, with a clear mention of recovered items. "The move aims to ensure transparency, accountability and adherence to legal procedures," a senior officer at the DGP headquarters said. Recently, the Allahabad HC quashed the arrest of a petitioner after finding violations of procedural safeguards under sections 50 and 50A of the CrPC (now sections 47 and 48 of the BNSS) and issued strict instructions for corrective measures. The court had observed that the arrest memo lacked a mandatory column indicating the grounds of arrest and that the magistrate failed to ensure legal aid or a proper hearing during judicial remand. Citing Supreme Court rulings, the court quashed both the arrest and remand orders. The court instructed the DGP to circulate its order to all police commissioners, SSPs and SPs for strict compliance with sections 47 and 48 of BNSS. These sections mandate that every arrested person must be informed of the reason for arrest and their right to bail. The arresting officer must inform a relative or friend of the arrested person. Following this, a committee constituted by the DGP reviewed the legal provisions, SC rulings and revised arrest memos issued by CBI and ED. Based on the findings, the committee prepared and attached updated formats for arrest memo and personal search memo. Key directives include that arrest memos must contain columns detailing the grounds of arrest and the right to bail. "Personal search memos must record all items seized unless a detailed seizure memo is separately prepared. Arrest information must be immediately shared with designated officers at the district control room. Investigating officers must ensure all columns in the new memo formats are filled clearly and without error," the DGP said. The DGP directed all police units to disseminate the updated memo formats and ensure strict compliance.
