E-Khata mandatory for all building plan approvals in Bengaluru from July 1: BBMP
"Starting from July, it will be mandatory to enter the property's e-Khata/electronic property ID number into the online software and submit the corresponding e-Khata when applying for building plan approval," a statement issued by BBMP said.
The measure is expected to bring greater transparency and efficiency to the city's real estate approval systems.
Currently, the BBMP offers online building plan approval services through the Ease of Doing Business, Online Building Plan Approval System (EoDB-OBPS), while property records and e-Khatas are managed through the E-Aasthi platform operated by the revenue department. Property ownership details and tax information for holdings within BBMP limits are already available on E-Aasthi.

BBMP officials said the two digital systems, Eodb-OBPS and E-Aasthi, are now being integrated to eliminate duplication and delays.
From July 2025 onwards, builders and property owners applying for plan approvals will be required to enter their property's e-Khata or EPID (electronic property ID) number into the OBPS portal. According to the statement issued by BBMP, the system will then automatically cross-verify property tax records, thereby removing the need for manual submissions or verification by the revenue department.
Officials say this step is part of a broader strategy to digitise urban governance and improve service delivery timelines. Once implemented, applicants will no longer need to forward ownership records separately to BBMP's Revenue Department for verification, a step that often caused delays in the approval process.
Additionally, the BBMP is enhancing its accountability framework under a 'Trust and Verify' approach. According to new guidelines, assistant directors (town planning) must either approve or reject preliminary plans with valid reasons within a stipulated timeline. If they fail to act, the system will automatically trigger a deemed approval. In such cases, joint directors (town planning) must report inaction to zonal commissioners, who are empowered to initiate disciplinary proceedings under existing service rules, the statement said.
Officials believe this integration between e-Khata and OBPS marks a critical step in digitizing the end-to-end building permission workflow, reducing manual interventions, and making the approval process more predictable for homebuilders and developers.

Karnataka high court tells govt to file status reporton pending Sakala applications
Bengaluru: The Karnataka high court has directed the state govt to file a status report on the number of pending applications under the Sakala Services Act. The date on which such applications were filed and the estimated time required for their disposal also need to be indicated in the report, which should be filed in four weeks, a division bench comprising Chief Justice Vibhu Bakhru and Justice CM Joshi observed in their order. He sought that all pending Sakala appeals should be immediately disposed of, along with the disbursal of compensation to eligible applicants and actions initiated against wilful defaulters.

'We will continue to drive in electric cars and have a launch lined up later this year itself. But at the same time, we will continue to focus on ICE,' said Malhotra. Live Events EVs currently contribute about 25% of Volvo's sales in India. The market for such eco-friendly luxury cars is however still small though it is growing, according to the company. 'About a year back, EVs had started losing steam. We are seeing some uptick in the segment in the last six months. But customer needs are different across regions,' said Malhotra. 'Home charging is extremely important for customer comfort when it comes to owning EVs. In cities, where there are high-rises, charging electric cars is challenging,' he said, adding Volvo is seeing stronger EV adoption in states like Kerala, Maharashtra, and Delhi where there are low-rises and state policies are conducive. He was speaking on the sidelines of the launch of the XC60 SUV model. Globally, Volvo does have plug-in hybrids in its portfolio, but Malhotra said the company will only consider launching them in India if the tax structures are more conducive. India currently levies a Goods and Services Tax (GST) rate of 5% on EVs, and 43% on hybrids. Overall, Malhotra said luxury car sales in India, which had been outpacing the broader car market in the last few years, slowed in the first half of 2025 as volatile stock markets, and mounting geopolitical tensions hit demand among the country's rich, aspirational buyers. He however added that Volvo is on track to meet its sales target for this calendar year though industry growth is likely to be muted. Per industry estimates, around 22,900 luxury cars were sold in the first half of 2025, a 1.8% rise from a year earlier. Separately, Malhotra termed free trade agreements being inked or negotiated by the Indian government as a step in the right direction, which will help to grow the auto industry in the long run. 'The UK FTA has set a benchmark. While the one with the EU is still some time away, free trade agreements are good for the economy. India is seen as a market with growth potential. If any company were to invest in India today, they will only consider the scale available in the market here. With FTAs, the scale changes immediately as they open up access to many more markets globally,' he said, adding Volvo can also explore possibilities for expanding its footprint in India once the EU trade deal is finalised.

Manipur govt goes paperless, launches e-Gazette portal
Imphal: Manipur govt has officially launched its e-Gazette portal, marking the complete discontinuation of physical printing and sale of the Manipur Gazette from Aug 1, with the aim of advancing digital governance and transparent public administration. The new initiative aims to modernise the dissemination of govt notifications and enhance citizen access to official information through a centralised digital platform, a govt notification said on Friday. The e-Gazette portal will now exclusively publish the Manipur Gazette online, replacing the traditional printed versions. The Directorate of Printing and Stationery will continue to maintain official records of all digital notifications, ensuring their availability for reference whenever needed. "This visionary initiative marks a significant step towards paperless administration and greater public access to official govt information," the govt stated in a release and described the move as a milestone in the state's digital transformation journey and a step towards environmentally responsible governance.
