
Can India rely on Russia to diplomatically isolate Pakistan? It seems unlikely
The status of India-Russia relations as a 'strategic and privileged partnership' has always imposed additional expectations on how the relationship should progress and how the two sides should support each other in difficult times. Contrary to this logic, there has been a gradual erosion of the convergence of geopolitical views between Moscow and New Delhi, with fewer signs of alignment on global, regional and strategic issues. This has led to their stance towards each other being subject to more diverse interpretations. The Russian official response to the Pahalgam terrorist attack and Operation Sindoor is a case in point.
At first glance, it looks as though Moscow ticked all the right boxes in its response. Russian President Vladimir Putin quickly condemned the terrorist attack as a 'brutal crime' with 'no justification whatsoever' and expressed hope that the perpetrators would face a 'deserved punishment'. Subsequently, he reached out to Prime Minister Narendra Modi to reiterate his condemnation of the 'barbaric terrorist attack in Pahalgam' and emphasise the need to 'uncompromisingly fight terrorism in all its forms'. This strong language from the Russian leader is unsurprising, given that Russia itself has fallen victim to major terrorist attacks in the past, such as the Crocus City Hall attack in the Moscow region in March 2024.
When India launched Operation Sindoor, Russia called on New Delhi and Islamabad 'to exercise restraint' and 'resolve their differences through peaceful, political and diplomatic means on a bilateral basis'. While the Russian response was generally perceived as an act of solidarity with India, there are some nuances that require further scrutiny.
Firstly, while Indian diplomats were engaged in a series of phone calls with various foreign partners, it took over 10 days for the Russian and Indian foreign ministers to hold a telephone conversation. This delay stood in contrast with New Delhi's many other diplomatic engagements in the days following the Pahalgam attack.
Secondly, as with the reaction to the 2019 Pulwama terrorist attack, Moscow once again attempted to strike a balance between New Delhi and Islamabad, offering 'to contribute to a political settlement' if both sides 'are mutually willing'. Despite being well aware that Delhi rejects third-party mediation and insists that Kashmir is a bilateral issue, Moscow continues to offer its services as a crisis broker, which obviously plays into Pakistan's hands.
Thirdly, since Moscow and Islamabad have expanded their areas and levels of cooperation over the last decade, Russia is no longer in a position to put pressure on Pakistan regarding cross-border terrorism. With Russian and Pakistani special forces now conducting annual anti-terrorist exercises and foreign ministry officials highlighting the 'positive dynamics' and prospects of counter-terrorism cooperation, it is unlikely that Moscow would publicly call out Islamabad, even if it does suspect the Pakistani intelligence services of having links to terrorist groups operating in Kashmir.
Russia's pragmatic stance following the Pahalgam attack also stems from its continued reliance on the Shanghai Cooperation Organisation (SCO) in its broader strategy for Eurasia. Despite the organisation failing to bring about any tangible changes to the regional security situation and not leading to the improvement of India-Pakistan relations as some in Russia had expected, Moscow still sees the SCO as a key mechanism for Eurasian integration. This approach means Russian diplomacy is forced to tread carefully between New Delhi and Islamabad, both of which have been SCO members since 2017.
Despite the common wisdom that Russia's foreign policy, including its shifting approach to South Asia, may be under Chinese sway, there is no solid evidence to confirm this. Indeed, there have been instances of trilateral coordination between China, Pakistan and Russia, such as their consultations on Afghanistan, which have recently evolved into a quadrilateral format with the inclusion of Iran. Furthermore, in late April 2025, Moscow and Beijing discussed the security situation in South Asia, which undoubtedly included the rising tensions between India and Pakistan. However, Russia has not bought into the China-Pakistan narrative of holding 'a fair and just investigation' into the Pahalgam attack; instead, it has advocated a joint 'fight against the global terrorist threat' together with India.
The level of cooperation between Russia and Pakistan is nowhere near that of India and Russia. While India and Russia have a long-standing partnership spanning various sectors that has weathered many storms, Moscow's engagement with Islamabad is still in its infancy and is hampered by Pakistan's cash-strapped economy and unstable domestic politics. Whereas Russia has shared with India its cutting-edge defence systems, such as the S-400, which have proven instrumental in bolstering India's defence against Pakistan's air strikes. There is nothing as substantial in sight in Russia's dealings with Pakistan.
That said, Russia has acted as a neutral party in the recent India-Pakistan conflict. While India can still rely on Russia's emotional diplomacy, Moscow seems to stop halfway when it comes to providing political support for Delhi's case, steering clear of making any critical remarks towards Islamabad and Rawalpindi. India must take this into account when preparing for a future crisis.

‘Terror and sports cannot go together': Congress on Asia Cup matches against Pakistan

The Congress leader also questioned the BCCI's rationale behind opting for a neutral venue to accommodate Pakistan's interests, stating that India holds the right to host the tournament and should not compromise its position. Calling the decision an 'insult to the self-respect of the people of Chandigarh and the nation,' Sharma urged Chandigarh MP Manish Tewari to raise the issue in Parliament. He also slammed the office-bearers of the Union Territory Cricket Association for their silence on the matter, accusing them of compromising national pride for personal or political gains.

Draft Bihar poll roll not final list, clarifies Election Commision
The Election Commission on Sunday hit out at those who, it claimed, were creating an impression that the draft voters' list to be published in Bihar will be the final roll. The poll authority said it is "not able to understand" that when a full one-month period from August 1 till September 1 is available to point out wrongful inclusion or wrongful exclusion of any name, "why are they creating such a big fuss now?" The EC's statement came on the conclusion of the month-long phase one of Bihar's Special Intensive Revision (SIR) of the voters' list, where house-to-house surveys were held to distribute semi-filled enumeration forms to the electorate that were to be returned after being filled up. Enumeration forms from 7.24 crore electors have been received. The EC also said that 36 lakh people were found to have either permanently shifted or were not found. It pointed out that seven lakh Bihar electors were found to have been enrolled at multiple places. "Why not ask their 1.6 lakh booth-level agents to submit claims and objections from August 1 till September 1," the Commission quipped. Booth-level agents appointed by political parties work with the EC's booth-level officers in preparing or updating the voters' list. "Why are some persons trying to give an impression that the draft list is the final list, which it is not, as per special intensive revision orders," the EC statement said. Various opposition parties in the state, which goes to the polls later this year, have claimed that crores of eligible citizens will be disenfranchised during the roll revision for want of documents. They have also claimed that the ruling BJP will benefit as the state machinery in Bihar will target people opposed to the ruling alliance in the state. Stepping up its attack, the Congress on Sunday said the Election Commission should not have "institutional arrogance" and asked it to stop the SIR in Bihar. At a joint press conference with CPI(ML) Liberation General Secretary Dipankar Bhattacharya, RJD MP Manoj Jha and CPI(M) leader Nilotpal Basu, Congress leader Abhishek Manu Singhvi said that the exercise being undertaken by the EC has become a "citizenship test" and questioned its legality. "I humbly request the Election Commission, this is not a matter of political obstinacy. It is not a matter of institutional arrogance. Please reconsider it. Everyone is urging you," he said. The BJP hit back at the INDIA bloc parties for their opposition to SIR, alleging they were trying to "rob" Indian democracy on the back of foreign infiltrators. BJP spokesperson Sudhanshu Trivedi said the Election Commission's drive is aimed at bringing required changes in electoral rolls through transparency. He alleged that the INDIA bloc parties have been winning in places where the presence of infiltrators has brought maximum changes in demography.

RSS chief Mohan Bhagwat says India no longer has to be golden bird, time to become a lion
India has to become strong and also wealthy from an economic point of view as the world understands power, Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat said on Sunday. Bhagwat also said that India no longer has to be the 'golden bird' and it was time for it to become a 'lion'. 'It is necessary because the world understands power. So Bharat should become strong. It also has to become wealthy from an economic perspectives,' he added, while speaking at the national education conference, 'Gyan Sabha', organised by the RSS-linked Shiksha Sanskriti Utthan Nyas in Kochi. The RSS chief went on to say that 'Bharat' should not be translated as otherwise it would lose its identity and along with it the respect it enjoys in the world. According to a PTI report, Mohan Bhagwat also said that Bharat, a proper noun, should not be translated as its identity is respected 'because it is Bharat'. "Bharat is a proper noun. It should not be translated. 'India is Bharat'. That is true. But Bharat is Bharat. That is why, while talking, writing and speaking, be it personal or public, we should keep Bharat as Bharat. 'Bharat must remain Bharat. The identity of Bharat is respected because it is Bharat. If you lose your identity, whatever other meritorious qualities you may have, you will never be respected or secure in this world. That is the thumb rule,' PTI quoted the RSS chief as saying. Just a day ago, Bhagwat had said that the education system in the country was developed under the long-term influence of colonial ideas and for a developed nation, an alternative based on Indian philosophy needs to be formulated. For that, the focus should be 'deep, realistic, and completely Indian-based,' Bhagwat said. According to the statement issued by the Shiksha Sanskriti Utthan Nyas, Bhagwat said during the conference that the workers should become competent in the field they work, be role models in it and develop friendly relations in order to lead others forward. Before the meeting began, RSS chief Bhagwat visited the birthplace of Adi Shankaracharya and lit a traditional lamp (Nilavilakku) to mark the start of the conference, held at the Chitvilasam auditorium. Around 100 delegates from across India, including national coordinators of the Nyas and experts in education, are taking part in the discussions. The focus of the two-day meeting is on building a roadmap for educational reforms to support the vision of a developed India (Viksit Bharat).
