
PAC orders special audit of education boards
The decision was taken in a meeting of the PAC which took place in the Sindh Assembly's committee room on Tuesday. PAC Chairman Nisar Khuhro presided over the meeting which was attended by committee members Sadia Javed, Khurram Karim Soomro, and Javed, along with senior officials, including Universities and Boards Secretary Abbas Baloch, and the chairmen of education boards.
The committee expressed dissatisfaction with the management of education boards, citing repeated instances of financial mismanagement.
Chairman Khuhro expressed a lack of confidence in the boards' operations while highlighting growing concerns over the alleged manipulation of exam results. He added that allegations of "paying for marks" have tarnished the reputation of the boards.
"The boards are accused of awarding A+ marks for money, but this practice will only lead to failure when students sit for entry tests," Khuhro warned. He stressed that despite the Sindh government's initiative to provide free education up to the intermediate level, the quality of education and transparency in results had been compromised due to the boards' alleged malpractices. The government allocates Rs2 billion annually for exam fees, yet the credibility of the boards continues to be questioned.
Khuhro stressed that the future of the youth is at stake, and the committee would not tolerate any compromise on education standards. "Just as Gorakh Hill underwent a special audit, we will ensure the same transparency for education boards," he added.
The issue of result manipulation came to the forefront when PAC member Khurram Karim Soomro raised concerns regarding Amir Qadri, the former chairman of the Board of Intermediate Education Karachi (BIEK), who had been removed due to allegations of manipulating first-year results. Soomro asked for an update on the progress of the investigation and sought clarification on the system for awarding marks in the boards.

Photo: Express/ File The Public Accounts Committee (PAC) on Tuesday took notice of the electricity tariff slab hike that penalises consumers for exceeding 200 units, directing the Power Division to propose a solution for inflated bills that persist for six months even after a single unit crosses the limit. The committee meeting, chaired by MNA Junaid Akbar Khan, reviewed audit paras related to the Ministry of Energy. Expressing concern, the chair demanded an explanation for the prolonged penalty on consumers who exceed the 200-unit threshold once. Officials briefed the committee on the status of Independent Power Producers (IPPs), revealing a sharp rise in installed capacity over the years. Committee member Shazia Marri questioned why provinces like Sindh and Khyber-Pakhtunkhwa continue to endure up to 16 hours of load-shedding despite a surplus in electricity generation. The power secretary informed the committee that 58% of electricity users fall under the 200-unit slab, with subsidised rates now benefiting 18 million consumersup from 11 million previously. He acknowledged the issue of high bills lasting months for consumers who breach the limit once. "To increase the slab limit, a higher subsidy will be needed," he said, adding that the government aims to reform the system by 2027, shifting to direct subsidies using BISP data. The Energy Ministry also noted that the installed capacity of IPPs rose from 9,765MW in 2015 to 25,642MW in 2024, with annual capacity payments jumping from Rs141 billion to Rs1.4 trillion. Committee member Syed Naveed Qamar disputed the Power Division's claim that coal was the main driver of high electricity costs. Meanwhile, Junaid Akbar raised doubts over reports of 200% electricity generation from bagasse, calling the numbers unrealistic.

K-P set to release Rs8b for Ehsaas initiatives
Khyber-Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur announced the government will release Rs8 billion for the Ehsaas initiatives in the current fiscal year, with Rs2 billion earmarked for interest-free loans under each of four flagship programs. A high-level meeting regarding Ehsas flagship projects in the province was held here at Chief Minister's Secretariat with Khyber-Pakhtunkhwa CM Ali Amin Khan Gandapur in the chair. The meeting reviewed the progress on four major programmes being implemented under Ehsas initiative in the province. These programmes include Ehsaas Nojawan, Ehsaas Hunar, Ehsaas Rozgar, and Ehsaas Apna Ghar (Low cost housing project). During the meeting, a detailed briefing was given on the progress, so far made of the programs. It was informed that under Component-I of the Ehsaas Nojawan Program, being implemented through the Bank of Khyber, Rs408 million in interest-free loans have been distributed among 139 beneficiaries, utilizing 100% of the allocated funds. An additional Rs116 million is required for 52 more approved cases under the same component. Meanwhile, Component-II of the Ehsaas Nojawan Program, implemented through Akhuwat Microfinance, has also achieved 100% disbursement of its allocated funds. So far, Rs602 million in interest-free loans have been disbursed among 3585 beneficiaries, with another 1,745 applications currently under process. It was also highlighted that Akhuwat has achieved a 100% loan recovery rate under this program, with Rs. 42.88 million recovered to date. Under the Ehsaas Hunar Program, Rs307 million have been distributed among 647 beneficiaries, while an additional 592 cases are currently being processed.

Sindh govt spox fires broadside at MQM-P
Sindh government spokesperson Mustafa Abdullah Baloch stated "it is disappointing to see Farooq Sattar of the MQM-P attempting to politicise a policy that represents and benefits all citizens of Sindh." He said that "the introduction of vehicle number plates featuring the Ajrak motif is not a revenue-generating measure, but a cultural initiative coupled with reform in our vehicle registration system." Baloch claimed that "for years, authorities have struggled with easily tampered, fake number plates, making it difficult to trace stolen vehicles, or maintain accurate vehicle databases. The new plates have enhanced security features and are aligned with international practices." He deemed MQM-P's criticism "not only baseless, but politically motivated." Further, he argued that, "instead of acknowledging that Karachi will benefit from a regulated, secure vehicle registration system, MQM-P is using cultural identity as a tool to sow conflict." He stated "we want to move towards a digital and secure vehicle registration system, one where the data of each vehicle is integrated into a platform accessible by authorities." Honour killing against Islam: MQM-P Deputy Parliamentary Leader of MQM-P in the Sindh Assembly, Taha Ahmed Khan, condemned the murder of a couple in Balochistan who had chosen to marry of their own will. "This is an extremely tragic and condemnable incident. Our Constitution does not permit anyone to take a life in the name of honour," said Taha. He further stated that this act is not just a crime against individuals, but an attack on women's freedom, human dignity, and fundamental rights. Taha said that murder in the name of honour is completely against the teachings of Islam.
