Gujarat schools propose 40-student limit per class in secondary sections
Currently, govt schools in Gujarat accommodate over 60 students per class at the secondary and higher secondary levels, despite primary schools already following the 40-student rule. The federation has submitted a formal proposal to the state's education minister, highlighting the need to adopt uniform standards across all levels of schooling.
The recommendation is based on historical guidelines under the Gujarat Secondary Education Act, 1972, and related regulations from 1974, which specify that a classroom size of 400 sq ft should house no more than 40 students — allocating 8 sq.

Citing earlier legal cases and an opinion from the Gujarat Pollution Control Board, which confirmed that over 45 students in a 400 sq ft room is not advisable, the federation emphasised that this overcrowding violates safety and quality norms.
Furthermore, with Gujarat ranking 11th in the country for secondary school dropout rates, the federation believes that reducing class sizes could significantly improve student retention and academic performance. They have urged the Education Department to act swiftly and align state policy with CBSE and the National Education Policy, which supports a 40-student cap per class.

He added that education officers have been told to ensure that no student is left out of school. "The integrated system will be more teacher-friendly and reduce time spent on non-teaching tasks, allowing educators to focus more on classroom engagement and student learning outcomes," Yadav said. The move is seen as part of a larger effort to modernise the state's education management system and support the goals of National Education Policy which emphasises reducing non-academic workload on teachers.
