Alabama House of Representatives passes Education Trust Fund Budget for 2026
'As Alabama continues to make remarkable strides in public education, it's vital that lawmakers in Montgomery remain committed to equipping our school systems with the necessary resources to help students thrive,' said Speaker Ledbetter (R-Rainsville). 'This year's ETF is significant for several reasons. It funds paid parental leave for teachers, expands summer and afterschool programs, and increases funding for the Alabama numeracy act, which has been a catalyst for our state's nation-leading gains in 4th grade math. We're making another strong investment in the CHOOSE Act, Alabama's school choice program that is proving to be in high demand. Finally, we are creating the RAISE Program, a student-weighted funding model that funds schools based on their specific needs rather than headcount.'
ETF/Supplemental Highlights Include the following:
$27 million increase for the Numeracy Act
$14.4 million increase for Summer/Afterschool Programs
$9.6 million for Paid Parental Leave
$15.6 million for Teachers Workman's Compensation
$58 million for the RAISE Act
$80 million increase for the CHOOSE Act
'I'm proud to have passed another strong Education Budget that positions our school systems for success,' said Rep. Danny Garrett (R-Trussville), who chairs the House Ways and Means Education Committee. 'For the first time ever, we are funding schools based off the needs of the specific students they serve instead of taking a one-size-fits-all approach and funding on headcount alone. We're also making significant investments in programs supporting teachers and students. Public education is on the rise in Alabama, and I believe that the passage of this budget will help us continue moving in the right direction.'
The Education Trust Fund will now return to the Senate floor for concurrence.

However, the billionaire businessman has been laser focused in recent years on something totally different from his original area of expertise. Saylor is extremely bullish on a leading cryptocurrency. Based on his optimistic stance, there's one popular BlackRock exchange-traded fund (ETF) that could absolutely skyrocket. Here's what investors need to know about this exciting prediction. Saylor's 2046 price target Saylor is incredibly bullish on Bitcoin. Seeing how much the federal debt and money supply was ballooning after the onset of the COVID-19 pandemic, Saylor realized that holding cash or Treasuries was a losing game. MicroStrategy first purchased Bitcoin for its own balance sheet in August 2020. Since then, the billionaire has completely altered his company's playbook. Its value is driven by a Bitcoin treasury strategy, raising capital in the fixed income and equity markets to aggressively buy more of the digital asset. Strategy now owns just under 629,000 Bitcoin units, according to That enormous position isn't surprising when you consider Saylor's view that Bitcoin's price could reach $21 million by 2046. Compared to Bitcoin's current price of about $114,000, this target implies nearly 18,000% upside. This target is significantly higher than his 2045 base case of $13 million, which he made one year ago. I don't think Saylor's thesis changes much. It's all about Bitcoin being able to capture a greater share of global wealth over time. This capital could come from different asset classes, like the stock market, fixed income, or real estate. What's more, important catalysts, like the launch of spot Bitcoin exchange-traded funds (ETFs), as well as more favorable regulation, give support to Saylor's more bullish stance. Increasing accessibility and convenience for investors Because of Saylor's jaw-dropping 2046 price target for Bitcoin, it's not a shock that a related financial instrument has similar upside. The iShares Bitcoin Trust (NASDAQ: IBIT), an ETF offered by BlackRock, tracks the price of Bitcoin. If Saylor believes Bitcoin will rise almost 18,000% in 21 years, then the same view applies to the iShares Bitcoin Trust. This investment vehicle has been wildly successful since it was approved and introduced in January 2024. As of July 31, it had $86 billion in assets, making it the largest spot Bitcoin ETF on the market. The iShares Bitcoin Trust has been a huge hit because it made Bitcoin a legitimate financial asset from the perspective of a major Wall Street firm, BlackRock. This likely reduced the risk of gaining exposure in the eyes of both individual and institutional investors. It helps that this ETF essentially increases accessibility and convenience for investors. There's no need to sign up for separate account with a crypto-focused brokerage platform, as the iShares Bitcoin Trust is offered through traditional brokerage accounts. And investors can skip learning about private keys and self-custody practices used to hold the coin directly. Paying the ETF expense ratio of 0.25% might be worth it to avoid these possible headaches. However, investors in the iShares Bitcoin Trust must understand that they do not own Bitcoin directly. This is a key distinction that cannot be overlooked. And it goes against the Bitcoin philosophy of people being in control of their own private keys, not relying on third parties, and decentralization. Investors in the iShares Bitcoin Trust aren't able to use Bitcoin like a direct owner can. With the ETF, you can't send Bitcoin to whomever you want. And you certainly can't use Bitcoin in a transaction. But for some investors, this isn't a deal-breaker. It's all about having exposure to Bitcoin, which could be worth much more decades from now. SPY Gains $5.5B in Assets as Weak Jobs Data Trigger Selloff
The SPDR S&P 500 ETF Trust (SPY) attracted $5.5 billion Friday, bringing its assets under management to $658.2 billion, according to data provided by FactSet. The inflows came despite the S&P 500 tumbling 1.6% as July jobs data showed nonfarm payrolls expanded by just 73,000, below the 100,000 consensus estimate and triggering concerns about economic weakness. ETFs Show Strongest Inflows of 2025 in July
ETF investors ramped up purchases of ETFs in July, adding just under $116 billion to U.S.-listed exchange-traded funds, the biggest monthly total of the year so far. The surge brings year-to-date net inflows to $672.8 billion, translating to an average of $96 billion per month. At that pace, 2025 is on track to mark a second consecutive year of $1 trillion-plus inflows. Both indexes rallied to record highs during the month, driven by the ongoing boom in AI-related tech stocks. International equity ETFs followed with $26.2 billion in inflows, while U.S. fixed-income ETFs brought in $18.3 billion. Currency ETFs also posted a strong month, gathering $11.9 billion as investors sought exposure to cryptocurrencies. VOO Leads ETF Inflows Among individual funds, the Vanguard S&P 500 ETF (VOO) topped the list with $12.5 billion of inflows in July. It has now collected $72.6 billion in 2025 alone, far ahead of any other ETF and on pace for another $100 billion-plus year. In second place for the month was the iShares Bitcoin Trust (IBIT), which pulled in $5.3 billion. With Bitcoin prices hitting record highs above $120,000 in July, the fund's year-to-date inflows have reached $20.3 billion. The iShares Ethereum Trust ETF (ETHA) also saw a notable pickup, attracting $4.2 billion during the month and bringing its 2025 total to $6.2 billion. Ether prices soared in July on the back of strong ETF demand and growing interest in stablecoin infrastructure and Ether-based corporate treasury strategies. Other ETFs drawing significant inflows in July included the Financial Select Sector SPDR Fund (XLF), the Simplify Government Money Market ETF (SBIL) and the iShares 0-3 Month Treasury Bond ETF (SGOV). LQD Tops Outflows On the flip side, the largest outflows came from credit and small-cap funds. The iShares iBoxx $ Investment Grade Corporate Bond ETF (LQD) led the redemptions list, followed by the Vanguard Long-Term Corporate Bond ETF (VCLT) and the iShares Russell 2000 ETF (IWM). Bond yields mostly stayed within their recent range in July as investors weighed inflation risks against signs of cooling in the labor market.
