Johor expected to be first state to extend use of eCOSS system
ISKANDAR PUTERI: Johor is expected to be the first state to extend the use of the Cooking Oil Price Stabilisation Scheme (eCOSS) to the end user level, allowing every transaction involving subsidised packet cooking oil to be recorded digitally to curb leakages.
Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said the phased implementation of the scheme is intended to ensure the system's stability and public acceptance before it is rolled out statewide.
"We need to pilot the eCOSS system at the consumer level first.
"Johor is expected to be the first state to implement it following test runs conducted through the Jualan Rahmah programme over the past three to four months," he said.
Armizan said that consumers would be required to download the eCOSS application and scan a QR code each time they purchase a packet cooking oil.
For now, the policy remains that only Malaysian citizens are allowed to buy subsidised cooking oil, he told a press conference after opening the southern zone 'Jelajah Karnival KPDN 2025' and the launch of the Buy Malaysian Goods Campaign (KBBM) at the Puteri Harbour Convention centre here today.
He said the move to extend the use of eCOSS is not aimed at reducing cooking oil subsidies, but rather as a transparent and targeted control mechanism.
"The subsidy is not reduced. But through this system, we have clear records - the number of boxes retailers received, who bought them, and how many were sold.
"However, we will not rush (into implementing it in Johor).
"Our focus is to ensure the system is truly stable and accepted by the people before it is expanded comprehensively," he said.
He said the current system only records distribution from the repackers to retailers.
He said that implementing the system up to the consumer level is important, given that the ministry only has about 2,000 enforcement officers to monitor tens of thousands of retailers nationwide.
"The eCOSS system will also verify the identity of users through the e-KYC process using MyKad, to ensure that only citizens are eligible to receive subsidies (to buy cooking oil)," he said.
Also present were deputy minister Datuk Dr Fuziah Salleh, Johor Menteri Besar Datuk Onn Hafiz Ghazi and state Investment, Trade, Consumer Affairs and Human Resources Committee chairman Lee Ting Han.

KUALA LUMPUR, June 28 (Xinhua) -- Greater economic integration among the members of the Association of Southeast Asian Nations (ASEAN) is accelerating efforts to build an independent and resilient regional financial system, aimed at reducing reliance on external currencies and enhancing monetary stability across Southeast Asia, according to a Malaysian analyst. These moves are not meant to target any specific country but rather reflect a desire to move away from external financial volatility and facilitate transactions using local currencies for intra-ASEAN trade, which will enable seamless cross-border transactions, provide greater market access for micro, small and medium enterprises (MSMEs), and also boost regional tourism, Lee Pei May, a political expert at the International Islamic University Malaysia, said in a recent interview with Xinhua. "The push for the use of local currencies has been ongoing for some time, as it helps strengthen the economic integration of ASEAN member states -- an important goal that ASEAN seeks to pursue. In fact, other regions are also moving away from relying too heavily on a single foreign currency, such as the U.S. dollar, as external interest rates and shifting government policies may cause significant volatility in currency exchange," she explained, adding that volatility is undesirable in any business. "Apart from the benefits of easier and faster transactions between businesses and banks of ASEAN countries through the use of local currencies, cross-border payments in local currencies can also help to avoid the volatility from outside the area," she said. Lee also said that allowing cross-border settlements in local currencies would be faster and cheaper, and singled out the tourism sector as a big winner, as tourists in the region will not need to go through the hassle of changing physical money when visiting other ASEAN states. "The Regional Payment Connectivity (RPC) initiative was first established to strengthen payment connectivity among the five ASEAN members, notably Malaysia, Thailand, Singapore, Indonesia and the Philippines. To date, the initiative has expanded to include central banks of Vietnam, Laos, Brunei and Cambodia," she said. "The participation would bring about seamless cross-border transactions and boost tourism in the region. Under the local currency settlement framework, many national payment systems have been linked, such as between Malaysia and Indonesia," she said. Lee also noted that the ASEAN push for local currencies and reduced dependency on external monetary systems has gained momentum amid growing awareness of the risks posed by relying on the U.S. dollar. "In the past, certain currencies were viewed as stable, but due to increasingly unpredictable global developments, this perception is shifting," Lee said, adding that if economic tools were to be used to exert pressure on policy differences, it could have negative implications. "Such risks, even if unlikely, remind us why building regional financial resilience is critical," she said.

AI legislation must be expedited to tackle negative impact, says Deputy Digital Minister
SHAH ALAM: Specific legislation governing artificial intelligence (AI) must be expedited due to the growing negative impact of the technology, particularly in fraud-related crimes, says Datuk Wilson Ugak Kumbong. The Deputy Digital Minister said he was informed that between 2020 and 2024, AI-related crimes have resulted in an estimated global loss of around RM5bil. "I expect the AI legislation to be tabled this year so that we can tighten control and outline appropriate penalties for those who misuse this technology," he said when met at the Gawai Kitai Ngiling Bidai 2025 celebration, here Saturday (June 28). He was responding to questions regarding the misuse of AI technology, including incidents involving high-ranking government officials including former Inspector-General of Police Tan Sri Acryl Sani Abdullah Sani and Johor police chief Datuk M. Kumar. Acryl Sani and Kumar had previously denied appearing in separate viral videos circulating on social media, which showed individuals resembling both of them allegedly receiving aid from a person bearing the title "Datuk". He said in response to this matter, his ministry is actively conducting awareness campaigns through the Digital Malaysia Tour programme to engage and educate the public, especially in rural areas, so that they do not fall victim to AI-related fraud. "I have gone to Sabah, the interior of Kapit in Sarawak, and Penang to raise awareness among rural communities about the latest tactics and modus operandi of these criminals," he said. Digital Minister Gobind Singh Deo was previously reported as saying that a full report on the proposed regulations and the possible enactment of specific legislation for AI would be submitted to his ministry by the end of this month. - Bernama
