Treated wastewater offered for free for non-potable use

Govt announced that treated wastewater from nine operational sewage treatment plants (STPs) across the state is now available free of charge for non-potable applications.
The STPs include the 20 MLD plants at Shirvodem, Margao, and Katem Baina, Vasco; the 0.8 MLD plant in Sanquelim; a 1 MLD facility in Durbhat; a 5.6 MLD plant in Calangute Baga; a 2 MLD facility at Patto, Panaji; a 7.5 MLD unit in Colva; and a 15 MLD plant in Kavlem Ponda.
According to the public notice issued in the official gazette, the treated water quality meets all norms specified by both the Goa State Pollution Control Board and the Central Pollution Control Board for non-potable usage.
Govt outlined several approved uses for the treated wastewater.
Apart from agricultural purposes, the treated wastewater can be used for urban applications, including watering public parks, private gardens, roadside green spaces, and traffic medians, as well as street and pathway cleaning.
Industrial sectors can utilise the water for processing, cooling systems, recirculation in cooling towers, floor washing, aggregate cleaning, concrete production, soil compaction, and dust control measures.

Govt set a goal of meeting 50% of non-potable water demand for construction activities within a 15km radius of operational STPs. Construction companies can use the treated water for concrete curing, dust suppression, general watering, soil compaction, and road works.
Water treated from STPs may be used by the hotels in the vicinity of working STPs for gardening, washing of pavements, and other non-potable uses, the notice adds. Those interested in accessing the treated water are required to arrange dedicated tankers following established colour-coding guidelines.

Nagpur: Despite aggressive promotion of electric vehicles (EVs) under green energy initiatives, Nagpur district continues to grapple with a critical shortage of charging infrastructure. According to official data, there is just one EV charging station for every 515 electric vehicles in the district. The Maharashtra State Electricity Distribution Company Ltd (MSEDCL), which is the sole authority for providing power connections to EV charging points, revealed that 151 charging stations have been set up so far across the district and many of them are private and not available to public. Of these, 58 are in urban areas, while 93 lie within the broader city limits. Among the total stations, 43 have been installed by various fuel providers, while MSEDCL itself installed six. "The charging stations installed by MSEDCL and fuel providers are all available to the public. Many of the remaining ones are also being used by the public, but they are installed by private people, MahaMetro, Nagpur Municipal Corporation (NMC), and others," said a senior MSEDCL official. However, with only 151 charging stations available, public access to charging infrastructure remains severely restricted. According to RTO-wise data, 46,686 EVs are registered at Nagpur East RTO (MH49), followed by 15,805 in Nagpur Rural RTO (MH40), and 15,304 in Nagpur Urban RTO (MH31). This imbalance has created challenges for EV users, who often struggle to locate reliable charging options — particularly during peak usage hours or long distance travel. Experts warn that this growing gap between vehicle adoption and infrastructure support could jeopardise the broader goals of sustainable mobility and frustrate EV owners. One such user, Vaibhav Sahare, shared his experience. "In our apartment, there were four or five e-cars, so we went ahead and installed a charging station, but if someday we need to charge a vehicle outside, then we either have to wait for a long time or it gets harder to find a charging station. In other countries, charging stations are installed at short distances. Such steps should be initiated in our country as well. It will not only promote green energy but also provide us with facilities," said Sahare. While the city has seen a steady increase in the number of charging points, officials and users agree that the current infrastructure remains inadequate. Unless this gap is urgently addressed, Nagpur's ambition of becoming a green and sustainable city may face serious hurdles.

Bengaluru: In a verdict that could influence how apartment associations are constituted in real estate projects governed under Rera, the high court upheld the legality of the Commune 1 Apartment Co-operative Society. The court dismissed two writ petitions filed by a group of flat owners and their registered welfare association, concluding that the co-operative society formed under the Real Estate (Regulation and Development) Act (Rera) has the lawful authority to represent allottees and manage the project's common areas. The case pertains to the Commune 1 Apartment Project, where the Commune 1 Residents Welfare Association challenged the registration of the co-operative society formed on Aug 11, 2023. The association argued the society was illegally created by agreement holders from Towers A and E, which were still under construction. They contended these individuals had neither ownership nor possession and thus no right to take over project maintenance. The petitioners sought to quash the co-op society's registration and restore their association's rights. However, the govt defended its action, stating that Rera's directions under Section 8 made the society's registration both valid and necessary. The state contended that under the Karnataka State Co-operative Societies Act, 1959, such a society could be formed even before project completion to protect buyers' interests. The high court observed that while KAOA applies post-ownership transfer, Rera governs the pre-ownership phase. It added that cooperative societies cannot be registered under KOFA, 1972, unless there is a commercial unit, and societies under the Karnataka Societies Registration Act (KSRA), 1960, cannot legally undertake apartment maintenance. Citing earlier cases — including Shantaram Prabhu, VDB Caledon, and DS Max — the court clarified that these applied to pre-Rera cases. The ruling noted that the Starnest judgment restricting society registration under KOFA to mixed-use projects no longer holds after Rera came into force. The court upheld the Commune 1 Co-operative Society's legal status and directed the builder to execute conveyance deeds for common areas within 120 days. It also urged the Union and State Law Commissions to clarify overlapping provisions in Rera, KAOA, KOFA and KSRA, calling the current legal framework a "Catch-22" for apartment buyers.
