Mkhize says the latest audit outcomes show how the financial and governance crisis in the country's municipalities is deepening.
He says this has profound consequences for service delivery and public trust.
Mkhize says the audits also show that 59% of financial statements submitted for auditing contained material misstatements despite being prepared by private sector consultants.
'This, despite municipalities having spent over R1.4 billion on consultants to prepare these very statements. It is unacceptable that such exorbitant spending yields so little value.'
Mkhize says what is even more 'troubling' is that many of these municipalities across the country already have permanent staff tasked with performing this work and have called for the wastage to end.

Durban Chamber of Commerce raises alarm over eThekwini Municipality's R1 billion in unspent infrastructure grants
The Durban Chamber of Commerce and Industry NPC has expressed deep concern about the unspent grants earmarked for infrastructure upgrades, amounting to over R1 billion. It stated that with eThekwini Municipality's ongoing service delivery challenges, this not only reflects poor governance within the municipality but also represents significant missed opportunities to create a more enabling environment for businesses to thrive. The Mercury recently reported that there have been concerns that close to a billion rand in grants have not been spent. While the mayor's office expressed general concerns about under-expenditure, it stated that it intends to spend 95% of the grants. The chamber said Durban's water and sanitation system is under severe strain, with much of its infrastructure, such as pipelines and treatment facilities, ageing and deteriorating. 'The growing water demand continues to place additional pressure on the system. Furthermore, poor management of the City's stormwater networks is increasing the City's vulnerability to flooding. These challenges have become a serious concern for businesses, many of which are experiencing operational downtime and have been forced to explore alternative options to sustain their operations,' said the chamber in a statement. It noted that despite these challenges and the urgent need to upgrade deteriorating infrastructure, the capital budget is on a declining trajectory. 'According to the Durban EDGE (2025), National Treasury guidelines indicate that 20% of the total budget should be allocated to capital infrastructure expenditure. However, in our current budget, only 9.95% has been allocated for capital expenditure, which is far below the recommended threshold. 'As organised business, we recognise that infrastructure plays a critical role in sustaining business confidence, fostering rapid economic growth, and investment in Durban,' it said. The statement outlined that the Durban Chamber of Commerce and Industry NPC believes efforts should be focused on: Improving the regulatory framework Regular maintenance, refurbishment, and replacement of critical infrastructure Increasing infrastructure investment through public-private partnerships Reducing non-revenue water 'The Durban Chamber of Commerce and Industry NPC, together with the private sector, is committed to working with the City to address the infrastructure challenges. We have submitted a proposal to the City to address these challenges through a PPP model but have not received any commitment to date,' it said. 'There needs to be accountability and transparency. Failing to spend allocated grants efficiently has the potential to lead to further deterioration of infrastructure, which will have far-reaching implications for our economy. Therefore, we urge eThekwini Municipality to review its bureaucratic systems, fast-track priority infrastructure projects urgently, and actively involve the business sector to ensure that available funding is utilised efficiently and effectively for the benefit of the City and businesses,' it concluded THE MERCURY

Mabuza, 64, died on July 3, at a hospital in Johannesburg due to breathing difficulties. Ramaphosa declared that Mabuza's funeral would be conducted in accordance with the protocols of a State Funeral Category 2. He was appointed premier of the province in 2009 and served in that role until 2018. It was during this time, he became known as 'The Cat' for his strategic political maneuvers and behind-the-scenes negotiation style. He went on to serve as South Africa's deputy president from 2018 to 2023. Mabuza, according to the Presidency, also played a significant role as leader of government business in Parliament and as chairperson of the South African National AIDS Council. He served as South Africa's special envoy to South Sudan, where he was instrumental in peace and unity negotiations. The South African National Defence Force (SANDF) provided a guard of honour as his remains were returned home from the mortuary ahead of the funeral. Meanwhile, addressing the media outside Mabuza's home, ANC Secretary-General Fikile Mbalula told the media that the party would hand over the ANC flag to the family before the funeral service. 'The proceedings will start in the morning with a private ceremony, which will include the handover of the African National Congress flag to the family,' Mbalula said. 'The government and the State will then take over, as the funeral has been declared by the president as a Category 2 funeral with military honors.' Mbalula said the handover ritual would begin at 7am on Saturday before the funeral procession moves to Mbombela. The ANC faced criticism from Mabuza's family over the manner in which his death was announced. Some relatives expressed disappointment, saying they learned of his passing through social media. Mbalula, however, defended his actions, saying protocol was followed when he announced Mabuza's death through his personal X account. 'From our side as the ANC, we have followed all protocol. I think the entire nation was engulfed by the news of his passing, which landed in media houses,' he said. 'Some members of the family learned of his passing through the media network, but protocol was followed.' Family spokesperson Desmond Moel said the family has accepted the ANC's apology. Mabuza died at a Johannesburg hospital on Thursday, 3 July, and will be laid to rest in Barberton, Mpumalanga. President Ramaphosa also declared that Mabuza's funeral, which is set to start at 9:00 be conducted in line with the protocols of a State Funeral Category 2. Condolences have been pouring in for Mabuza since his death was confirmed. Several political parties and their leaders have paid tribute to him and acknowledged his role as a unifier. The Presidency said Mabuza played a pivotal role as South Africa's Special Envoy to South Sudan, where he facilitated peace efforts and unity agreements. 'A respected unifier, Mabuza dedicated his leadership to improving the lives of those in the most remote and disadvantaged communities. He also played a key role in mobilising the private sector in the national response to HIV and TB.'
