PETALING JAYA: Besides initiatives to increase participation of workers in labour unions, workers groups also urged the government to strengthen the enforcement of labour laws to further uphold the rights of workers.
Union Network International-Malaysia Labour Centre (UNIMLC) president Datuk Mohamed Shafie BP Mamal said there are still some employers who avoided paying the new minimum wage of RM1,700, which came into force on Feb 1.
He said there are still complaints about employers not paying the minimum wage, not issuing offer letters or failing to pay workers' contributions to the Employees Provident Fund (EPF) and Social Security Organisation (PERKESO).
'I urge the government to ensure stricter enforcement of labour laws to uphold the rights of workers,' he said when contacted.
Mohamed Shafie also said that with wider participation of workers in labour unions, there will be greater bargaining power in terms of incomes.
He pointed out that awareness on unions now is not as significant as in the past. He said this could be due to more government interventions in ensuring the welfare of workers.
'Back then, workers, through unions, would have to fight for their rights, such as decent wages.
'However, nowadays the government has acknowledged that the quality of life has changed and there is a pressing need for better wages and working conditions,' added Mohamed Shafie, whose association has over 450,000 members across 120 labour unions nationwide.
Congress of Union of Employees in the Public and Civil Services Malaysia (Cuepacs) secretary- general Abdul Rahman Mohd Nordin agreed that workers' bargaining power will increase in tandem with higher unionisation.
'Unions were the ones who would fight for the rights of workers, including the increase in incomes,' he said.
He acknowledged that awareness of the benefits of being a unionised worker is lower now compared to decades ago.
For this, Abdul Rahman lauded the government's recent announcement of the Madani Workers' Card initiative or Kad Pekerja Madani, which is expected to benefit a million union members nationwide.
He said the initiative will not only protect the welfare of workers but also encourage participation in unions.
'The initiative will ensure that workers feel appreciated and encourage them to actively participate in union activities,' he added.
Mohamed Shafie Mohamed Shafie concurred, saying that the initiative will not only help reduce the financial burden of low-income workers but also boost the rate of union memberships.
'This is a good move because while it could help reduce the financial burdens of workers, it could also attract workers to join unions,' he said.
Members of all labour unions will be able to enjoy up to 30% discounts on about 100 selected services and products through the Madani Workers' Card.
The discounts are expected to benefit about one million union members nationwide.
According to the Trade Union Affairs Department, there are slightly over one million unionised workers across public, private and statutory bodies nationwide as of 2023.
Meanwhile, the Statistics Department's Labour Force survey showed that in 2023, the total labour force was 16.37 million people.
This makes the total number of unionised workers in Malaysia only roughly 6% of the total labour force.
Khazanah Research Institute in 2022 showed that a higher density of unionisation would translate to better bargaining power for workers.
The think-tank had drawn a comparison between Malaysia and Belgium, where half of its labour force is unionised.
The high rate of unionisation of Belgian workers showed that they had 96% better bargaining power compared to Malaysia's labour force of just 0.4%.
Mohd Shafie urged employers to treat labour unions as partners instead of 'enemies'.
'If this mentality is ingrained among bosses, I believe that we, as a nation, can achieve greater heights,' he said.

Flexible EPF pension approach needed under 13MP, says MP

KUALA LUMPUR: The first day of debate on the 13th Malaysia Plan (13MP) motion in Parliament highlighted calls for a flexible approach to the proposed monthly pension scheme via Employees Provident Fund (EPF) savings. Government and opposition MPs raised issues spanning social protection, education, and public welfare. Datuk Mohd Shahar Abdullah (BN-Paya Besar) emphasised that the monthly pension model should remain optional, noting EPF's existing annuity framework. 'The structure must be inflation-proof and periodically adjusted to match living costs,' he said. The Government Backbenchers Club chairman urged a phased rollout to ensure long-term effectiveness. The 13MP document outlines plans to split EPF contributions into retirement savings and pensions, aiming for post-retirement income security. Mohd Shahar also proposed revising the Sumbangan Asas Rahmah (SARA) aid programme to prioritise nutrition, citing UNICEF data showing 21% stunting and 11% wasting among Malaysian children. Mohd Nazri Abu Hassan (PN-Merbok) pushed for reviving the National Bumiputera Agenda Council (MABN) with a focus on high-tech and green industries. Meanwhile, Datuk Seri Rafizi Ramli (PH-Pandan) stressed universal pre-school education from age five, arguing early intervention is critical for development. Syed Ibrahim Syed Noh (PH-Ledang) advocated rural education upgrades to bridge urban-rural gaps. With Malaysia's ageing population, Wong Shu Qi (PH-Kluang) and Khoo Poay Tiong (PH-Kota Melaka) proposed elderly care legislation and long-term care insurance. The session resumes tomorrow. - Bernama

Puncak Niaga subsidiary to dispose of three loss-making units for RM3

KUALA LUMPUR: Puncak Niaga Holdings Bhd's wholly-owned subsidiary, TRIplc Bhd, is disposing of 100 per cent stake each in three dormant and loss-making units for a total cash consideration of RM3 as part of efforts to streamline its corporate structure and reduce costs. The three companies involved in the proposed disposal are Layar Kekal (M) Sdn Bhd, Samasys Sdn Bhd and Tirai Gemilang Sdn Bhd, each to be sold for RM1, Puncak Niaga said in a filing to Bursa Malaysia today. Puncak Niaga said the three entities have been inactive and have incurred losses since its acquisition of TRIplc Bhd on May 31, 2018, for RM210 million, while the total cost of investment in the three companies was RM150 million. "The board is of the opinion that the cash consideration of RM1 on each company is reasonable, as it enables the group to streamline its structure and achieve cost savings on annual statutory fees," it said. According to the latest audited financial statements for the financial year ended Dec 31, 2024, Layar Kekal, Samasys and Tirai Gemilang recorded net losses of RM5.38 million, RM5.11 million and RM5.30 million respectively and all three companies had net liabilities of RM3,400 each. Puncak Niaga also clarified that the announcement of the disposal was delayed because the company only received the duly stamped share sale agreements in the late evening of July 30, 2025. "As the stamping of the agreements is essential to formalise the transaction, the company proceeded to make the announcement on the next market day -- July 31, 2025. "The short delay also required to complete internal verification and ensure compliance with Bursa Malaysia's disclosure requirements under the Main Market Listing Requirements," it added. Puncak Niaga also disclosed that all three companies share the same set of directors, namely Tan Sri Rozali Ismail, Taufik Afendy Othman, Azlan Shah Rozali, Faridatulzakiah Mohd Bakhry, and Mohammad Shahree Shamsuddin. Copies of the audited financial statements for the financial year ended Dec 31, 2024, and May 31, 2018, are available for inspection at Puncak Niaga's registered office in Shah Alam for a period of three months from the date of this announcement.
