
Students' safety: MVD, police to put in place stringent norms for drivers
Drivers who undergo training will be issued a certificate, which has to be shown to enforcement squads during flash vehicle checks as part of heightened safety measures. Training will be given after verification of the licence. Police clearance certificates will also be made mandatory in case the drivers have a history of involvement in traffic rule violations.
According to MVD officials, the fitness check of educational institution vehicles, a mandatory exercise carried out every year, will be completed by the end of May. Automated facilities will also be used to complete the process. By August, CCTV cameras will also be made mandatory for all educational institution vehicles, they said.
Traffic police officials said the fitness check was expected to cover over 1,000 school buses in Kozhikode city alone. They made it clear that safety norms would be equally applicable to drivers working for private coaching centres. For vehicles other than school buses, the stickers issued after police checking will be mandatory to operate pick-and-drop services. Mobile enforcement squads of the police and the MVD will jointly conduct checking to expose safety rule violations, they affirmed.
Meanwhile, the proposal to enable the GPS tracking system in school buses is still hanging in the balance due to the alleged lack of cooperation on the part of various school managements. Now, the GPS system is functional only in very few private institution buses in Kozhikode. The MVD's Vidhya Vahan mobile application designed for the purpose also remain underutilised.
Similarly, the launch of radio frequency identification and detection (RFID) cards for students, which was planned several years ago to track the entry and exit of students in school buses, has also not been implemented. Sources in the MVD and the police said technical issues related to the setting up of an exclusive server continued to be a major hurdle to its implementation.

Govt proposes location tracking devices to be mandatory for haulage tractors from October
With an aim to enhance safety, the ministry of road transport and highways has proposed to make it mandatory for all haulage tractors to be equipped with Vehicle Location Tracking Devices (VLTD) with effect from October 1, 2026. The ministry in a draft notification to further amend the Central Motor Vehicles Rules , 1989, said the VLTD shall be integrated with an RFID transceiver, capable of reading radio frequency identification data from the coupled trailer and transmitting it to the backend. "On or after 1st October, 2026, all haulage tractors shall be equipped with Vehicle Location Tracking Devices (VLTD) compliant with AIS-140," it said. The notification further said all trailers shall be fitted with passive RFID tags in accordance with IS 16722:2018 to enable electronic identification and pairing with tractors "On or after 1st April, 2027, all haulage tractors shall be equipped with an Event Data Recorder (EDR) to capture and store critical vehicle data," it said. According to the notification, the EDR shall be capable of recording parameters necessary for analysing operational events and enhancing safety monitoring. The ministry has given stakeholders 30 days time to comment on the draft.

Vigilance raids at RTOs unravel widespread corruption across Kerala
THIRUVANANTHAPURAM: The Vigilance and Anti Corruption Bureau officials have detected widespread irregularities and corrupt practices during ongoing statewide raids at the regional transport offices (RTO)under the motor vehicles department (MVD). During the raid that began on Saturday morning, the Vigilance seized cash to the tune of Rs 1.4 lakh from 11 agents, who had brought it for distribution among corrupt officials in various offices. As many as 21 officials were also found to have received Rs 7.85 lakh through payment apps from agents as kickbacks. An amount of Rs 49,000 was found discarded on the premises of Nilambur Sub RTO, while an undisclosed amount was found concealed in the window of Vaikom Sub RTO. In Thiruvananthapuram RTO, an officer was found to have received Rs 16,000 from agents, while two officers of Varkala Sub RTO were found to have received Rs 82,000 from agents. An agent was caught with Rs 4,000 when he arrived at the Tiruvalla Sub RTO. The same person was also found to have sent Rs 2,500 to an officer via a payment app. At the same time, another agent was caught from Cherthala Sub RTO when he arrived at the office with Rs 10,000 in cash. At the Pala Sub RTO, two agents were caught while they were inside the office, which is a violation of rules. In Vandiperiyar Sub RTO, an agent was caught carrying Rs 16,000, while another agent was caught from Udumbanchola for possessing Rs 66,000.
