(Bernama pic) PUTRAJAYA: Four companies – Carsome Academy, Carro Technology, Wawasan Bintang, and Beriman Gold – have been appointed to run motor vehicle inspection centres for ownership transfers involving private vehicles, in a move aimed at breaking Puspakom's monopoly. Transport minister Loke Siew Fook said the appointments were part of a broader effort to ease congestion at existing inspection centres and improve accessibility for motorists.
Advertisement 'These new companies are only allowed to conduct MV15 inspections for private vehicle ownership transfers, not commercial vehicle inspections or routine checks. 'The process is relatively straightforward and does not require heavy infrastructure,' he said in a press conference here today. The appointed centres can operate nationwide, but are expected to begin in high-density areas such as the Klang Valley and major state capitals. Unlike traditional inspection hubs, the new premises will likely operate out of commercial shoplots, especially near used car dealers, to streamline the process. Loke said there were about 15 million active private vehicles in Malaysia, with ownership transfers taking place daily. 'Opening the market will provide alternatives and improve convenience. Currently, sellers and buyers have only one option – Puspakom,' he said. As for motorcycles, of which there are about nine million, Loke said inspections for ownership transfers were not yet mandatory although the ministry was assessing the possibility that they might be in the future, to curb the sale of stolen bikes. The new appointments are part of the government's shift from a single-concession model to a multi-licence system, aimed at fostering healthy competition and better services. The four companies were selected from an initial list of seven, with the rest declining the offer. When asked if other firms could apply, Loke said the door remained open. 'As long as they meet the guidelines and pass the road transport department's (JPJ) assessments, they're welcome to join the industry.' The companies have been given a 12-month conditional window to prepare their premises, integrate their systems with JPJ's MySIKAP portal, and meet technical requirements. However, Loke said some were expected to be operational in as little as three months.

At 8am, the local note climbed to 4.2260/4.2395 against the greenback from yesterday's close of 4.2350/4.2385. Bank Muamalat Malaysia Bhd chief economist Afzanizam Rashid told Bernama that the US dollar slipped further as market participants continued to digest last Friday's weak labour market data, which bolstered the odds of a rate cut. 'It appears that emerging market currencies against the US dollar are in a sweet spot, as the Federal Reserve seems poised to cut its policy rate, perhaps at an accelerated pace, to demonstrate to markets that it is on top of the situation. 'The September Federal Open Market Committee (FOMC) meeting is likely to see a 25-basis-point rate cut,' he said. Afzanizam said the ringgit is expected to linger within a range of RM4.22 to RM4.23 against the US dollar, supported by the prevailing positive sentiment. Advertisement Meanwhile, the ringgit was mostly higher against other major currencies in early trade. It weakened against the Japanese yen to 2.8795/2.8889 from 2.8652/2.8677 on Monday, but strengthened against the British pound to 5.6197/5.6377 from 5.6296/5.6342, and edged higher against the euro at 4.8954/4.9110 from 4.8978/4.9018. The local unit was also mostly higher versus regional currencies. The ringgit rose against the Singapore dollar to 3.2841/3.2949 from Monday's close of 3.2878/3.2908, but slipped against the Thai baht to 13.0747/13.1229 from 13.0452/13.0616. JOHOR BARU: A total of 1,489 summonses have been issued to motorists driving foreign-­registered vehicles into Johor without a valid Vehicle Entry Permit (VEP). The summonses, involving compounds worth RM445,800, were issued between July 1 and Aug 2 during Ops Penguatkuasaan VEP. Road Transport Department (JPJ) senior enforcement director Muhammad Kifli Ma Hassan said the operation was conducted at key entry points – Bangunan Sultan Iskandar Customs, Immigration and Quarantine complex and the Sultan Abu Bakar Complex in Gelang Patah – and various locations in the city. 'A total of 14,379 vehicles were inspected. Drivers found without a valid VEP were fined on the spot,' he told a press conference on Sunday night. Despite the number of offences, Muhammad Kifli said compliance among Singaporean private vehicle owners was encouraging. 'Based on our checks, nearly 90% of Singaporean vehicles have complied with the ruling by registering and activating their VEP RFID tags,' he said. As of July 31, a total of 277,930 tags had been issued to Singa­porean vehicle owners. Muhammad Kifli reminded all foreign motorists to register, install and activate their VEP RFID tags before entering Malay­sia to avoid enforcement action. 'Under Section 66H(7) of the Road Transport Act 1987 (Act 333), it is an offence for any foreign-­registered vehicle to enter or be in Malaysia without a valid permit,' he said. Muhammad Kifli said JPJ would not compromise with any party found flouting Malaysian road regulations, adding that the opera­tion is ongoing to uphold the integrity of the nation's transport system and ensure road safety for all users.

JOHOR BAHRU: The Road Transport Department (JPJ) issued 1,489 summonses totalling RM445,800 during a Vehicle Entry Permit (VEP) enforcement operation at the Malaysia-Singapore border from July 1 to August 2. JPJ senior director of Enforcement Muhammad Kifli Ma Hassan said 14,379 Singapore-registered vehicles were inspected near the Sultan Iskandar Building (BSI) and Sultan Abu Bakar Complex (KSAB) as well as in Johor Bahru city. 'Of the 1,489 owners or drivers summoned, most failed to install and activate the VEP RFID tag. Many believed enforcement had not yet begun,' he said. One individual initially refused to cooperate but later complied when officers threatened to seize the vehicle. Muhammad Kifli noted that nearly 90% of Singapore-registered private vehicles now have the VEP RFID tag. As of July 31, 277,930 tags have been issued to Singaporean owners. Foreign vehicles without a valid VEP risk a RM300 fine under Section 66H(7) of the Road Transport Act 1987. - Bernama
