Trump admin expands LNG authorizations in Gulf of America states

Under the Trump administration, the Department of Energy has so far issued five liquified natural gas (LNG) authorizations in the Gulf of America states of Louisiana, Texas and Florida.
Under the first Trump administration, the U.S. became the largest LNG exporter in the world, led by the Gulf states of Louisiana and Texas. By 2023, Louisiana accounted for 61% of LNG exports, according to U.S. Energy Information Agency data.
The new authorizations reverse Biden administration orders, including banning issuing new LNG export permits, which disproportionately negatively impacted Gulf states.
'Exporting American LNG strengthens the U.S. economy and supports American jobs while bolstering energy security around the world, and I am proud to be working with President Trump to get American energy exports back on track,' Energy Secretary Chris Wright said.
The DOE's first LNG export authorization was the Commonwealth LNG project in Cameron Parish. Owned by Kimmeridge Texas Gas, LLC, its exports to non-free trade agreement countries are expected to top 1.2 billion cubic feet per day (Bcf/d) of LNG.
The DOE said Commonwealth LNG exports 'are likely to yield economic benefits to the United States, diversify global LNG supplies, and improve energy security for U.S. allies and trading partners over the course of the export term through 2050.' A final authorization is expected later this year.
The DOE's second authorization was issuing an 'Order on Rehearing,' reversing a Biden administration order that created greater regulatory burdens for using LNG as a marine fuel source, known as LNG bunkering.
The reversal will benefit JAX LNG, a small-scale coastal LNG facility located at Dames Point near Jacksonville, Florida, impacted by the Biden-era directive. It dispenses LNG fuel to ships, including cruise ships, car carriers, petroleum tankers and container ships.
The DOE withdrew exercise of its jurisdiction under the Natural Gas Act for ship-to-ship transfers of LNG for marine fuel use at a U.S. port, in U.S. waters, or in international waters, it said. It also left unchanged its authorization to JAX to export LNG via ISO container.
The demand for LNG as marine fuel has increased as emissions regulations for shipping have increased. The number of LNG-fueled ships is expected to nearly double, reaching more than 1,200 vessels by 2028, according to an EIA January 2025 Quarterly Gas Report.
The DOE's third LNG authorization extends an LNG export permit for Golden Pass LNG Terminal LLC, currently under construction in Sabine Pass, Texas. The project was first approved under the first Trump administration.
Golden Pass, owned by QatarEnergy and ExxonMobil, is expected to begin exports this year. Once operational, it will be the ninth large-scale export terminal operating in the U.S., able to export up to 2.57 Bcf/d of LNG.
The DOE's fourth authorization extended an LNG export permit for Delfin LNG LLC to construct a floating liquefied natural gas vessel off the coast of Louisiana after it was delayed by the Biden administration.
Delfin, majority-owned by Fairwood Peninsula, Talisman Global Alternative Master, L.P. and Talisman Global Capital Master, L.P., is expected to reach a final investment decision later this year. The order extends the authorization date to June 1, 2029, for Delfin to begin exporting up to 1.8 Bcf/d of LNG to non-free trade agreement countries.
The fifth and most recent authorization was for Port Arthur LNG Phase II in Jefferson County, Texas. Owned by Sempra Energy, it's projected to export 1.91 billion Bcf/d of LNG once completed. Port Arthur Phase I is currently under construction and expected to begin exporting LNG in 2027.
Sempra also operates the Cameron LNG export terminal in Louisiana, which has been exporting LNG since 2019. It's currently constructing the Energia Costa Azul terminal in Mexico, which is slated to begin commercial export operations of U.S.-sourced LNG next year.
All five authorizations bring the total volume of LNG exports to 11.45 Bcf/d, the DOE said.
According to EIA's most recent Short-Term Energy Outlook, LNG exports are expected to reach record highs this year, averaging more than 15 Bcf/d, coinciding with record projected natural gas production of nearly 105 Bcf/d, led by Texas and Louisiana.

DEIR AL-BALAH, Gaza Strip (AP) — At least 34 people were killed across Gaza by Israeli strikes, health staff say, as Palestinians face a growing humanitarian crisis in Gaza and ceasefire prospects inch closer. The strikes began late Friday and continued into Saturday morning, among others killing 12 people at the Palestine Stadium in Gaza City, which was sheltering displaced people, and eight more living in apartments, according to staff at Shifa hospital where the bodies were brought. Six others were killed in southern Gaza when a strike hit their tent in Muwasi, according to the hospital. The strikes come as U.S. President Donald Trump says there could be a ceasefire agreement within the next week. Taking questions from reporters in the Oval Office Friday, the president said, 'we're working on Gaza and trying to get it taken care of.' An official with knowledge of the situation told The Associated Press that Israel's Minister for Strategic Affairs, Ron Dermer, will arrive in Washington next week for talks on Gaza's ceasefire, Iran and other subjects. The official spoke on condition of anonymity because they were not authorized to speak to the media. Talks have been on again off again since Israel broke the latest ceasefire in March, continuing its military campaign in Gaza and furthering the Strip's dire humanitarian crisis. Some 50 hostages remain in Gaza, fewer than half of them believed to still be alive. They were part of some 250 hostages taken when Hamas attacked Israel on Oct. 7, 2023, sparking the 21-month-long war. The war has killed over 56,000 Palestinians, according to Gaza's Health Ministry, which does not distinguish between civilians and combatants. It says more than half of the dead were women and children. There is hope among hostage families that Trump's involvement in securing the recent ceasefire between Israel and Iran might exert more pressure for a deal in Gaza. Israeli Prime Minister Benjamin Netanyahu is riding a wave of public support for the Iran war and its achievements, and he could feel he has more space to move toward ending the war in Gaza, something his far-right governing partners oppose. Hamas has repeatedly said it is prepared to free all the hostages in exchange for an end to the war in Gaza. Netanyahu says he will only end the war once Hamas is disarmed and exiled, something the group has rejected. Meanwhile hungry Palestinians are enduring a catastrophic situation in Gaza. After blocking all food for 2 1/2 months, Israel has allowed only a trickle of supplies into the territory since mid-May. Efforts by the United Nations to distribute the food have been plagued by armed gangs looting trucks and by crowds of desperate people offloading supplies from convoys. Palestinians have also been shot and wounded while on their way to get food at newly formed aid sites, run by the American and Israeli backed Gaza Humanitarian Foundation, according to Gaza's health officials and witnesses. Palestinian witnesses say Israeli troops have opened fire at crowds on the roads heading toward the sites. Israel's military said it was investigating incidents in which civilians had been harmed while approaching the sites.

Why USA Rare Earth Stock Fell Today

China and the U.S. have apparently signed a trade deal that will free up rare earth magnet exports from China. USA Rare Earth doesn't yet make magnets, but wants to. For the time being, the company has no revenue and no profit. 10 stocks we like better than Usa Rare Earth › Shares of USA Rare Earth (NASDAQ: USAR) stock fell an unlucky 13% through 1:30 p.m. ET Friday. And why? Well, last night President Trump announced the signing of a trade deal with China, and this morning, China's Ministry of Commerce confirmed the news, stating its intention to "approve export applications for items subject to export control rules," as CNBC just reported. China's referring first and foremost to applications for the export of rare earth magnets. And the reason this is bad news for USA Rare Earth is that the company is itself trying to break into the rare earth biz, by mining, processing, and supplying rare earths extracted from a mine in Sierra Blanca, Texas. Any increase in cheap rare earth exports from China could torpedo USA Rare Earth's business model, which is really predicated on China not allowing rare earth exports, such that rare earth sourced from within the U.S. will be the only way U.S. companies can access the products at all. Still, a couple caveats are worth pointing out. First and foremost, USA Rare Earth -- which only formed in 2019 -- doesn't actually mine any rare earths itself... yet. The company has no revenue, operating profit, or free cash flow whatsoever. Its entire $40 million net profit over the past year came from the "gain on fair market value of financial instruments" it holds. As such, it doesn't really matter what China does (or doesn't do) until USA starts producing some rare earths of its own, and proves itself a viable business. Unless and until that happens, I consider the stock entirely speculative -- and probably a sell. PCE Inflation Increased In Line With Expectations

It's been an eventful week in terms of stock market information, leading to new all-time highs — or very near — on the major indexes. That doesn't mean all the news was great; it does mean that the biggest potential headwinds have thus far missed the marketplace, and may have already blown past us. Take tariffs, for instance. On April 9th, as indexes were falling off a cliff for a week of trading, President Trump pushed pause on his reciprocal tariff initiatives — +20% for the EU, +25 for auto imports, +49% on Vietnam, etc. — for 90 days. Yesterday, just a couple weeks from the end of that 90 days, a White House spokeswoman said those tariff deadlines were 'not critical.' Market participants rejoiced, taking this news to mean those reciprocals have been removed completely. It hasn't led to any firm trade deals with any of the U.S.'s trading partners, and now with the reciprocal tariff threat removed, they may not come at all. The U.S. has put a +10% tariff on imported goods, which so far looks to be absorbed reasonably well in the economy. There is also a framework of a new trade deal with the UK, but based on the circumstances that followed, we may expect no hard news coming on this front, either. The other threat this week came from tensions in the Middle East between Israel and Iran, into which the U.S. engaged last weekend, bombing nuclear development sites within Iran. Uncertainty gripped the markets to start the week, but as each day passes without a major international incident traced to this series of events, investors have grown comfortable in its bullishness. Pre-market futures are up this morning again. The Dow has amassed +160 points, the S&P 500 +20 and the Nasdaq +85 points. Bond yields are down nearly 20 basis points (bps) from this time a week ago: the 10-year today stands at +4.26%, the 2-year +3.73% and the 30-year — which gained prominence after tipping +5% a couple weeks ago — stoutly holds at +4.82%. This morning, the latest Personal Consumption Expenditures (PCE) report has been released. For the month of May, the headline PCE Index month over month was in-line with expectations at +0.1%. This matches the previous month's unrevised headline, as well. Year over year PCE was also as expected: +2.3%. The prior month was revised up 10 bps to +2.2%. Stripping out volatile food and energy prices, the core PCE level month over month reached +0.2% — higher than the +0.1% expected and the highest level since February. Core PCE year over year reached +2.7%, following +2.6% in April — both of which are +10 bps higher than anticipated. However, on Personal Income for May we swing to a negative -0.4% from an expected +0.3%, the first negative print since September of 2021, when the Covid pandemic was finally winding down. It also amounts to a big drop from the downwardly revised +0.7% the previous month. Personal Spending swung to -0.1% from an estimated +0.1%, while Real Spending sank to -0.3% from 0.0% projected. Here's how this data might be chalked up to tariff distortions: those earlier higher-than-normal levels in February, March and April were pretty clearly a pull-forward of tariff realities to come. Today's big drop in spending likely has less to do with a weakening consumer than it does an unwinding of those earlier pre-tariff stockpiles. Now, with tariff levels beginning to disappear, we may expect a smoothing-out of this data over time. Finally, Consumer Sentiment from the University of Michigan survey came in as expected for June at 60.5. This follows something of a trough the prior three months, which struck three-year lows in April and May at 52.2. Both the assessment of current conditions and future expectations jumped from somewhat depressed prior levels. For now, attention pivots back to Capitol Hill, where Republican senators continue to toil over forging a Big Beautiful tax-cut and anti-immigration Bill to present to President Trump by the 4th of July — one week from today. It seems from this vista to be an uphill slog; for one reason, the changes made in the Senate means the revised bill may not re-pass the House. But if they somehow do get this bill over the finish line, it will bring profound changes to the market. Perhaps this helps explain why markets are trading at all-time highs, as well?
