Departing Panama City Commission officials reflect on their time in office
Panama City Mayor Michael Rohan and Commissioner Ward 1 Jenna Haligas gave their final remarks. Rohan will be replaced by Allan Branch after losing his bid for re-election.
And Haligas did not seek reelection. Robbie Hughes will fill her seat.
The departing officials shared different outlooks about their time on the city commission.
Rohan is leaving office with unfulfilled goals and an ambiguous legacy, but also a clear conscious.
During his final commission meeting Tuesday evening, Rohan addressed what he called a baseless ethics complaint and false accusations.
The claims refer to a sexual harassment allegation from a female employee and a complaint alleging he attempted to move $8 million in state money from the Beach Drive Pathway to the MLK Rec Center.
He also referred to his disapproval of one colleague when taking office in 2023.
'I believed that with hard work, honesty, and cooperation, we could move Panama City forward. But I quickly learned that integrity is not a shared value among everyone in leadership. From the start, one commissioner made it clear that despite my being elected mayor by the people, there are other commissioners who would oppose anything that was not to their liking. That should have been my first red flag,' Rohan said.
Despite his disappointment at not achieving all of his goals as mayor, Rohan thinks highly of his efforts for his community.
'I gave everything I had to this role. My time, energy and efforts were a sacrifice made not for glory, but out of love for this community. And while I regret the obstacles I could not overcome, I remain proud of the fight I took for transparency, accountability and a better future,' Rohan added.
Haligas reflected on her time on the city commission with a sentimental view.
Haligas led the community through Hurricane Michael and the city's ongoing recovery and revitalization.
'It's just been a long eight years, but so beautiful. Like, with all the pain and the hardships and the growth, it's just turned out to be just something so beautiful. And I just feel so grateful that I was able to be a part of the process,' Haligas said.
Although she's leaving the commission, she said she'll remain involved in her community.
'I'm very excited about the future of Panama City. I'm excited about where it's going to go from here. I mean, it's just going to get even better and even more beautiful than it already is. And that is something that I'm going to sit back and definitely relish in,' Hailgas said.
Haligas said she'll remain involved in projects like the MLK Rec Center to see them reach completion. Haligas will be spending some of her time focusing on her non-profit as well.
Rohan declined an interview, allowing his farewell remarks during the meeting to be his only comment.
Branch and Hughes take the oath of office on Wednesday at noon in City Hall.
Ward 4 Commissioner Josh Street will also be sworn in after he was re-elected in April. Branch will serve a two-year term. Street and Hughes get four-year terms.

Backstreet Boy wants it his way in court case against Florida sheriff's office
WALTON COUNTY, Fla. (WMBB) – Backstreet Boy Brian Littrell has filed a court order against the Walton County Sheriff's Office in Florida, claiming officials failing to prevent the public from using Littrell's private beachfront property. Littrell's counsel filed the petition for writ of mandamus against the sheriff's office on June 19, alleging that the law enforcement agency has refused to fulfill their duty of enforcing Littrell's private property rights. The documents refer to Littrell's property as 'BLB Beach Hut, LLC.' Littrell's property extends from State Road 30A to the mean high water line. The documents describe numerous attempts by Littrell to ward off beach goers, including putting out 'No Trespassing' signs. But the efforts were allegedly in vain, as 'numerous trespassers have set out to antagonize, bully, and harass the Littrell family by regularly, every day, trespassing on BLB's beach,' the documents say. Panama City to vote on smoking ban at parks and beaches In response, BLB hired security and submitted a Walton County Trespass Authorization Form, which allows sheriff's deputies to warn, trespass, and prosecute trespassers on the property after they've been given a notice to leave. The standard operating procedure for 'Trespassing on Gulf Front Property' is public policy, and can be found on the Walton County Sheriff's office website. The documents submitted by Littrell's counsel detail multiple alleged incidents occurring on May 4 and June 5 involving trespassers harassing the Littrells and their hired security. The documents say that on June 5, Littrell's personnel made three phone calls to the sheriff's department, and no deputy responded. Nexstar's WMBB reached out to the Walton County Sherriff's office for comment. Officials say they cannot comment on pending litigation or legal actions. A clash between the beachgoers and the Littrells can also be viewed in a TikTok video posted in April 2023. In the video, Brian's wife Leighanne Littrell can be seen arguing over the property's high waterline and telling a group of people they are trespassing.

3-year illegal drivers license scheme unveils public corruption in Bay County
BAY COUNTY, Fla. (WMBB) – 'Evidence suggests that hundreds, if not more than a thousand, fraudulent driver's licenses were issued as part of this scheme,' Bay County Sheriff Tommy Ford said. Public corruption brought Attorney General James Uthmeier to Bay County on Thursday. Officials say two Bay County tax collectors' office employees were providing undocumented individuals with driver's licenses in return for compensation. The employees identified as Bancelie Velazco and Demetrius Smith allegedly skipped steps and proper testing, then issued the licenses in exchange for cash or a 'Cash App' transaction. Ford believes people from all over the state traveled here to buy the licenses, and that the illicit activity had been happening for around 3 years. However, Bay County Tax Collector Chuck Perdue says they only noticed the suspicious activity last month, after reviewing April's month-end reports. Florida Attorney General holds news conference in Bay County Perdue says he immediately contacted Ford's office. 'I was starting to review our month-end reports, and I was seeing where, you know, on average, of my 80 employees, an employee on average during the month, will do 20 to 25 road exams. I had one employee, Mr. Smith, who did 295 exams in one month. So those exams take about 20 minutes each. So, doing the math, there's not that many work hours in the week, right?' Tax Collector Chuck Perdue said. Sheriff Ford says the investigation has been ongoing for around a month, with the majority of headway being made on Wednesday. So far, there have been eight arrests, and officials have seized around $120,000 from the illicit proceedings. Some of the arrests were individuals caught with fraudulent licenses, and others were people acting as brokers. Officials cited the involvement of a Callaway business called 'Cubamax'. 'The investigation also allowed us to arrest five additional individuals who are acting as brokers, running local businesses that claim to assist with immigration paperwork but instead arranged illegal transactions and funneled aliens from as far away as Miami to obtain licenses fraudulently,' Ford added. Uthmeier and several others blamed the Biden administration for the illegal activity. 'I think today is yet another example of how the Biden border policy puts American families at risk. Here you've got hundreds of aliens that are cheating, that are breaking the law, that are buying driver's licenses without taking the test, getting on the roads, putting everybody in danger. So, you know, if there's any silver lining to come out of this terrible discovery, it's that law enforcement worked very well together. Continued to follow the breadcrumbs and ultimately uncovered, you know, pretty widespread and advanced operation,' Florida Attorney General James Uthmeier said. Officials said this is just the start of this investigation. Perdue says it's unclear at this time if there will be any repercussions for individuals responsible for supervising the employees. Sheriff's officials and Homeland Security Investigations will be working with the Highway Patrol and other agencies to track down the fraudulent driver's licenses. Panama City announce traffic impacts for 'This We'll Defend' celebration
PANAMA CITY, Fla. (WMBB) – Panama City officials announced closures will go into effect to ensure a safe 5K and community celebration for the 'This We'll Defend' event on Saturday, June 14. According to a news release, from 6 a.m. to 9 a.m., portions of West Government Street, 4th Street, E Beach Dr, and other nearby streets will be managed through traffic control and PCPD. Panama City celebrating U.S. Army's 250th anniversary at 'This We'll Defend' event Tarpon Dock Drawbridge closures will be from 7 a.m. to 9 a.m., and Marina T-Dock from 6 a.m. to 2 p.m. Officials advise seeking an alternative route or be prepared to stop and have a delayed commute.
