CM Dhami meets Yuvak, Mahila Mangal Dal representatives; announce incentives

Pushkar Singh Dhami
on Thursday interacted with the representatives of Yuvak and Mahila Mangal Dals from across the state under the mukhya sevak samvad, held at the mukhya sevak sadan at the chief minister's residence.
On this occasion, the chief minister announced that the incentive amount given to the Mangal Dals will be increased from Rs four thousand to Rs five thousand.
A policy will be established to make Mangal Dals self-reliant and provide loan facility. Additionally, Mangal Dals will be trained under the Digital Mission.
The chief minister appreciated work being done by Mangal Dals in areas like social service, cultural preservation and disaster management.

"Mangal Dals are playing an important role in taking forward the culture and traditions of Uttarakhand," adding, "Mangal Dals play the role of 'First Responder' during disasters and are also at the forefront in public awareness campaigns."
The chief minister said that the state government is running several schemes to empower the Mangal Dals. "A financial assistance ranging from Rs 50 thousand to Rs 3.5 lakh is being provided to the Mangal Dals for self-employment," CM Dhami remarked.
Additionally, he announced that a provision of Rs 5 crores have been made under the chief minister's Yuva Mangal Dal Swavalamban Yojana; more than Rs 2 crores under the chief minister's rural sports and health promotion scheme, and Rs 60 crores under the chief minister's Self-employment scheme.
It was further informed that an amount of Rs 10 crores have been arranged under the chief minister's Migration Prevention Scheme. A provision of more than Rs 21 crores have been made under the pandit deendayal upadhyaya rural skill scheme for technical and vocational training of youth.
The chief minister said that the state government is also constantly making efforts for the promotion of folk culture and financial assistance is being provided for organizing local fairs and festivals.

JSP workers injured in alleged lathi charge as police stop march to CM Nitish's residence
PATNA: Several workers of the Jan Suraaj Party (JSP) were allegedly injured during a protest in Patna on Wednesday, after police allegedly resorted to a baton charge to stop them from marching towards the chief minister's residence. The protest, led by JSP founder Prashant Kishor, was part of a 'CM residence gherao' stir to press for a three-point charter of demands. JSP supporters who gathered there to take part in 'CM residence gherao' were stopped by police near Chitkohra Overbridge while they were heading towards the Gardanibagh dharna site. Police had erected barricades the march, leading to a scuffle between personnel and JSP protestors. Videos of the clash quickly went viral on social media. JSP later claimed that several of its supporters sustained injuries in the police action, alleging they were lathi-charged during the protest. Prashant Kishor attacked the state government for using force against peaceful demonstration and attempt to suppress the voice of the people. 'We will not allow this to happen. We will fight against them,' he said. The agitation was organised to protest, what Prashant Kishor called, 'three critical failure of the state government. Later addressing workers, Kishor raised three questions: Why have poor families not received the promised Rs.2 lakh employment aid? Why have Dalit families not been allotted three decimals of land? And why there is silence on alleged corruption in the ongoing land survey? Prashant Kishor, who met the injured supporters shortly after the incident, slammed the state government, accusing it of suppressing genuine public concerns through police force. 'They (government) think that it will impact our fight for justice. But they are under the shadow of illusion. Our fight will continue till demands are met,' he asserted. Meanwhile, Senior Superintendent of Police (SSP), Patna, denied the lathicharge and said that the protestors were prevented from marching towards prohibited area. 'Holding agitation is completely banned in prohibited zone,' he told the media while defending police action.

Resettled Bru migrant Zothanga ends 5-day hunger strike in Tripura after Govt assurance
Zothanga, 77, a Reang migrant from Mizoram resettled in North Tripura district's Ashapara, ended his five-day-long hunger strike on Monday after the Tripura Government assured him that it had requested the Centre to increase the ration quota to cover the entire population of Bru migrants in the state. Zothanga started the hunger strike with three demands — immediate disbursal of rations for all resettled Bru families under the Antyodaya Annapurna Yojana (AAY), proper registration and documentation of residential plots, allocation of five hectares of agricultural land per family as per the agreement between Government of India, the state governments of Tripura and Mizoram, and Bru migrants in 2020. The hunger strike was called off after he received an assurance from Kanchanpur Subdivisional Magistrate Deepak Kumar in a letter that he wrote to the Ashapara resettlement colony in-charge, Bruno Msha. 'As per information received from revenue and food and civil supplies department, the Government of Tripura has officially requested Govt of India to increase the quota for AAY so that the entire Bru population can get ration under the AAY. As soon as that request is approved, the facility will be extended to the entire Bru population,' the SDM wrote on July 20. Stating that the ration relief quota was 'limited as of now', the SDM urged the Bru leaders to end the agitation since Zothanga was in a vulnerable shape. 'As a community, we have to help each other and the Government is also working to expand the AAY quota for the whole Bru population,' he said while stating that the administration was also discussing at the highest level the demands for plot registration in the name of the head of beneficiary families and allotment of land for agriculture. As a part of a Rs 600-crore resettlement package, the Bru migrants will get free rations and Rs 5,000 monthly per family for two years. The families will also get a Rs 1.5 lakh one-time financial support and Rs 4 lakh for constructing permanent houses. Meanwhile, six signatories of the 2020 quadripartite Bru agreement – Bruno Msha, Apeto Sawibunga, Philip Apeto, Vipin Kumar Reang, T Laldingliana and C Thankima wrote to Union Home Minister Amit Shah on Tuesday, apprising him of the situation, expressing solidarity with Zothanga's protest and requesting the central government to consider the demands of the hunger strike. However, the issue took a new turn after the local administration of Kanchanpur registered an FIR against eight residents of the Ashapara resettlement colony, accusing them of instigating Zothanga to start the hunger strike. Zothanga's 'supporters' booked for attempt to murder SDM Deepak Kumar wrote to the Kanchanpur subdivisional police officer on Monday, 'Mr Zothanga, resident of Ashapara, has been on hunger strike for past 6 days, who is being instigated by other residents including Gobinda Reang (secretary Ashapara camp), Dobwung Reang D/o Zothanga, Joherung Reang, Malsawma Reang, Biaki Reang, Rinchhana s/o Zothanga , Daniala Apeto s/o Zothanga and Achaushsa Bru S/o Lalhmingthanga to fulfil their demands.' His letter also said that 'as per medical check-up', Zothanga was not in a fair state of mind for giving proper instruction and receiving too and, thus, making decisions and providing consent, as a result of which, on his behalf other residents stationed nearby him were allegedly passing several instructions which is making him bound to stay there without any food and proper medical treatment. 'This type of action may lead to the undesired consequences including death of Mr Zothanga, who is already 77 years of age,' the SDM wrote and got the FIR registered on charges of attempt to murder, depriving a senior citizen of proper medical care, and binding down a senior citizen to a fixed place without food.

SC recalls order after finding litigant obtained compensation by fraud
New Delhi, Jul 23 (PTI) The Supreme Court on Wednesday recalled its order on compensation awarded over a land in Gautam Budh Nagar in Uttar Pradesh acquired by the Noida authority, saying it was obtained by fraud and has to be erased from the records being a nullity. A bench of Justices Surya Kant, Ujal Bhuyan and Dipankar Datta adjudicated the dispute over the ownership of land between, which was purchased by three persons Reddy Veerana, Vishnu Vardhan and one T Sudhakar in 1997 and acquired by Noida in 2005 and now forms part of Noida's commercial hub in Sector 18. It was alleged that Veerana fraudulently claimed sole ownership of the land in several proceedings before diverse judicial fora from civil courts to high court and to the Supreme Court in 2022 when top court had passed an order for enhanced compensation to Veerana. Veerana was alleged to have fraudulently ousted Vardhan and Sudhakar and pocketed the compensation amount. Vishnu Vardhan contested the claim of Veerana by initiating several proceedings and sought recall of the May, 2022 order of the apex court. Justice Datta, who penned the verdict for the bench, said from the multiple decisions of this court on 'fraud, what follows is that fraud and justice cannot dwell together". 'The legislature never intends to guard fraud, the question of limitation to exercise power does not arise, if fraud is proved, and even finality of litigation cannot be pressed into service to absurd limits when a fraud is unravelled." The order added, 'However, even if Vishnu had not applied for a review – as a logical corollary of the aforesaid discussions – the decision in Reddy Veerana (2022 verdict) too having been obtained by Reddy by playing fraud, has to be erased from the records being a nullity." The bench also set aside the Allahabad High Court's October 28, 2021 verdict which accepted Veerana as the sole owner of the property and enhanced the compensation from Rs 152.04 per sq. metre to Rs 1,10,000 per sq. metre saying the fraud has vitiated the entire proceedings. 'As a logical corollary of the impugned order being set aside, it would follow that the decision of this Court in Reddy Veerana (2022 verdict), upholding the same, which too was obtained by playing fraud, will also be a nullity, and thus stand recalled in exercise of our inherent powers," the bench ordered. Referring to a 1994 verdict of the apex court, the bench said that fraud was held to be an act of deliberate deception with the design of securing something by 'taking unfair advantage of another: a deception in order to gain by another's loss". 'We begin with recording the realisation that undoubtedly, there seems to be much more than what has met our eyes. However, like all courts, we are bound to decide cases based on the evidence on record, judicially noticeable facts, and the applicable law. Despite Reddy and Vishnu – and to a certain extent Sudhakar – having used the judicial process obviously to secure their personal interests, we cannot be a bystander," it said. The verdict continued, 'If things have happened with a telling effect on public interest, resulting in public funds from the public exchequer being drained, the same has to be dealt with within the bounds of our jurisdiction. In our pursuit for the truth and to uphold the rule of law, we must adhere to established principles unless a valid reason warrants deviation." The top court remanded the case back to the high court and with a direction to implead Vishnu Vardhan and T Sudhakar, the other two owners of the land as additional respondents.
