Guwahati: Oil and Natural Gas Corporation Limited (ONGC) continues to make progress at the site of well number RDS#147A , with teams working around the clock despite challenging weather conditions.The extra-long boom crane, essential for safely removing tubing stacked in the rig derrick, has reached the well site from Guwahati on Monday. Its arrival marks a crucial step forward in clearing the rig from the well for the final capping operation.Today's heavy and continuous rainfall created a slushy work environment, yet ONGC's Regional Crisis Management Team (RCMT), along with international experts from Cudd Pressure Control , remained fully engaged. Their persistent efforts are ensuring that the clearing of the remaining rig equipment continues without pause.ONGC stated , 'As floodwaters rise, ONGC teams are actively working to keep the critical RCMT pump operational. Encouragingly, a noticeable reduction in gas pressure has been recorded, an important and hopeful sign that paves the way for a safer and more controlled capping process.Simultaneously, mobilisation of additional specialised equipment such as the Athey Wagon, Bulldozer, etc., for the capping operation is progressing steadily, further strengthening ONGC's operational preparedness'.ONGC remains fully committed to bringing the situation to a safe and successful resolution. With each milestone, the team moves closer to securing the well, backed by expertise, dedication, and the support of the local administration and community.

MUMBAI: State-owned Oil and Natural Gas Corporation Ltd (ONGC) has picked Japan's Mitsui O.S.K. Lines , Ltd (MOL), the world's second largest fleet owner, to form a joint venture for owning and operating two very large ethane carriers (VLECs) costing some $370 million for hauling ethane to the Dahej, Gujarat-based petrochemical plant run by its subsidiary ONGC Petro additions Ltd (OPaL), multiple sources said. 'ONGC will be signing a binding agreement with Mitsui O.S.K. Lines today to form the joint venture,' a person familiar with the plan said, asking not to be named. Mitsui O.S.K. Lines, the world's top owner of liquefied natural gas (LNG) carriers, was picked through an expression of interest (EoI) process run by ONGC in which more than 30 top global ship owners participated. MOL owns and runs 797 ships including 97 LNG carriers . ONGC, India's biggest oil and gas explorer, will hold at least 26 per cent stake in the joint venture company with the option of increasing the stake to 50 per cent while the remaining equity will be held by the JV partner, per the EoI document. The JV will own and run two very large ethane carriers to start with. ONGC plans to source and supply 800 Kilo Tons Per Annum (KTPA) of ethane, mostly likely from the United States, the biggest ethane market, to secure the feedstock for OPaL's dual feed cracker plant capable of using a mix of Naphtha and C2 (Ethane), C3 (Propane) an C4 (Butane), from May 2028. One VLEC can transport some 98,000 cubic metres or 50 KTPA and costs as much as $185 million to build from scratch in the current market. The proposed joint venture company 'will select the shipyard and enter into an agreement' with the shipbuilder for constructing the VLECs, per the EoI. 'The joint venture company will be tasked with securing international and domestic funding, including debt financing, for the VLECs, as well as avail government grants, subsidies, and any other incentives for the VLECs, as applicable,' ONGC wrote in the EoI document. ONGC currently supplies ethane to OPaL which it extracts from the 'rich' LNG sourced from RasGas, Qatar by Petronet LNG Ltd (ONGC is an equity partner in Petronet LNG) on a 25-year contract which will end in May 2028. In the new LNG sourcing contract signed in 2024, RasGas will supply 'lean' LNG (devoid of ethane and propane). This is the main reason for sourcing/importing 800 KTPA of ethane because ONGC will not be able to extract ethane from the 'lean' LNG supplied by Qatar. 'So, the Dahej plant requiring ethane will have to be shut down if the feedstock is not sourced or made available to OPaL in time,' the source said. The joint venture deal will boost MOL's presence in India where it is the fourth biggest Indian ship owner by fleet size, running 13 ships registered under the Indian flag, ten of them in the Domestic Tariff Area (DTA) and three in the Gujarat International Finance Tec-City (GIFT City). The crude oil and gas carriers are deployed with the state-owned energy companies such as Bharat Petroleum Corporation Ltd (BPCL). MOL also holds stakes in four LNG carriers run jointly with state-run Shipping Corporation of India Ltd (SCI) and two other Japanese ship owners for hauling LNG from RasGas. MOL plans to add more ships to the Indian fleet as and when its partners need more vessels to transport their energy raw materials or finished products, a senior official said in June. With India, South Asia and the Middle East region becoming a key part of the regional strategy enshrined in MOL's management plan named 'Blue Action 2035', MOL will look at 'collaborations' with India's state-run firms to expand, Capt Anand Jayaraman, Executive Officer, South Asia and Middle East, said at a media interaction on June 17 in Mumbai. 'We already have a collaboration with one of the large conglomerates. We are also looking at possibly collaborating with the public sector undertakings if at all it is possible because it's a win-win for both,' he stated. 'For MOL, this region is very much in the focus because we want to be part of the India growth journey. It makes it obvious that we need to focus more on India and the Indian Ocean region. India is a rapidly growing economy in the world, and we expect this to continue for the next couple of decades at least. So, we want to be present here and be part of the journey of the country's growth,' Capt Jayaraman added.

India's largest oil and gas exploration and production company, state-owned Oil and Natural Gas Corporation Ltd (ONGC), and Japan's shipping company Mitsui OSK Lines Ltd agreed on Thursday to build and operate two large ships. The vessels, of the Very Large Ethane Carriers (VLECs) class, will be used by an ONGC subsidiary, ONGC Petro Additions Ltd (OPaL), to import ethane, a key chemical used in the petrochemical industry. The companies have signed a Heads of Agreement, which is used to finalise major terms between the parties before the signing of the definitive contract. The company said in a statement that the deal is subject to approval from the board and that further details will be shared following the signing of the partnership agreement. It said that imports from various countries will be used solely by OPaL as feedstock, meaning ethane will serve as the raw material for producing other products at the plant. Earlier this year, Reuters reported that ONGC was planning to source 800,000 tonnes per year of ethane to secure feedstock for OPaL from May 2028. According to a PTI report, ONGC spent about ₹1,500 crore to set up a C2 (ethane) and C3 (propane) extraction plant at Dahej in Gujarat. The extracted C2/C3 is used as feedstock in its petrochemical subsidiary, OPaL. ONGC closed at ₹244, with a gain of ₹2.85, or 1.18 per cent, on the BSE on Thursday.

"This arrangement is subject to Board approval and further details shall be shared after signing of the partnership agreement. ONGC plans to import ethane starting in mid-2028 to compensate for the altered composition of liquefied natural gas (LNG) sourced from Qatar, according to a tender that the state-owned firm floated in March this year for selecting a partner for building the VLECs. Under the deal, QatarEnergy supplies 5 million tonnes a year of LNG that contains methane (used to produce electricity, make fertiliser, converted into CNG or used as cooking fuel) as well as ethane and propane -- feedstock to make LPG and petrochemicals -- on a firm basis and the rest on best endeavour basis. This contract is coming to an end in 2028 and the revised contract signed last year envisages QatarEnergy supplying 'lean' gas (one that is stripped of ethane and propane). ONGC had spent about Rs 1,500 crore in setting up a C2 (ethane) and C3 (propane) extraction plant at Dahej in Gujarat. The C2/C3 so extracted was used as a feedstock in its petrochemical subsidiary, OPaL. With the changed composition of LNG, the company is now looking at importing ethane. OPaL "is having a mega grassroot petrochemical complex and having the largest standalone dual feed cracker in Southeast Asia. Plant is having a dual feed cracker i.e. a mix of Naphtha and C2 (Ethane), C3 (Propane) & C4 (Butane) as feedstock," the tender document had said. "ONGC plans to source and supply 800,000 tonnes per annum of ethane to secure the feedstock for OPaL, from May 2028 onwards. And to ship this ethane, it has formed a joint venture with Mitsui to build VLECs that could ship the feedstock. ONGC will be responsible for sourcing ethane. It will hire the VLECs from the joint venture for the shipping of ethane. ONGC built the C2/C3 extraction unit at Dahej in Bharuch district of Gujarat in 2008-09. However, its subsidiary OPaL could build the petrochemical plant only in 2017. It sold the C2-C3 compounds extracted from the imported LNG from Qatar, to Reliance Industries-owned IPCL till its plant to convert them into polymers came up. C2-C3 plant has a handling capacity of 4.9 million tonnes per annum of LNG. OPaL plant comprises 1.1 million tonnes a year of ethylene capacity dual feed cracker, along with associated units and polymer plants, to manufacture HDPE, LLDPE, PP and Styrene Butadiene Rubber.
