When announced after the election and cabinet swearing in, Minister of Finance François-Philippe Champagne said the measure would deliver upwards of $27 billion in tax savings to more than 22 million Canadians over five years, starting in the 2025-26 tax year.

Since the change is being implemented in July, the full-year tax rate for 2025 is adjusted to 14.5 per cent, dropping to 14 in subsequent years.

Those with a job or other income where tax is taken out automatically might notice slightly more money on the paystubs starting in July, while others won't realize the savings until they file their taxes in spring 2026.

The cut lowers the rate on the first $57,365 of taxable income, regardless of their income level, according to Finance Canada.

The department noted the majority of the tax relief would be felt by those in the bottom two tax brackets, with those earning $57,365 and under benefiting from 45 per cent and those making $114,750 or less getting a 41 per cent share in 2025.

The three highest brackets — $114,750 to $177,882; $177,882 to $253,414; and over $253,414 — pay 18, 10 and 20 per cent of the taxes and gain nine, three and two per cent, respectively, of the tax relief.

In early June, a ways and means motion introduced by Champagne in the House of Commons to have the changes take effect for Carney's promised Canada Day deadline was passed unanimously. The actual legislation will still require approval and adoption when the House resumes in September.

Because the tax cut is coming at the midway point of the year, the PBO analysis estimates an average savings of $90 this year, $190 in the following three years and $200 in 2029-30.

There were more than two hundred flight delays over the weekend and dozens of cancellations, when crowds were travelling ahead of Canada Day. 'Saturday (was) an incredibly frustrating day for passengers,' Stephen Smart, the airport's head of communications told CTV News on Monday. 'Incredibly frustrating day for our partners. Incredibly frustrating day for us.' The airport has pointed to what it calls resource restraints with air traffic controllers as the reason for the disruption. Some were unavailable to work with little-to-no notice during one of the airport's busiest weekends, according to Smart. 'NAV Canada had that last minute staffing issue come up, and as a result they had to dial back how many aircraft they could handle coming into YVR at any given hour,' Smart said. The frustration is also being felt by airlines. 'Canadians deserve consistent accountability and service standards across the entire aviation eco-system,' a statement from WestJet said adding that the airline is 'calling on the federal government to work with all stakeholders to find an immediate solution to support the structural challenges that NAV Canada is facing.' Air Canada also shared its concerns. 'The issue seriously affects passengers not only flying to/from YVR, but across Air Canada's network, as knock-on effects from aircraft and crews which are delayed in YVR can then be delayed at other airports downline,' a statement from the airline said. 'We are engaged in dialogue with NAV Canada and expect solutions that will allow the country's air transport ecosystem to operate smoothly and meet Canadians' and global passengers' travel expectations going forward.' NAV Canada said it is dealing with staff shortages and regrets the impact delays is having on travellers. 'Our team is doing everything it can to ensure aircraft are moving, first and foremost safely, but also efficiently and we regret any impacts to the flying public,' said Jonathan Bagg with NAV Canada. By Monday, operations were mostly back to normal, in time for what the airport anticipated would be the busiest day of a quasi-long weekend. But with a busy travel season ahead – some have concerns further turbulence could be ahead.

The union said there has been 'no meaningful progress' on benefits throughout negotiations, and persistent health and safety issues remain unaddressed. Canada Lands Company said it has been engaged in negotiations with Unifor since April and made its 'best offer' on June 26, but the union did not respond. Unifor Local 4271 president Shan Ramanathan said the union is ready to return to the bargaining table at any time.
