Andhra High Court slams poor conditions in government-run welfare hostels
A division bench comprising Chief Justice Dhiraj Singh Thakur and Justice Cheemalapati Ravi was hearing a Public Interest Litigation (PIL) filed by Kakinada-based petitioner Keethineni Akhil Sriguru Teja, who challenged the lack of basic amenities in social welfare, BC, and Gurukul hostels.
The court directed the Chief Secretary and the Director of the Social Welfare Department to appear before the bench via video conference on July 21 with concrete proposals to address the situation. It also sought a detailed explanation of the funds required to upgrade hostel infrastructure in line with the guidelines of the National Commission for Protection of Child Rights (NCPCR).
Referring to a report submitted by the District Legal Services Authorities (DLSAs), which inspected 65 hostels across 13 districts, the High Court observed that many hostels were in a deplorable state and students were being subjected to inhumane conditions.
The bench noted that children were being denied clean drinking water, nutritious food, bedding, and proper sanitation. In one hostel in Narsipatnam, 228 girls reportedly shared just one functional toilet and bathroom. Another hostel in Vizianagaram had 168 girls living in only 10 rooms with many sleeping on the floor.
The DLSA report also found that some hostel buildings were on the verge of collapse, posing a grave risk to students. 'In these circumstances and under such poor conditions, children would be safer living with their parents,' the bench observed.
It further criticised the State government for failing to meet the objectives of its welfare schemes and for not complying with NCPCR guidelines. It questioned the effectiveness of the Rs 633 crore allocated for hostel infrastructure in the current financial year, noting that less than Rs 20 crore had been spent between 2019 and 2024.

BMC plans hawker-free zones across all wards
Mumbai: A year after submitting a list of 20 hawker-free zones to Bombay HC, BMC is now planning to replicate the model across all civic wards. At a recent meeting, municipal commissioner Bhushan Gagrani directed ward officials to coordinate with local police and identify specific stretches that can be strictly monitored and kept free of illegal hawkers. These areas will be jointly supervised by civic and police staff to ensure consistent enforcement and pedestrian safety. A BMC official said, "Complaints about hawkers occupying footpaths and narrowing walking space have been increasing, especially in high traffic areas. We have been asked to address this through targeted enforcement. The commissioner has also instructed that additional manpower and machinery be provided to wards on demand. Consistent enforcement will send a strong message to hawkers and discourage them from returning. " In May, a dozen housing societies from Thakur village in Kandivli East had approached Mumbai North MP and minister Piyush Goyal, seeking his urgent intervention to address growing encroachment by illegal hawkers in their locality. It said it had to discontinue a valet parking initiative it had launched due to lack of official support. Citizen activist Nikhil Desai said effective action is possible if BMC and police work in coordination. "Dadar TT, which is on the list of proposed hawker-free zones, continues to be overrun by hundreds of hawkers at any given time. The only sustainable solution is to relocate them to designated hawking zones." He also recalled how in March a ward officer who took action against illegal flower vendors outside Matunga station was abruptly transferred after facing political pressure. Rajkumar Sharma, president of the Chembur-based advanced locality management and networking action committee, felt authorities keep passing the buck. "Ideally, BMC officials should act against such encroachments before residents are made to take matters in their own hands and go to court."

Public reps most trusted link between govt, people: Yogi
Lucknow: Chief Minister Yogi Adityanath on Sunday said that public representatives are the most trusted link between the people and the govt and their ideas and suggestions should be actively incorporated in policy planning and implementation. Holding a special dialogue with MLAs from Kanpur division at his official residence here on Sunday, the CM reviewed 1,362 proposed infrastructure projects worth Rs 10,914 crore and said that priorities should be set in consultation with public representatives to ensure swift and people-centric service delivery. Public representatives from six districts — Kanpur Nagar, Kanpur Dehat, Farrukhabad, Kannauj, Etawah, and Auraiya — were invited to participate in the session. "Ideas and suggestions of public representatives are not merely means of dialogue but also reflect public aspirations, which should be actively incorporated in policy planning and implementation," the CM said. He asked officials not to treat the experiences and regional insights of legislators as merely documentary inputs, but to use them as a living basis for policymaking. The CM directed the public works department (PWD) to set priorities for proposed work in consultation with local representatives and ensure timely commencement of projects. He described the initiatives not merely as govt expenditure but as "capital of public trust". The CM asked officials to ensure prompt approval and execution of projects prioritised by public representatives. He asked the urban development department officials to ensure that the names of local public representatives were included on foundation stones and plaques related to urban development work. Yogi also sought feedback on the ground realities, public expectations, progress of development work, and administrative coordination in their respective constituencies. "Kanpur division holds a vital place in the balanced and sustainable development of the state. It is not only the industrial and educational backbone of the state, but also a centre of cultural diversity, historical awareness, and political commitment of public representatives," Yogi said. Describing the Kanpur division as a "pioneer of development", Yogi expressed confidence that it would soon emerge as a model for not just Uttar Pradesh but for the entire country. Kanpur city is set to be gifted with 426 projects worth Rs 5,006 crore, followed by Farrukhabad (308 projects worth Rs 2,476 crore), Kanpur Dehat (336 projects worth Rs 1,214 crore), Kannauj (98 projects worth Rs 1,076 crore), Etawah (128 projects worth Rs 620 crore), and Auraiya (66 projects worth Rs 524 crore).

Barabanki group caught in Mansa Devi stampede; farmer dead, many hurt
Lucknow: Vakil Prasad Verma, 58, from Maulabad village of Uttar Pradesh's Barabanki district was one of the victims of Sunday's stampede Haridwar's Mansa Devi temple. He had travelled to Haridwar as part of a group of 18 from the same district. Several others from the group, including Durga Vati (54), Radhika (40), and Phoolmati from Dhaurmau village, sustained critical injuries. Harishchandra, former gram pradhan and Vakil's close friend, recounted the tragedy: "At 9 am, we learned Vakil was killed, while my sister-in-law Durga Vati, neighbour Radhika, and Phoolmati were critically injured. Vakil was the most eager among us to visit the temple this year. The cancellation of our group's two bus bookings was like signs from Mansa Devi Maa as warning, but Vakil insisted on going. Sadly, he didn't return. " Vakil is survived by his wife Urmila Devi, who suffered minor injuries, and four children. His elder son Shyamu Verma said, "He was our sole breadwinner. I'm still hunting for a job and my siblings are studying. He was deeply religious and visited temples regularly."
