ABAD claims major tax reductions to boost property investment

Mohsin Sheikhani, the Patron-in-Chief of the Association of Builders and Developers of Pakistan (ABAD), has stated that a new era for property investment is about to begin.
He was asked if the government is planning to reduce taxes in order to boost investment in the sector. In a statement, Sheikhani said that the government would reduce the tax on property transactions and transfers for filers from 13% to 2-3%.
He stated that other taxes, including Capital Value Tax, Capital Gains Tax, Federal Excise Duty, and Super Tax, would also be reduced or eliminated.
Sheikhani claimed that no new taxes would be imposed on filers in the property sector. He added that the government was also working to resolve issues related to land encroachments, with Sindh IG being tasked with clearing land occupied illegally.
'ABAD has proposed affordable housing schemes to foreign investors at lower prices,' he said. He also mentioned plans to collaborate with the city government to transform a slum area in District South into a model project.
Sheikhani further revealed that a delegation from ABAD would meet with the prime minister later this week to discuss further developments and strategic plans for the property sector.

ISLAMABAD: The tobacco growers' association on Friday urged a parliamentary panel to form a sub-committee on a war footing basis to visit tobacco-growing areas in Khyber Pakhtunkhwa, to personally observe the ongoing exploitation of growers by tobacco companies and to hear the grievances of farmers. A member of the tobacco growers' association, Muhammad Ayaz Tajabad, urged the National Assembly's Standing Committee on Food Security, which met here with MNA Syed Tariq Hussain in the chair, to constitute a sub-committee to visit tobacco purchasing centres in Swabi, Mardan, Charsadda, and other areas to observe the mistreatment meted out to farmers by the tobacco companies. He said this when the committee proceeded with a point of order raised by Asad Qaiser, MNA and former speaker of the National Assembly, concerning the challenges faced by tobacco growers and the urgent need for a comprehensive policy framework to address their issues. The farmers representative said that the farmers who have already suffered heavy losses due to damage caused by rains and hailstorms to their crops should not be left at the mercy of the industry, and their grievances should be heard. 'Tobacco companies have continued exploiting farmers under the guise of downgrading,' he said, adding that tobacco remains one of Pakistan's largest tax-contributing sectors. He said that unfair pricing practices and grading irregularities by tobacco companies have badly affected farmers, adding this practice is benefiting middlemen and pushing farmers into losses, particularly after a season of weather-related crop damage. He claimed that companies are purchasing tobacco below official rates, which is again a major issue for the tobacco growers and needs to address without any further delays and excuses. He also presented a video to the committee, showing farmers standing in long queues under the open sky during rain late at night, waiting for their turn to sell their crops. The Pakistan Tobacco Board (PTB) secretary briefed the committee on actions taken in response to previous recommendations, including the formation of oversight bodies for CESS regulation, corporate social responsibility (CSR) initiatives, and development programmes. However, lawmakers expressed concern over the absence of grower representation on these committees and the lack of progress on key reforms. The PTB also reported that around Rs949 million allocated for research and development remains unused due to the vacant post of director at the board. The committee directed the Ministry of National Food Security and Research (MNFS&R) to expedite the appointment process for all vacant PTB posts to enable implementation of pending development and reform initiatives. In addition, the Federal Board of Revenue (FBR) was asked to provide a detailed report on GST and Federal Excise Duty (FED) collections on tobacco and cigarettes over the past five years. The FBR officials informed the committee that GST would now also be applied to imported cotton, with the new policy taking effect from August 15, 2025. A relevant statutory regulatory order (SRO) would be issued soon, they said. The move aims to create parity between imported and local cotton, helping to stabilise prices and support domestic producers. The committee also decided to take up the issue of rising sugar prices in its next session, stressing the need for a market investigation and measures to provide consumer relief. ISLAMABAD: The Federal Board of Revenue (FBR) has provisionally collected over and above Rs754 billion during July 2025 against the assigned monthly target of Rs 748 billion, reflecting achievement of 100.9 percent of target. During the first month of current fiscal year (2025-26), the provisional tax collection totalled at Rs 754.4 billion against the monthly target of Rs 748 billion, reflecting an increase of Rs 6.4 billion. FBR misses revised target by Rs178bn in FY25 Break-up of tax collection revealed that direct taxes collection stood at Rs 323.6 billion; Sales tax Rs352.7 billion; Federal Excise Duty, Rs 46.2 billion and customs duty collection amounted to Rs 113 billion. The gross tax collection stood at Rs 835.5 billion during July 2025. After payment of refund of Rs 81.1 billion, the net monthly collected totalled at Rs 754.4 billion. ISLAMABAD: The Federal Board of Revenue (FBR) will recover outstanding amount of Federal Excise Duty (FED) from Pakistan International Airlines (PIA) after its privatization. Federal Board of Revenue (FBR) Member Inland Revenue (Operations) Dr. Hamid Ateeq Sarwar was responding to an audit objection of Auditor General of Pakistan (AGP). The issue came to the light during the last meeting of the Public Accounts Committee held on FBR Audit Paras pending for the last 10-15 years. SRO 706 (I)/2010 tractor tax refund: FBR to seek Law Division's opinion AGP officials were of the view that the recovery of the FED is necessary as it was collected from consumers. The general public has paid this amount of the FED which was not a government grant issued to the national flag carrier. FBR Member Inland Revenue (Operations) said that if we do FED recovery from PIA at this stage, it would result in closure of the operations of the airline. Therefore, the FED should be recovered after privatization of the PIA. The status and the process of the privatization of the PIA could be updated by the Privatization Commission, FBR member added. There is an amount of nearly Rs 920 million outstanding against the said airline, according to the AGP officials. Copyright Business Recorder, 2025
