Amid debate over syllabus change, DU's History dept head quits, cites medical reasons
Speaking to The Indian Express on Wednesday, Shah said, 'I am unwell. I resigned on medical grounds.'
The History Department has been navigating contentious syllabus negotiations as well as allegations of procedural violations in PhD admissions over the past few months.
The friction over syllabus changes has deepened in the wake of DU's shift to the FYUP (Four-Year Undergraduate Programme) under NEP. History faculty members have alleged that the syllabus reforms required for the new structure were met with resistance at higher levels, and that courses approved at the departmental level were frequently delayed, altered, or blocked when they reached academic and executive councils.
In March, The Indian Express had reported that Vice-Chancellor Yogesh Singh was opposed to the inclusion of Manusmriti and Tuzuk-i-Baburi (Baburnama) in the revised History (Honours) syllabus (undergraduate). Manusmriti was dropped from the syllabus.
A senior faculty member in the department said, 'It has become difficult to clear courses and modifications. Many long-standing papers, taught by the faculty for decades, were either modified or not cleared at all for teaching. Often, there was no meaningful discussion about these in the statutory bodies.'
Shah, however, said her concerns were personal. 'I was advised to get some tests done even before this whole thing started. As HOD, I had no time, so I had no choice but to resign to take care of myself,' she said.
Concern over the resignation has been compounded by DU's decision to assign charge of the department to the Dean (Social Sciences), rather than the next senior-most professor in the History department.
'They should have given the responsibility, even if temporarily, to the next seniormost faculty member within the department,' said a professor. 'This is a rare case… It sends a message that the administration is not willing to trust or empower the department's own leadership.'
V-C Yogesh Singh, however, said the resignation was not related to the syllabus revamp. 'There was no issue or any pressure… or anything related to the syllabus revamp. We, in fact, tried to convince Professor Shah to stay on until October so that she could take a call in a more stabilised environment once the new session began. But she cited health reasons and requested that she be allowed to step down.'
On why the department's charge was given to the Dean (Social Sciences), Singh acknowledged that the move was 'unusual'. He, however, added, 'There was a paucity of time. Since the head resigned immediately, we needed some time to figure out who to appoint. Giving the charge to the dean seemed like the best move. If it had been given to a faculty member on a temporary basis, it could have hurt the member's emotions if he or she is not chosen as the permanent head later. Since it is easier to transfer the charge from the dean to another faculty member, I had suggested that the Dean of Social Sciences take over for the time being.'
'An effort will definitely be made to appoint a permanent HOD in the next two months,' Dean Sanjoy Roy said.

Can officer with no knowledge of English… effectively control executive post: Uttarakhand HC after ADM's response in Hindi
While hearing a matter regarding the validity of the family register for panchayat electoral roll entries, the Uttarakhand High Court recently questioned whether an Additional District Magistrate can 'effectively control' an executive position after he admitted he wasn't proficient in English. As per an order dated July 18, the division bench of Chief Justice G Narender and Justice Alok Mahra questioned the ADM, Vivek Rai, when he responded in Hindi. He was asked if he knew English, and Rai said that though he can comprehend the language while being spoken to, he cannot speak it. Taking a note of this, the order says the court directed the State Election Commissioner and the Chief Secretary to examine if an officer of the cadre of Additional District Magistrate, 'who claims to have no knowledge of English or in his own words inability to convey in English, would be in a position to effectively control an Executive post'. Rai is a senior Provincial Civil Service officer who has served as SDM of various areas before taking on the post of the ADM Nainital earlier this year. The court was hearing the matter regarding electoral roll preparations. It asked the assistant electoral registration officer whether an exercise had been carried out to authenticate the veracity of the entries of the family register, or whether any documents had been collected to ascertain the veracity of the claims made with the booth level officer during the enumeration programme. The officers stated that, apart from relying on the family register, there is no other material. The court said that the legislature has not considered the family register as a document that can be relied upon by the Electoral Registration Officer to finalise the electoral roll of each constituency. 'Despite this, the glaring fact which stares at us is the consistent submission of the learned counsel for the State Election Commission and the officers, i.e. the ERO and the AERO, that the only document that has been relied upon to include names of voters is the Family Register maintained under the U.P. Panchayat Raj (Maintenance of Family Registers) Rules, 1970,' it said, adding that if the sanctity of the family register as a valid document was of such a high degree, the legislature would have referred to it in the Uttar Pradesh (Registration of Electors) Rules, 1994, which came about after the 1970 rules. The court said that if this is being adopted for the preparation of the electoral rolls across the state, the legality of the exercise becomes 'questionable'. The court directed the State Election Commissioner and the Chief Secretary to appear virtually on July 28 to look into the issue. AU to lead evaluation of NEP-based edu across 8 states
Allahabad University (AU) has bagged a prestigious project from the Indian Council of Social Science Research (ICSSR) to assess the implementation and impact of the National Education Policy (NEP)-2020 across eight northern Indian states. (Sourced pic for representation) This marks the first time the Department of Commerce at AU has been entrusted with a major ICSSR-funded project, according to university officials. With a total funding of ₹30 lakh, the two-year study will encompass Uttar Pradesh, Uttarakhand, Delhi, Rajasthan, Punjab, Haryana, Himachal Pradesh, and Jammu & Kashmir. The research will primarily focus on the NEP's 'Panchkosha' model of holistic education, which emphasises five key dimensions of development: physical, mental, intellectual, spiritual, and emotional, shared officials. The study, led by Srijan Anant, assistant professor in the Department of Commerce and Principal Investigator of the project, aims to evaluate how the NEP's principles are being implemented at various levels of the education system through in-depth field surveys. The research will involve collaboration with experts from four prominent institutions: Prof Surya Rashmi Rawat (Central University of Himachal Pradesh), Prof Geeta Bhatt (University of Delhi), Prof Suneel Kumar (Shaheed Bhagat Singh College, University of Delhi) and the team from Allahabad University. 'The study will offer empirical insights into the practical application of NEP 2020 reforms—such as outcome-based learning, digital integration, inclusivity, and the integration of Indian knowledge systems. A key focus is the implementation of the Panchkosha framework, which draws on India's ancient educational traditions to foster holistic student development,' said Anant. As part of the project, field visits will be carried out at various schools, colleges, and universities. Researchers will conduct interviews with students, teachers, and parents to gather ground-level data. A comparative analysis of the educational policies and functioning of state education boards will also be undertaken to identify ways to better align current practices with the NEP's holistic approach. The study will engage nearly 3,000 stakeholders, including students, teachers, parents, institutional heads, and policymakers. It aims to assess the inclusivity and effectiveness of NEP 2020 across diverse educational settings and generate actionable policy recommendations. These insights are expected to support improvements in regional equity, infrastructure development, teacher training, and the empowerment of both students and parents, the research team noted.
