IEDC needs to get out of the real estate development business
Indiana is at a point where fundamental questions about economic development policy and the role of the IEDC need a full-throated public debate. It is best to begin with what the IEDC and the state's development policies get right.
Among former Gov. Mitch Daniels' very first public acts was to reorganize the state's Department of Commerce. He moved the business development group to a new quasi-public corporation, the IEDC, and moved other responsibilities in community development, tourism, energy development and agriculture into their own agencies.
This reorganization worked very well and sparked a great deal of innovation, particularly in rural policy. At the IEDC, the reorganization attracted talented staff and leadership who embodied the Daniels ethic: lean, effective, efficient and humble.
Hicks: Running Indiana like a business has failed
When I arrived in Indiana in summer 2007, I was shocked at the quality of IEDC and its small size. It was then about 65 people. Ohio, Illinois and Michigan had well over 500 people working in unwieldy organizations trying to perform many of the same tasks.
In 2013 I co-authored an efficiency study of the IEDC comparing it to other groups across the country. It fared extraordinarily well by comparison. So, too, did its venture capital arm, which we also studied.
The key thing about the IEDC was the conceptual simplicity of its mission. It acted as a supporter of Indiana, providing services to businesses looking for a home. It mapped sites around the state, oversaw a modest tax incentive program and provided a fast, efficient processing of well over 1,000 requests by businesses each year.
The Pence administration viewed the IEDC quite similarly, appointing seasoned businessmen to lead it. There was a modest expansion of duties to oversee the Regional Cities Initiative, which ended up being one of the most successful place-based economic development policies of the 21st century.
All that changed during the Holcomb administration, though the legislature and new leadership played a big role in this change. Instead of acting as a business concierge, the IEDC morphed into a real estate development company, pushing the state's economic development polices back into the 1970s.
This badly distorted the IEDC's mission, including pushing for incentives to relocate corporate headquarters within the state. The most obvious, but certainly not the only problem, was the LEAP district in Lebanon.
Over the coming years, much will be written about the folly of this project. Hoosiers will be lucky if we taxpayers lose only a few hundred million dollars in the endeavor. What we do know is that no private developer would have done such a deal without performing better due diligence. The IEDC needs to get out of the real estate development business.
We should offer Braun considerable grace in dealing with this monumental error foisted upon his administration. But it's also time to wholly reconsider our policies toward making the Hoosier economy grow.
The first thing we should do is acknowledge that the IEDC isn't going to make Indiana a prosperous place. That cannot be its job. It should tell the story of Indiana, warn legislators when there are problems, answer every question a potential business has about the state and do almost nothing else.
We also need to understand that economic growth is a private sector matter and the government exists only to create conditions for growth. Allocating tax dollars to land development won't cause economic growth.
We also need to acknowledge that mobile American families and businesses aren't looking for low-tax environments. They aren't the mono-dimensional idiots that the anti-tax crowd supposes them to be.
American families and businesses are savvy and look for places where the quality of public services is a good match to their taxes. They are looking for value, not just price.
In the modern economy, jobs follow people. People don't follow jobs. That's been increasingly true for a half-century. Today, only a tiny fraction of new jobs are created in the types of businesses that could be lured through tax incentives, the traditional tool of economic developers.
Hicks: Indiana is paying companies to cut jobs
If business tax incentives worked, Indiana would have among the strongest economies in the nation. When Daniels took office, Hoosier manufacturing firms ranked 36th from the bottom in low tax rates. Today, they rank 4th-lowest and factory employment is down by 10%.
I know of no researcher who studies tax incentives and thinks they boost job creation in any meaningful way. Trust me, an economics professor could get rich by finding defensible estimates of tax incentives boosting a region's economy.
It's time to reconsider how Indiana approaches economic development. But the biggest reason to have a statewide debate on economic development policy is the passage of Senate Enrolled Act 1 and its unintended effect on the state's single-largest business incentive.
Indiana's new tax reforms in SEA 1 render our most common form of tax incentives — local property tax abatements and tax-increment financing — unusable and obsolete.
Since the Daniels reforms, local governments have been able to grant a tax abatement (no tax payments) to businesses for up to 10 years and TIF districts for 25 years. Most local governments, desperate for new businesses and their tax revenues, offered lavish abatements or created TIF districts.
In doing so, they essentially deferred all taxes for a decade, knowing that after that time, they'd be able to tax that investment at 30% of its value. For dozens of cities and counties with large factories and logistics firms, this remains a major source of tax revenues.
SEA 1 ended that. No rational mayor or county commission will again offer tax abatements or TIF. It'd be spectacularly moronic to have a business come to a town, use public services and never pay a cent in taxes.
Over the past half-century, the economy changed, making high-quality public services that attract new residents the ticket to economic growth. Then, during the Holcomb administration, Indiana ditched its small government economic development policy for an embarrassing and costly real estate speculation plan. And, finally, in a hastily developed tax plan, the legislature effectively ended the state's largest and most widely used economic development tools.
All of these facts force Indiana to re-examine how it approaches economic development policy.

Gov. Mike Braun appoints 3 more trustees to Indiana University's board
Gov. Mike Braun appointed three new members to the Indiana University Board of Trustees, effective immediately, on July 1. Braun appointed surgeon Dr. David Hormuth, attorney Marilee Springer and student Isaac White as trustees on July 1. The appointees will replace Cindy Lucchese, Cathy Langham, and student trustee Kyle Siebert, whose terms expired on June 30. With the latest move, the governor now has replaced and personally chosen six of the board's nine members, less than a year into his first term. Braun also reappointed chair Quinn Buckner, who was first appointed in 2016 by former Gov. Mike Pence, in June. 'I look forward to collaborating with our new trustees, who will help us further strengthen the impact of Indiana's flagship university,' IU President Pamela Whitten said in a press release. 'With fresh perspectives come new opportunities, and I know they share my excitement for the endless ways IU strives to make a difference in the lives of our students and those living in our state.' Braun's July 1 appointments did not remove three existing trustees, unlike his three appointments in June. The trustee and student trustee positions being replaced have always been appointed by the governor. But the state budget bill, which eliminated three alumni-elected trustee positions and allowed the governor to replace them at will, granted Braun total control over the board's composition. That provision is the subject of an ongoing lawsuit from the ACLU of Indiana, which alleges Braun created unconstitutional, 'special legislation' that selectively targets IU. All three of Braun's appointees have received or are receiving some form of an IU education. Hormuth is a high-profile cardiothoracic surgeon who's received four degrees — his bachelor's, two doctoral degrees and an MBA — from IU. He currently lives in Jupiter, Florida. Hormuth has donated significantly to Republican political action committees (PACs), according to data from the Federal Election Commission. In 2024, Homruth donated $1,611 to various Republican PACs, including $1,000 to Sen. Todd Young's campaign. He also donated $15 in December to the Democratic PAC ActBlue. Springer is an attorney who specializes in corporate and tax law at the Indianapolis office of Faegre Drinker, one of the 100 largest law firms in the U.S. She currently lives in Hamilton County. She earned her bachelor's from Purdue University and her law degree from IU's Robert H. McKinney School of Law. Springer also donates heavily to Republican PACs, according to FEC data. In 2024, Springer donated $2,100 to Indiana Republicans and the Republican PAC WinRed. Student trustee White is a student at the Kelley School of Business at IU Indianapolis. Purdue opts to cut or consolidate 7 programs ahead of new state law; more to be evaluated
WEST LAFAYETTE, IN — Some of Indiana's public colleges, including Purdue University, have opted to cut or consolidate a selection of degree programs ahead of a new state law that went into effect on July 1. The Indiana Commission for Higher Education said in a release Monday those 400 programs cut or consolidated across the state were those with "zero-to-low enrollment and completions." Gov. Mike Braun said in the release that one of the state's top agenda items included ensuring that Indiana's higher education institutions are preparing students for career opportunities in the "most in-demand fields of today and the future." 'Just in the past month, our state institutions have taken bold, proactive steps to increase the value of higher education for both students and families, first, through keeping tuition flat, and today, by beginning the process to streamline degree offerings," Braun said in the release. "This will help students make more informed decisions about the degree they want to pursue and ensure there is a direct connection between the skills students are gaining through higher education and the skills they need most.' Public Law 213, born out of House Bill 1001 in the 2025 legislative session setting Indiana's state budget, states that academic programs must meet a three-year average number of students who graduate from the program to automatically continue. That threshold is 10 students for an associate's degree program, 15 students for a bachelor's degree program, seven students for a master's degree program, or three students for a doctorate degree program. Indiana state Rep. Chris Campbell in a statement Tuesday called the new law an "overreach of government into higher education, echoing a dangerous national trend." "The majority isn't outright controlling students' education, but they're restricting it, which achieves the same goal," Campbell said. "Students should be able to study whatever they choose, especially since they're paying hundreds of thousands of dollars for it. Programs impacted include economics, secondary education, finance and three engineering disciplines. I was especially shocked to see special education degrees on the list." The seven degrees Purdue University's West Lafayette campus submitted to the commission to be suspended, classified as "teach-out toward elimination," are bachelor's degrees in microbiology, mathematics with computer science, design and production, art history, and a master's degree program in health sciences. A master's and doctoral program in comparative literature were proactively identified by Purdue's West Lafayette campus for merger or consolidation. Indiana Sen. Spencer Deery said he sees the new law as an opportunity for public institutions, but he noted things to be cautious about. "From my experience in higher education, these are very political environments, and sometimes there are actions that need to be taken that can be hard," Deery said. "Sometimes that's investing money in a program because it is being underserved, or it may not make financial sense to continue doing so. Which sometimes that could be because it is a program popular with a certain influential faculty member. So, I think it's a good idea to go back and evaluate, and this is that opportunity." In its guidance to institutions, the commission said it didn't expect this voluntary round to encapsulate all "under-threshold" programs. Students currently enrolled in any eliminated or suspended degree program will have the opportunity to complete their studies through an orderly teach-out, the release said, echoing a June 10 statement by Purdue officials. Newer degree programs will receive special consideration as they need time to grow enrollment and produce graduates, the commission said. Those programs, however, must still obtain approval to continue. "In requesting approval to continue an under-threshold degree program, institutions will have the opportunity to contextualize data through a fact-based, context-dependent narrative justifying the approval to continue category requested," the commission said in its guidelines. "It must elaborate on the program's essentialness to mission and planned fiscal support, as well as its relative importance in relation to evolving program offerings, career relevance, student outcomes, and service to the region/state/nation." Campbell, who graduated from Purdue with a master's degree in audiology, recalled in her statement the small size of her own graduate program. "It was offered because students were interested, and even though the discipline is small, audiologists provide essential services," Campbell said. "Our public university is arguably our state's greatest strength. Purdue is globally recognized. But to continue their record of success, Purdue has to be a great place to work and study. The General Assembly has continued to undercut these efforts with tenure reviews, monitoring instruction and now eliminating degree programs. It will get harder and harder for Purdue to pitch itself to out-of-state students and the nation's top researchers." Looking at enrollment for programs such as soil science and artificial intelligence at Purdue, Deery said he was unaware those numbers were low enough to fall into consideration of the new law. He said his worry would be if the commission implemented the new requirements in a "heavy-handed or nonstrategic way." "I don't think that's their intent, but I think there is some opportunity here and we have to watch out for it," Deery said. "My concern is in the next round if they start saying no on things like AI or soil sciences, if they cross those lines, I won't hesitate to voice displeasure." In conversations with colleagues, Deery said he has found himself educating others on the reality of what cuts like this would do to a public university, explaining that cost savings by cutting a program aren't always so cut and dry. "Elimination doesn't mean immediate cost savings," Deery said. "There are faculty teaching more than one class, and I would anticipate there will be some form of savings. Maybe it doesn't make sense to have an art history major, but we still want to offer that opportunity as a class to students." Data from the 2024 fiscal year will be validated by the commission in early July, the commission said. The decisions will then be provided to Indiana's public institutions by mid-July. "The commission and institutions will collaborate to validate and arrive at a Mutual Consensus List of under-threshold degree programs with newer degree programs flagged," the commission said. Indiana cigarette tax just tripled. How much are tobacco taxes now?
Indiana's cigarette tax tripled on July 1. Indiana lawmakers earlier this year approved an increase in the state's tobacco taxes to help plug a $2 billion budget shortfall. Gov. Mike Braun signed off on raising the cigarette tax by $2 a pack and the 200% bump went into effect. The state's cigarette taxes rose from about $1 to $3 a pack. Taxes on other tobacco products, such as cigars and e-cigarettes, also increased. Legislative leaders, when unveiling the tax increase in the final days of the session, said they expect it to raise roughly $800 million over the two-year budget cycle, helping fund the state's Medicaid costs. "Along with revenue comes a really pretty good public policy that was going to help persuade people to either not start smoking or stop smoking at the same time," Indiana Sen. Pro Tempore Rodric Bray, R-Martinsville, said in April. With the tax increasing in Indiana from just under $1 a pack to nearly $3 a pack, the Hoosier State now has the 12th highest state cigarette tax in the country and a higher rate than any of the states that touch its borders.
