Senior who dragged dog in Pangasinan identified; pet survives
Barangay officials from Banaoang traced the man to a village in Dagupan City. With help from the Calasiao Veterinary Office and the police, they visited the man and confirmed that he was the rider seen in the viral video.
According to the police, the man claimed the dog was his pet and he had no intention of hurting it.
'Gusto niya ilipat sa bahay ng anak niya kaya itinali niya roon. Ang sabi naman niya, dahan-dahan lang 'yung takbo ng motor niya. Noong una, nakakasabay pa raw 'yung aso. Pero later on, hindi niya napansin na nakaladkad na 'yung aso,' Police Captain Anthony Doctolero, deputy chief of the Calasiao Police Station, said.
The man said he only stopped after someone told him that the dog was being dragged. He then carried the dog home.
The dog survived with only minor injuries. It was treated immediately by the municipal veterinary team and is now recovering.
'So far 'yung aso is buhay naman at okay naman. May sugat siya sa paa pero nagamot na, naka-bandage na. Malakas na siya,' Calasiao Municipal Veterinarian, Dr. Jorge Bandong said.
Authorities explained to the dog owner the potential legal consequences he could face.
While the dog remains in his custody, police say they are reviewing whether to file charges under the Animal Welfare Act.
'Pinag-aaralan natin 'yung mga kaso na pwedeng isampa, sa Animal Welfare Act. Papasok siya sa animal cruelty pero pinapaubaya na namin sa Veterinary Office ang legal na aksyon na gagawin,' Doctolero added. — GMA Regional TV News

Albay hospital struggles with leaking, overcrowding, power woes
Buckets to catch leaks, soaked floors, overcrowded rooms, and no electricity. This is the daily reality faced by staff and patients of the Pio Duran Memorial District Hospital (PDMDH), the lone public infirmary hospital catering to residents of Pio Duran, Albay and nearby areas. Nurse II and Ward Supervisor Joane Romero shared the dire situation in a Facebook post, showing buckets scattered around the old hospital building to catch rainwater leaking from a damaged roof. 'Aside sa hindi na safe ang building due to flooding, pahirapan din talaga ang pag-evacuate sa mga patient and also the staff,' Romero wrote. Romero said the old facility is inundated regularly by rainwater due to its poor condition. During storms or heavy rains, the hospital is forced to evacuate patients to a new facility nearby, one that is still under construction and not yet fully operational. 'Kapag may bagyo at sobrang lakas ng ulan, nag-e-evacuate talaga kami sa bagong hospital. Ang problema, hindi pa ito fully constructed kaya nagsisiksikan lahat sa isang kwarto — bata, matanda, bagong panganak, kahit 'yung mga naka-isolate,' Romero told GMA Regional TV News. PDMDH is officially an infirmary-level hospital with a capacity of only 25 beds, yet they often admit far beyond that. 'Like now 40 po ang patient namen,' Romero said. The situation becomes even more difficult during emergency transfers. 'Pahirapan po mag-transport ng pasyente kasi wala pa pong gamit dito sa bagong hospital, at wala pa kahit kuryente,' she said. While transferring patients to the new site takes only about 10 minutes by vehicle, referring critical cases to bigger hospitals such as Josefina Belmonte Duran Albay Provincial Hospital (JBDAPH) in Ligao or the Bicol Regional Medical Center (BRMCH) in Legazpi can take one to two hours, which is time that can be critical for patients in distress. Despite the current limitations, hospital administrators say help is on the way. Cleo Mangente, PDMDH's Officer-in-Charge and Administrative Officer, said they aim to relocate fully to the new hospital site in Barangay Caratagan by 2026. The plan also includes upgrading the hospital's classification from an infirmary to Level 1. '[We're] planning that next year we can finally transfer... for the safety of the patients, especially during calamities [such as] typhoons,' Mangente said. 'We will work on upgrading the equipment, and convincing doctors render their services to us,' she added. The hospital's large catchment area, covering patients from Pio Duran, Ligao, and parts of Masbate and Sorsogon, adds to the pressure for an expanded, fully functioning facility. However, aside from the unfinished structure, another major concern is the unreliable power supply. Mangente confirmed that the hospital suffers from daily low-voltage issues, which affect equipment usage. 'Yes, [outages are] very frequent, on a daily basis… We are using the genset during peak hours so we can at least run essential equipment and prevent breakdowns,' Mangente said. PDMDH remains the only inpatient public hospital in the municipality, and its staff are hoping their appeal will reach local leaders, especially newly elected officials. 'Medyo matagal na po [naming dinadala 'to]... Sana po makaabot na sa ating new governor, 'yung concern namin dito sa Pio Duran since solo-ng hospital po ito na nag ca-cater ng inpatient,' Romero said. Albay Governor Noel Rosal earlier acknowledged that the province's healthcare system is in "dire need" of improvement. Following his official return to the governorship, Rosal vowed to prioritize health services as part of his broader efforts to "rebrand Albay." In a Facebook post dated June 3, 2025, Rosal said he visited JBDAPH. He said it is a major provincial project funded through a P1.2 billion loan. He said the project has been delayed for too long and vowed to make it operational by October 2025, so the public can benefit from the province's major investment. 'Grabe na delay kaini. Gigibuon ta ang gabos, mapadalagan ta na ini. Target ta on or before October 2025 para mapakinabangan ta na dakula ining investment kang Albay,' he wrote.

Illegal dog fighting busted, dogs rescued in La Paz
An illegal dog fighting operation, which may be viewed live and online, was busted and several fighting dogs were rescued by authorities in La Paz, Tarlac. According to Jonathan Andal's report in '24 Oras' on Monday, authorities raided the arena by virtue of a search warrant following a tip provided by an informant. The police also arrested the person running the dog fight a certain alias "Akira." With the joint forces from the Philippine National Police (PNP) Anti-Organized Crime Unit, Presidential Anti-Organized Crime Commission (PAOCC), and the Animal Welfare Investigation Project (AWIP), three dogs were rescued in the raid. Seven puppies were initially rescued after authorities bought them from the suspect to gian his trust. The puppies that are about eight-weeks old, were being trained for fighting, the report said. 'Pinapakagat nila 'yung tuta sa malalaking aso para maging mas ano 'to, mas wild, mas maging agresibo 'yung tuta habang lumalaki…nai-immune na siya sa mga kagat-kagat. Tapos pinapalo-palo nila,' said PAOCC executive director Gilbert Cruz. (They let bigger dogs bite the puppies as part of their training to make them become wild and aggressive as they grow up…They also beat the puppies.) 'Generally, what happens is that they will use, for example, weighted collars, they will use poles with something on the end of it to train these dogs and condition these dogs. Generally, conditioning is for a long period of time. In this case, however, the individual just wanted to get to a fight. This is very, very unacceptable,' said Jacob Lloyd of AWIP. Authorities also seized items used to train the dogs such as improvised wooden bite sticks, weighted collars, training pole, fight cage, healing oil, and other medicines for dogs. The PAOCC is now investigating where the illegal dog fight is being streamed online as there are reportedly foreign bettors. 'Hindi lang peso ang pustahan diyan. Talagang may pumupusta ng mga dollars diyan o depende kung saang bansa,' said Cruz. (The bets are not only in peso. There were people betting in dollars or other currencies depending on what country they are from.) The rescued dogs are now under the care of the AWIP. The suspect is detained at the PNP Criminal Investigation Detection Group for violation of the Animal Welfare Act. GMA Integrated News is trying to reach him out for comment. Animal welfare group protests alleged maltreatment in Manila Zoo
Some members of an animal welfare group staged a rally at the Luneta Park to raise the issue of alleged malnourished animals at the Manila Zoo, according to a report on "24 Oras" Thursday. People for the Ethical Treatment of Animals (PETA) said the animals at the zoo are being fed but they seem to be maltreated because of their situation beause they are not in their natural habitat and they live in small enclosures. PETA added that using a zoo to educate children is not acceptable. GMA News is getting a reaction from the Manila City government, which manages the Manila Zoo. The maltreatment of animals is strictly prohibited under the Animal Welfare Act. According to Republic Act No. 10631 or the Philippine Animal Welfare Act of 2013, any person who is found to torture, hurt or maltreat animals may be imprisoned for up to three years and fined for up to P250,000. — BAP, GMA Integrated News
