
Perth and Kinross Council votes to start process to create Scotland's third short-term let control area
After previously rejecting the move, Perth and Kinross councillors have voted to begin the process of creating Scotland's third short-term let control area.
In August 2024 Perth and Kinross Council's (PKC) Economy and Infrastructure Committee voted against introducing a planning control area for Highland and North Eastern Perthshire.
But on Wednesday, May 7 the proposal was once again recommended for approval and was this time put before all elected members for consideration, rather than just those on the relevant committee.
Previously it was rejected by a single vote. This time - with all councillors able to vote (except Provost McDade who declared a financial interest and Cllr Frank Smith who was absent) - it was voted through by 24 votes to 14.
One Labour, four Liberal Democrat, two Independent and all 17 SNP councillors voted to start the process of creating a short-term let (STL) control area in Highland Perthshire and North Eastern Perthshire.
Twelve Conservative councillors, Liberal Democrat councillor Willie Robertson and Independent (former Conservative) councillor Colin Stewart voted against it.
Last year Liberal Democrat councillor Claire McLaren voted against the proposal. On Wednesday, the Strathtay ward councillor voted in support of the proposal.
At Wednesday's meeting, Conservative councillor Angus Forbes asked why councillors were being asked again to vote on the proposal.
Depute provost Andrew Parrott said: "My understanding is we are perfectly entitled to bring the matter - after a six-month period - so that is what we are doing and it is perfectly proper to bring it to full council so that is what we are doing."
Cllr Forbes questioned if it was "because the political arithmetic is better for the administration at this meeting".
SNP council leader Grant Laing suggested a precedent was set when councillors were asked to vote again on the controversial Central Production Unit (CPU) for school meals.
PKC initially rejected the recommendation for its nursery and primary school main meals to be provided on a cook fresh/freeze basis by Tay Cuisine at its CPU in Dundee, which opened in 2020. But - after the Scottish Government pledged in May 2021 to deliver free school meals to all Scotland's primary pupils - Perth and Kinross councillors were asked to vote again on the issue in June 2021 and approved it by 21 votes to 16.
Cllr Laing said: "So there is a precedent to bringing something back.
"I think it's such an important thing, the whole council should do it rather a committee. I think that everybody who lives and has voted in that area should have the chance to show where their allegiance lies or what they think is the best way forward."
Association of Scotland's Self-Caterers chief executive Fiona Campbell urged Perth and Kinross councillors to reject the proposal.
She said: "Across Perth and Kinross, only 1.7 per cent of properties are STLs, compared to 3.5 per cent sitting empty.
"In Dunkeld and Birnam, council data wrongly claimed 15 per cent STL saturation — when actual self-catering units (SCUs) account for just 5.7 per cent. That's a fundamental misrepresentation. It is critical to differentiate between SCUs and second homes - second homes generate no economic benefit. You're being asked to legislate on flawed figures.
She added: "STLs are not the cause of housing scarcity — but they are being treated as such. This narrative ignores larger structural issues: a lack of new supply, demographic shifts, and poor delivery of affordable homes.
"The economic cost would be severe. Independent analysis from BiGGAR Economics shows STLs in Perth and Kinross generate over £51 million in local economic value, and support nearly 1,800 jobs. On average, each STL contributes more than three times the economic output of a private home."
She added: "The Highland Council introduced a PCA in March 2024 — triggering over 200 applications, overwhelming their planning system, and creating confusion and huge expense to the sector. One year on, there is zero evidence that it has delivered a single additional home."
The entire City of Edinburgh council area and Highland Council's Badenoch and Strathspey ward are Scotland's only two short-term let control areas.
Moving it for approval, SNP council leader Grant Laing said: "It will introduce stronger and clearer planning controls to manage the number of new short-term lets across these areas.
"The introduction of a short-term let control area will require all residential property owners to apply for planning permission for change of use from a residential property to a short-term let.
"The introduction of an STL control area will have no new impact on many other property owners as they already have to apply for a change of use. It will also not impact existing STLs. Irrespective of the STL control area, the requirement for a licence remains."
Seconding the move, deputy SNP leader Eric Drysdale stressed: "We are only talking about seeking to better manage new short-term lets, not to close down any existing STL businesses."
Tabling an amendment to reject the proposal, Highland Perthshire Conservative councillor John Duff said: "This same proposal came before the Economy and Infrastructure Committee in August 2024 and was quite rightly rejected then. Nothing has changed in these last nine months to alter that position, and we should reject the proposal again today."
The Conservative group leader said it would further hit the tourism and retail sector which had still not recovered from COVID.
Cllr Duff added: "It's not that long ago that we, in this chamber, approved a bid to make this exact same area the Tay Forest National Park; remember that? National Park status would have significantly increased tourism for Highland Perthshire. And yet now, the administration is bringing forward a short-term let control area. Quite frankly, you couldn't make it up!"
Councillors voted by 24 votes to 14 to proceed with the notice of a proposal for the designation of an STL control area for Highland Perthshire and northern part of the Eastern housing market areas.

Aberthaw Power Station £5m settlement 'blindsided' cllrs
The £5.25m sum was paid to a company that brought a legal challenge to how the Cardiff Captial Region, which is made up of 10 councils in South East Wales including those in Gwent, awarded a contract for the demolition of a former power station. Earlier this year a High Court judge declared the contract to demolish Aberthaw Power Station for the Cardiff Capital Region was awarded unlawfully but the size of the settlement was only revealed in June and a councillor said he only learnt about it from news reports. Councillors who sit on the region's overview and scrutiny committee. who met this week, complained they hadn't been fully informed of the proceedings, and accepted they had failed to properly scrutinise the region's leadership and its executive. Armand Watts, a Labour councillor from Monmouthshire council, told the meeting: 'There's nothing worse as councillors than the feeling of being blindsided. That is how we felt. The first I properly understood this was reading about it in the newspapers.' Cllr Watts said it was 'embarrassing' for himself and Monmouthshire's Conservative representative on the committee, Cllr Jan Butler. He said: 'People were saying what's going on? And we didn't know as we hadn't discussed it.' He added: 'We should fear our electorate, they are reading headlines in newspapers and asking how did it ever get to this point?' Susan Lloyd-Selby, a Labour councillor for the Vale of Glamorgan which includes Aberthaw, said she wanted to know more about the independent review the region has commissioned and said there are also local concerns around the ongoing demolition work which she said were causing 'reputational issues' for the body. Cardiff Labour councillor Peter Wong said he'd been unhappy from the start with how the region had handled the £38m purchase of the former coal fired power station, in 2022. It intends developing the site as a renewable energy park and is doing so through Cardiff Capital Region Energy a limited company in which the Cardiff Capital Region is the only shareholder. Cllr Wong said: 'At the very first meeting at Aberthaw I asked can we see the business case and was told no, not even in confidence. That didn't help the level of transparency. 'I'm not saying that wouldn't have led to the issues at Aberthaw but that lack of transparency doesn't help. I genuinely think there needs to be more transparency and more effective scrutiny than we've currently been doing.' Later in the meeting Cllr Wong criticised the draft annual report of the South East Wales Corporate Joint Committee, which is the formal name for the capital region as one of four joint committees established across Wales. He compared it to the highly controlled decision making of the former Soviet Union and said: 'I don't think the report in front of us reflects what happened. It feels very much politburo stuff.' During the meeting Monmouthshire County Council's Labour leader, Mary Ann Brocklesby, who is the chair of the capital region said the 'procurement issue around Aberthaw' was 'without question' the body's 'low point' of the year. Chief executive Kellie Beirne said the independent review is being conducted by accountancy firm Deloitte and is about 'half way through' and is expected to be delivered in the early autumn. Ms Beirne also stated she isn't a board member of Cardiff Capital Region Energy and also reminded members the legal proceedings were against Cardiff council and said the region is bound by a confidentiality agreement. It has previously said the £5.25m settlement has been funded from commercial returns on interest generated on balances it holds, and there was no requirement for further public funding.

SNP ministers have been criticised for 'glacial progress' after it was revealed that only three of the estimated 1,450 buildings that might require cladding work in Scotland have been assessed. Following the Grenfell disaster, governments have been pressured to ensure that buildings are safe, particularly due to concerns over cladding brought on by the Grenfell disaster. Advertisement Hide Ad Advertisement Hide Ad Grenfell Tower New statistics published by the Scottish Government have revealed that out of an estimated 1,450 buildings that may require work to remove cladding, just three have been fully assessed under Scotland's cladding remediation programme. Remediation work has only been completed on a mere 0.2 per cent of potentially affected buildings. The data revealed that another 12 single building assessments (SBAs), which assess any risk to life as a result of cladding, are currently underway. The Scottish Government defines a 'single building assessment' as one which 'results in a report on any risk to human life that is (directly or indirectly) created or exacerbated by a building's external wall cladding system', and 'what work (if any) is needed to eliminate or mitigate the risk'. The statistics have come despite the Scottish Government scheme having already received 600 expressions of interest from those responsible for potentially impacted buildings. The expressions of interest have been submitted for buildings in 18 of the 32 local authority areas in Scotland, with the largest proportion relating to buildings in Glasgow. Advertisement Hide Ad Advertisement Hide Ad This lack of progress contrasts with the situation south of the Border, where 2,490 buildings identified with unsafe cladding have started or completed remediation works, representing 48 per cent of buildings within the programme. In England, there is a target to complete the remediation of high-rise buildings by 2029 and for mid-rise buildings to have either been completely remediated by the date, or to have a plan in place with a date set for completion. In Scotland, no such target exists. The Scottish Liberal Democrats have claimed there is 'no excuse' for slow progress after the Grenfell tragedy eight years ago. 'This is an issue where Scotland simply cannot afford to fall behind; by moving so sluggishly with the necessary building works, the SNP government are only increasing the risks to peoples' lives. 'That's why I am imploring ministers to urgently step up the pace in fixing at-risk buildings and keep homeowners, residents and local authorities informed on developments.' 'We committed to addressing unsafe cladding and the wider system failures that allowed these risks to go unchallenged. That commitment is now underpinned by law through the Housing (Cladding Remediation) (Scotland) Act 2024, which took effect in January 2025. 'We are moving at pace to support the identification, assessment, mitigation and remediation of buildings affected by unsafe cladding.
