BII signs $300mln deals to accelerate Egypt's green projects
These projects are a 1.10 gigawatt (GW) Gulf of Suez Wind Farm and a 1.10 GW integrated solar and battery storage project with Scatec, according to a press release.
The financing comes as part of BII's investment plan to boost Egypt's energy transition and build climate-resilient infrastructure that drives growth in North African countries.
Valued at $1.20 billion, the Gulf of Suez Wind Farm project marks Africa's largest onshore wind development, and it is expected to generate 4,500 gigawatt-hour (GWh) annually. This will contribute to eliminating 2.50 million metric tons of CO₂ emissions on a yearly basis.
BII's $190 million investment forms part of a broader $704 million in debt financing, with a consortium of development finance institutions (DFIs).
The European Bank for Reconstruction and Development (EBRD), the African Development Bank (AfDB), the German Investment and Development Company (DEG), the OPEC Fund for International Development, and the Arab Energy Fund participated in the transaction.
The project comes within the framework of Egypt's Nexus of Water, Food & Energy (NWFE) program and will create over 10,000 power-enabled jobs.
Moreover, BII signed an agreement to co-finance Egypt's first integrated solar photovoltaic (PV) and battery energy storage system (BESS), in partnership with Scatec, AfDB, and EBRD.
The $479.10 million project accounts for 80% of the total capital cost, producing 1.10 GW of solar PV capacity and 200 MWh of battery storage.
BII is securing a $100 million concessional loan and a $15 million grant to lower the cost of the BESS component, attracting private investment and developing a model for future deals.
The projects align with BII's North Africa climate strategy to enhance climate resilience for future generations.

Being a key partner for BII, Egypt has a portfolio size of over $708 million, reflecting its commitment to supporting the region's climate agenda.

Germany proposes law to speed up geothermal and clean heat expansion
Germany's economy ministry presented a draft law on Friday that would accelerate the expansion of geothermal energy projects, as Berlin aims to phase out the use of fossil fuels in heating systems by 2045. The new bill offers simplified approval procedures for geothermal facilities, heat pumps, heat storage, and heating pipelines. It would legally designate these projects as being of "overriding public interest", similar to the status given to wind and solar energy, and push for accelerated permitting through changes in mining, water, and environmental laws. It would also give government mining authorities fixed deadlines for project approval procedures and ease restrictions on geothermal exploration. Under the bill, mining authorities would be able to waive a requirement for an operational plan for larger heat generation projects under certain conditions and would be required to respond within set deadlines when notified of planned drilling activities. It also gives them the power to require geothermal companies to provide financial security against potential mining damages related to their projects. The renewed interest in geothermal energy in Germany follows an energy price spike resulting from Russia's 2022 invasion of Ukraine that prompted major municipal utilities — as well as German and international fossil fuel firms — to explore new investment opportunities in the sector. Germany's ambitions to cut greenhouse emissions in the building sector, where heating is the main emissions contributor, has also boosted interest in geothermal energy. The new bill, which the economy ministry hopes will enter into force at the start of next year, must now be approved by Germany's cabinet as well as the lower and upper houses of parliament.

The cable has now come ashore at Port Said on the Mediterranean coast and at Ras Ghareb on the Red Sea. Telecom Egypt facilitated the connection between the two coastal landing points by ensuring diverse and resilient terrestrial crossing routes were in place. With this, the SEA-ME-WE-6 subsea cable has completed its landing activities in Egypt. SEA-ME-WE-6 is the sixth edition of the SEA-ME-WE cable system family. The system connects Singapore (Tuas) to France (Marseille), crossing Egypts territory terrestrially. SubCom serves as the contractor responsible for building the subsea cable system. Upon completion, the SEA-ME-WE-6 cable system will establish a strategic connection between Africa, Asia and Europe through its 17 landing points, significantly enhancing global network infrastructure. Spanning a distance of 21,700 km, the systems consortium comprises 16 major subsea cable providers, including Telecom Egypt, alongside BEYON B.S.C (Bahrain), Bangladesh Submarine Cables PLC, Bharti Airtel Ltd. (India), China United Network Communications Group Company Limited, Dhiraagu (Maldives), Djibouti Telecom, Microsoft (United States), Mobily (Saudi Arabia), Orange (France), PCCW Global , Singtel (Singapore), Sri Lanka Telecom, Telekom Malaysia, Telin (Indonesia) and Trans World Associates (Pakistan). Jordan's cabinet approves framework to boost green hydrogen projects
AMMAN – The Cabinet on Wednesday approved a "comprehensive" framework aimed at accelerating the development of green hydrogen projects across the Kingdom. The newly endorsed mechanism outlines a strategic vision to position the Kingdom as a "regional" hub for green hydrogen production, the Jordan News Agency, Petra, said. The Ministry of Energy and Mineral Resources prepared the framework, which emphasises Jordan's natural and regulatory advantages, and presents the Kingdom as an 'attractive' destination for investment in this "emerging" sector. The ministry described the framework for developing green hydrogen projects as a "strategic step towards positioning Jordan as a regional centre for green hydrogen production." The ministry said that the framework outlines a comprehensive national vision that leverages Jordan's "abundant renewable energy resources, particularly solar and wind power, as well as the country's vast, unutilised lands suitable for green hydrogen development." The concept paper, prepared by the ministry, highlights Jordan's natural and regulatory advantages, noting that they make the Kingdom an attractive destination for investment in the emerging green hydrogen sector, according to Petra. The approved mechanism includes a "detailed" plan to facilitate investment in the industry, and designates strategic sites in southern Jordan for renewable energy production and allocate an "industrial zone" within the Aqaba Special Economic Zone Authority for establishing green hydrogen plants and water desalination facilities. The plan entails the development of shared infrastructure in Aqaba, including desalination units, green ammonia storage facilities, export terminals and other critical logistics needed for project implementation. The mechanism offers a package of incentives backed by current legislation to attract investors, including the Investment Environment Law and the Aqaba Special Economic Zone Law. It also establishes a "contractual" pathway for investors, from signing memoranda of understanding and conducting feasibility studies to securing land-use agreements and finalising investment contracts. The government has formed a national green hydrogen committee comprising relevant stakeholders. The committee will oversee implementation of the strategy and coordinate related investments in line with Jordan's broader vision for strengthening food security, increasing exports, and transitioning to a sustainable, green economy. The government last week approved two land-use agreements, one with Jordan's Philadelphia Solar and the other with Germany's Enertrag, to conduct feasibility studies for green hydrogen production projects. "These are part of the government's broader strategy to position Jordan as a regional hub for green hydrogen," the statement read. With these agreements, the number of approved land-use deals for hydrogen development has reached six, out of 13 MoUs previously signed with leading energy companies. The six firms have completed preliminary feasibility studies and technical reports and are now advancing to the land allocation stage, the statement said. During this phase, companies will carry out "detailed" measurements of renewable energy sources to prepare "final" feasibility studies.
