In an interview to discuss the special intensive revision of the electoral rolls in Bihar, which seems to grow more controversial every day, a former Election Commissioner has said it is 'abrupt, aggressive, ambitious and, at this point of time, it was avoidable'. During the interview, Ashok Lavasa repeatedly said that aspects of the special intensive revision would be 'unfair' both to voters and the machinery undertaking the task.
Lavasa repeatedly said that the Election Commission has established over the last 75 years a workable procedure for enrolling voters and there was no need to suddenly change the procedure when undertaking this special intensive revision in Bihar. He accepted that in previous decades the Election Commission has not sought proof of citizenship before enrolling adult voters. The special intensive revision (SIR) of the electoral rolls is underway in Bihar, with six more days for the July 25 deadline. 'The Election Commission is making all possible efforts to ensure that the remaining nearly 32 lakh electors are added to the draft Electoral Roll," the poll body announced on Saturday. The draft electoral rolls will be published on August 1. The booth-level officers (BLOs) have already completed three rounds of house-to-house visits and have established contact with the electors. 'A concerted effort by the entire electoral machinery along with yet another round of visits by the BLOs has also been started to establish contact with the remaining electors," the ECI said. The poll body also assured that in case any name has been added by mistake, has been left out, or there is any error in the draft electoral rolls, this can be rectified by August 30. The poll body also said that a total of 11,000 voters in the existing voter list are not traceable, up from nearly 7,000 listed on Friday. Out of the 41.64 lakh missing voters, 14.29 lakh are probably dead, up from 12.71 lakh listed till Friday. A total of 19.74 lakh voters have probably shifted permanently, up from the 18.16 lakh reported earlier. The number of voters who have registered at multiple places has increased from 5.92 lakh to 7.50 lakh. Over 88% forms digitised The ECI has also digitised over 88% (6.96 crore) of the enumeration forms as of date, up from 6.96 crore reported till Friday. The last date for disposing of claims and objections is September 25, and the final electoral rolls will be published on September 30. The ECI reminded the voters that if they are aggrieved by any decision of the ERO, they can appeal to the district magistrate and the chief electoral officer. New Delhi: The Election Commission on Friday said that 95.92% of electors in Bihar have been covered under the draft electoral list as part of the ongoing Special Intensive Revision (SIR) exercise, with six more days remaining. As per official data, out of 7.89 crore total electors (as on June 24, 2025), over 7.57 crore total electors have been covered. Around 4.08% i.e., 32.23 lakh remaining enumeration forms are yet to be received, the release said. It said during the ongoing Special Intensive Revision (SIR) of the Electoral Rolls in Bihar, the entire electoral machinery, that is, nearly 1 lakh BLOs, 4 lakh volunteers, 1.5 lakh BLAs appointed by the political parties and their district presidents are working together in a mission mode to ensure that the name of no eligible elector is left out from the draft Electoral Roll to be published on August 1, 2025. "With six more days still to go for filling up of the enumeration forms, the Election Commission is making all possible efforts to ensure that the remaining nearly 32 lakh electors are added to the draft electoral roll," the release said. BLOs have already completed over three rounds of the house-to-house visits and have established contact with the electors. A concerted effort by the entire electoral machinery along with yet another round of visits by the BLOs has also been started to establish contact with the remaining electors. To enroll the remaining electors, special camps have been setup in all the 5,683 wards of all 261 Urban Local Bodies (ULBs) in Bihar. The draft electoral roll will be published on August 1, 2025. Any rectification can be filed by August 30, 2025. The release said that 41.64 lakh electors have not been found at their given addresses. These include 14.29 lakh probably deceased, 19.74 lakh who have probably permanently shifted, 7.50 lakh electors identified as enrolled at multiple places, and 11,000 who were not traceable.

Patna: The Election Commission on Saturday said 95.92% of Bihar's total 7.90 crore electors was covered under the special intensive revision (SIR) of the electoral rolls and only a little over 4% (32,23,023) of them are yet to submit their filled-up enumeration forms. "The EC is making all possible efforts to ensure that the remaining nearly 32 lakh electors are added to the draft electoral roll," the EC said in a press statement on Saturday. It added that BLOs have already completed over three rounds of house-to-house visits and have established contact with the electors.
