OpenAI offers to help countries build AI systems

Time of India08-05-2025
HighlightsOpenAI has launched an initiative to assist countries in developing their own artificial intelligence infrastructure, in collaboration with the United States government. The initiative is a response to requests from various countries seeking to establish AI systems that operate on democratic principles, contrasting with authoritarian alternatives. Partner countries will invest in the broader Stargate Project, which aims to bolster United States leadership in the artificial intelligence sector by providing customized AI solutions for local needs.
OpenAI on Wednesday announced an initiative to help countries build their own artificial intelligence (AI) infrastructures, with the US government a partner in projects.
The San Francisco tech firm's move to put its technology at the heart of
national AI platforms
around the world comes as it faces competition from Chinese rival DeepSeek.
DeepSeek's success in delivering powerful AI models at a lower cost has rattled Silicon Valley and multiplied calls for US big tech to protect its dominance of the emerging technology.
"It's clear to everyone now that this kind of infrastructure is going to be the backbone of future economic growth and national development," OpenAI said in a blog post.
"This is a moment when we need to act to support countries around the world that would prefer to build on
democratic AI
rails, and provide a clear alternative to authoritarian versions of AI that would deploy it to consolidate power."
The OpenAI for Countries initiative was launched under the auspices of a Stargate drive announced by US President Donald Trump to invest up to $500 billion in AI infrastructure in the United States.
"We've heard from many countries asking for help in building out similar AI infrastructure," OpenAI said.
"In response to these interested governments, OpenAI is offering a new kind of partnership for the Intelligence Age."
OpenAI, in "coordination" with the US government, will help countries build datacenters and provide customized versions of its ChatGPT AI tailored for local languages and cultures to improve healthcare, education and public services, according to the tech firm.
Projects are to involve "local as well as OpenAI capital".
Partner countries would invest in the broader
Stargate Project
to expand "US-led AI leadership," OpenAI said.

Volkswagen stops production at Chinese plant in electric push

Volkswagen and its Chinese partner SAIC have shuttered production at a plant in China due to slowing demand for internal combustion engine cars, a Volkswagen spokesman told AFP Friday. "Volkswagen Group and its joint venture partners are accelerating the transformation towards electric, intelligent, connected vehicles," the spokesman said. "Many SAIC Volkswagen sites are currently being converted or have already been converted for electric vehicle production," he added. The spokesman confirmed that production had ceased at a plant in Nanjing, a move first reported by business daily Handelsblatt. A company source told AFP that part of the reason for stopping production was the plant's urban location, which makes retrofitting and expansion work for electric vehicle (EV) production difficult. EV sales are far advanced in China, the world's largest car market, forcing European companies that have traditionally specialised in petrol or diesel vehicles to respond. Volkswagen itself has suffered years of declining sales in China in the face of EVs offered by local competitors such as BYD. It is trying to fight back using local expertise as part of its "In China, for China" strategy. "The production network will also be aligned with and optimised for this comprehensive strategic push," the spokesman said. Volkswagen said Wednesday that its vehicle deliveries in China had dropped by just over two percent in the first half of this year. That fall was nevertheless smaller than the 7.4 percent drop it reported in the first half of last year. vbw/fz/jj>

S Jaishankar to visit China for SCO foreign ministers' meet in Tianjin

External Affairs Minister S Jaishankar will travel to China to participate in the foreign ministers' meeting of the SCO bloc in the Chinese city of Tianjin next week, an official announcement here said on Saturday. The Meeting of the Council of the Ministers of Foreign Affairs of the SCO will be held in Tianjin on July 15, a statement by a spokesperson of the Chinese Foreign Ministry here said on Saturday. In addition to attending the SCO meeting, Jaishankar will also pay a visit to China, the spokesperson said, without specifying it. At the invitation of the member of the Political Bureau of the Communist Party of China and Foreign Minister Wang Yi, foreign ministers of other SCO member states and heads of the bloc's permanent bodies will attend the meeting, the statement said. The ministers will exchange views on SCO cooperation in various fields and major international and regional issues, it said. The SCO comprises 10 member states - China, Russia, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Uzbekistan and Belarus. A host of issues between the two countries, including the current normalisation process between the two countries, China's stoppage of the key rare earth metals required to manufacture a host of products, including automobiles, are expected to figure in the talks. Earlier, reports said that Jaishankar will visit Beijing on July 13 for talks with Wang. Jaishankar's visit follows the recent visits of Defence Minister Rajnath Singh and National Security Advisor Ajit Doval to China. It would be Jaishankar's first visit to China after the ties between the two countries came under severe strain following the 2020 military standoff along the Line of Actual Control (LAC) in eastern Ladakh. Wang may also visit India this month to hold a fresh round of talks with NSA Doval under the framework of Special Representatives (SR) dialogue on the boundary dispute, it is learnt. Both Wang and Doval are the designated SRs of the boundary mechanism. Both countries held 23 rounds of talks under the SRs mechanism to resolve the vexed boundary dispute spanning 3,488 km, but without success. Defence Minister Singh travelled to the Chinese port city of Qingdao last month to participate in the SCO defence ministers' conference. China is the current chair of the SCO, and it is hosting the meetings of the grouping in that capacity. During his talks with Chinese Defence Minister Gen Dong Jun on June 26, Singh proposed that India and China should solve the "complex issues" under a structured roadmap comprising steps to de-escalate tensions along the frontiers and rejuvenate the existing mechanism to demarcate the borders. Singh and Dong held bilateral talks on the sidelines of a conclave of the Shanghai Cooperation Organisation (SCO) with a focus on maintaining peace and tranquillity along the Line of Actual Control (LAC). Singh had also emphasised the need to create "good neighbourly conditions" to achieve the best mutual benefits and called for "taking action on the ground" to bridge the "trust deficit" resulting from the 2020 eastern Ladakh border standoff, according to an Indian readout on the meeting on June 27. Reacting to Singh's statement, Chinese foreign ministry spokesperson Mao Ning had said the boundary question is complicated, and it takes time to settle it. The military standoff between China and India in eastern Ladakh began in May 2020, and a deadly clash at the Galwan Valley in June that year resulted in a severe strain in ties between the two neighbours. The face-off effectively ended following completion of the disengagement process from the last two friction points of Demchok and Depsang under an agreement finalised on October 21. China and India are currently in the process of normalising relations. The decision to revive the SR mechanism and other such dialogue formats was taken at a meeting between Prime Minister Narendra Modi and Chinese President Xi Jinping in Kazan, Russia, on October 23. The Modi-Xi meeting came two days after India and China firmed up a disengagement pact for Depsang and Demchok. In the last few months, India and China have initiated a number of measures to repair the bilateral ties.
