
‘Ramli will lead Penang effectively'
PENANG is confident that new Governor Tun Ramli Ngah Talib will lead the state effectively, given his experience in Perak.
Penang Chief Minister Chow Kon Yeow said Ramli was an experienced leader and administrator who had served the country for many decades.
'We believe he will be able to contribute to the state's continued development,' he said.
Born on March 16, 1941, in Pasir Salak, Perak, Ramli demonstrated his leadership credentials as the eighth Perak mentri besar, a position he held for 17 years from 1982 to 1999, making him the longest-serving chief executive of the state.
His political journey began in 1978 when he was elected Kampung Gajah assemblyman and then appointed a state executive councillor.
After his tenure in the state administration, Ramli went on to the federal level when he was elected as Pasir Salak MP in 2004, Bernama reported.
In his first term in Parliament, he was entrusted to chair the Public Accounts Committee (PAC), a key parliamentary oversight body, before being appointed Speaker of the Dewan Rakyat, a post he held until 2008.
Ramli's leadership within Umno was equally significant, having chaired the Perak Umno liaison committee for 16 years (1984 to 2000) and being member of the party supreme council from 1980 to 2006.
Chow said with the appointment officially completed in accordance with Article One of the State Constitution, the state secretary's office (SUK) will now handle several matters, including the swearing-in ceremony which will take place on May 1 at Dewan Sri Pinang.
'Invitations will be issued by the SUK office, and other events will be announced in due course to welcome the new head of state,' he said.
On April 24, the former Dewan Rakyat Speaker was appointed the ninth Yang di-Pertua Negri of Penang, effective May 1.
He received the instrument of appointment from His Majesty Sultan Ibrahim, King of Malaysia, during a presentation ceremony at Istana Negara.
At the ceremony, Ramli, 84, was also conferred the Seri Maharaja Mangku Negara (SMN) award which carries the title Tun.
Ramli's appointment was made in accordance with Article 1 of the Penang Constitution for a term of four years, until April 30, 2029.
The ceremony was also attended by Prime Minister Datuk Seri Anwar Ibrahim and Chow.
An appreciation ceremony was held on April 28 at The Light to honour Tun Ahmad Fuzi Abdul Razak for his service as the Yang di-Pertua Negri for one term.
Earlier, Chow attended the Mass Rapid Transit (MRT) Corp Sdn Bhd's Hari Raya open house at The Top in Komtar.
MRT Corp Sdn Bhd chief executive officer Datuk Mohd Zarif Hashim hosted over 400 guests at the event where they were treated to ketupat, rendang, nasi tomato, satay, cendol and others.
'Those who attended were stakeholders, VIP guests, private and public sectors and the contractors,' he said.

Dewan Rakyat approves AG's Report
KUALA LUMPUR: The Dewan Rakyat yesterday approved the Auditor General's Report 2/2025 on the activities of federal government ministries, departments, statutory bodies, and companies. The report includes matters raised from audits on five programmes, activities, and projects across seven ministries. The motion, tabled by Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said, was passed by a majority voice vote after being debated by 32 Members of Parliament. When winding up the debate for the department, Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) M. Kulasegaran clarified that the Auditor-General may be appointed from among public service officers. "For the information of Honourable Members, Clause 1 of Article 105 of the Federal Constitution provides that the Auditor-General shall be appointed by the Yang di-Pertuan Agong (King) on the advice of the Prime Minister after consultation with the Conference of Rulers. Referring to Article 105 read together with subparagraph 1(1) of the First Schedule to the Audit Act 1957 (Act 62), the Auditor-General may be appointed from among members of the public service, and such appointment is valid," he said. Kulasegaran was responding to Datuk Seri Takiyuddin Hassan (PN-Kota Bharu), who had questioned the appointment of Datuk Wan Suraya Wan Mohd Radzi as Auditor-General while she was still serving in the civil service. Meanwhile, Higher Education Minister Datuk Seri Dr Zambry Abd Kadir, during his winding-up speech, said continuous improvements are underway following the LKAN investigation into procurement management at Universiti Kebangsaan Malaysia (UKM). He said that since Feb 28, measures have been taken to align with the Higher Education Strategic Direction 2025, including urging the Internal Audit Committee to follow up after discovering that several procurement circulars previously used were outdated. "For example, UKM was still referring to Treasury Procurement Circular 2.0 when it had already been updated to version 2.2. The Pre-Tender and Coordination Committees have also been dissolved, effectively ending their functions," he said. Rural and Regional Development deputy minister Datuk Rubiah Wang, responding for her ministry, said it had taken note of AG's Report 2/2025's criticisms regarding Felcra Bhd's oil palm estate performance. Rubiah explained that plantation yields could only be measured progressively, noting that three out of four estates had shown improved output and profits, including Estet Telupid in Sabah, and Sungai Rawit 2 and Aring estates in Kelantan. "However, the current performance of one estate, Estet Dabong, has yet to reach the targeted level. This must be understood in light of unexpected factors, such as a shortage of skilled plantation workers and extreme weather affecting harvesting operations. Nevertheless, Felcra has taken proactive measures, including increasing the number of harvesters and progressively repairing agricultural roads. Recovery efforts are expected to yield more positive results moving forward," she said. Works Minister Datuk Seri Alexander Nanta Linggi, in his winding-up speech, said contractor selection for Phase 1B of the Pan Borneo Sabah Highway Project was conducted through a selective pre-qualification open tender. He said the process was essential to ensure only companies with proven technical, financial, and experience capacity were awarded the large-scale, high-impact project. Nanta also cited delays in land acquisition, utility relocation, labour shortages, and material constraints as key challenges, adding that the ministry had taken remedial steps in collaboration with relevant agencies. Meanwhile, Energy Transition and Water Transformation deputy minister Akmal Nasrullah Mohd Nasir said all criticisms raised, including those on procurement management, would be taken into account.

Mindef claims RM162.7mil from armoured vehicle supplier
KUALA LUMPUR: The Defence Ministry issued a claim notice for RM162.75 million in penalties against its armoured vehicle supplier in January this year, the Dewan Rakyat heard today. Its Deputy Minister, Adly Zahari, said the notice for the late penalty claim was issued due to delays in the delivery of 68 armoured vehicles between 2020 and 2023. He said this in response to the Auditor General's Report 2/2025, which revealed that the ministry had failed to collect RM162.75 million in penalties imposed on its supplier for the armoured vehicle contracts. Adly also said the company subsequently submitted a response and appealed for the late penalty to be waived, citing exceptional circumstances caused by the Covid-19 pandemic and the Russia-Ukraine war. "The appeal was presented on May 6, 2025, and the company was imposed a penalty totalling RM162 million, along with a performance bond amounting to RM53 million. "The remaining penalty sum will be recovered through offset arrangements in current contracts or collected separately from the company," he said during the ministry's winding-up session on the report. On Monday, the AG's Report revealed weaknesses in the Malaysian Army's management of armoured vehicle contracts, including the failure to collect RM162.75 million in penalties imposed on its supplier. According to the report, the penalties stemmed from supply delays involving 70 Gempita units, delivered between August 2020 and December 2022. The assets were delivered up to 1,048 days past the agreed schedule. Despite the delays, the ministry had made full payment of RM7.5 billion for the contract by June 2023. Commenting further, Adly said the ministry acknowledges weaknesses in enforcing contract terms and is currently in the process of developing a contract monitoring system to assist officers in overseeing contracts. "This is to ensure that even if we grant an extension of time, we do not delay the imposition of late penalties until the project is completed," he said.
