Political cosyism behind 3rd medical school decision-making

On 21 May I was introduced to two new words (always a moment of light excitement for me) by Dr Bryce Edwards, Director of the newly established Integrity Institute which publishes regular Integrity Briefings.
On this occasion the new word was 'chumocracy' and 'cosyism': Chumocracy and cosyism.
He was referring to the work of Auckland University Professor of Economics Robert MacCulloch who was calling out 'soft corruption' by political and business elites in Aotearoa New Zealand.
His focus included government, banks, big business and the rightwing 'thinktank' New Zealand Initiative. Such was the strength and persistence of the hostile response from these elites that he felt sufficiently pressured to close his website.
The core of MacCulloch's argument is that New Zealand is run by a 'chumocracy' of elites who are connected by what he calls 'cosyism'.
Third medical school announcement
These were the words that I began to think about after absorbing the announcement by Health Minister Simeon Brown and Universities Minister Shane Reti early in the afternoon of 21 July that it was proceeding with the proposed third medical school at Waikato University: Official announcement.
Later that the same day I was interviewed about the decision on Radio New Zealand's The Panel where my main focus was on the poor process which was likely to lead to an eventual poor outcome: Medical school decision based on poor process.
Nearly two years earlier I had outlined my concerns about the Waikato University proposal in an article published by BusinessDesk (26 August 2023): Third medical school caution.
What is the third medical school
The new medical school is to provide a four-year medical degree for students who already are graduates with a non-medical degree to work as general practitioners (or as other rural doctors) in regional and rural areas. The medical degree at the existing two medical schools, Auckland and Otago, is five years.
The advocated expectation is that the proposed Waikato Medical School will be graduating 120 doctors a year once it is up and running.
With its opening scheduled for 2028 the first graduates should start working as general practitioners or other rural doctors at the earliest in 2037. This gap comprises both the time at the medical school and the time as resident (junior) doctors in training.
Last year the Ministry of Health commissioned a report which advised that that Waikato's teaching model would be similar to the model in Wollongong University, south of Sydney. Reportedly 45% of the latter's graduates become GPs of which around 30% proceeded to work in rural areas.
In 2017 the Auckland and Otago medical schools had proposed that they be allowed to jointly establish a new joint 'school of rural medicine'.
However, while the previous Labour-led government and Ministry of Health was favourably disposed to this initiative, progress was understandably impeded by the Covid-19 pandemic.
In a memo to then Health Minister Shane Reti in September last year, Treasury recommended that Auckland and Otago Medical Schools be asked to present a counter-factual argument to the Waikato proposal. However, it appears that no such invitation was made.
Analysis by the Integrity Institute
The best commentary I have seen on this decision has come from Bryce Edwards in another Integrity Briefing published the same day as the Government's announcement and after my The Panel interview (21 July): Costly case study in policy capture.
Edwards also drew upon the excellent investigative work of Radio New Zealand's Guyan Espinar.
Consistent with his above-mentioned piece on 'chumocracy' and 'cosyism' he describes the decision as:
… not, at its core, a decision about health policy. It is a decision about political power, influence, and the erosion of good process. This project serves as a textbook case study of policy capture, where the interests of a well-connected institution, amplified by high-powered lobbyists, have overridden expert advice, fiscal prudence, and superior alternatives.
Later in his piece he adds:
This lack of transparency and due process is antithetical to good governance. The entire Waikato med school saga has unfolded via secret contracts, private lobbying meetings, and politically wired relationships – all largely hidden from the public until journalists and watchdogs pried it into the light.
Backing this up Edwards draws upon many questionable process features including:
Waikato Vice-Chancellor Professor Neil Quigley working 'hand-in-glove' in 'partisan coordination' with Shane Reti before the last election and promising the proposed school would be 'a 'present' to a future National government'.
Waikato University helping pay for the National party's campaign announcement of the medical school plan (about $5,000).
Government officials seeing 'red flags' in the proposal including alarm bells ringing from Treasury, the Tertiary Education Commission and the Ministry of Education warning of bloated costs, duplication risks and logistical hurdles.
The use of two of the most well-connected lobbyists: initially former Labour senior adviser Neale Jones and more substantially former National cabinet minister Steven Joyce. Joyce's firm was paid about $1 million over three years by Waikato for 'consultancy' (le, leveraging his political influence).
Questionable procurement in the way Waikato University hired Joyce leading to a public 'scolding' by the Auditor-General John Ryan.
Ignoring the arguably better alternative of expanding the existing Auckland and Otago medical schools which were already running rural immersion schemes and satellite programs geared toward rural health.
Edwards does not hold back:
At its core, the Waikato medical school saga is an illustration of how not to make public policy. The process has failed every basic test of transparency, public accountability, and evidence-based decision-making. A public university and eager politicians cooked up a major spending initiative as a political favour, greased by lobbyists and implemented via dubious means.
The normal checks and balances – open procurement, independent policy analysis, genuine stakeholder consultation – were subverted or ignored. It's the kind of deal that breeds public cynicism in politics, the sense that big decisions are made on behalf of the powerful or the connected, not the public.
Further:
By greenlighting this project in July 2025, ministers have signalled that political paybacks matter more than prudent spending. They have effectively rewarded a campaign of lobbying and pressure that sidestepped the usual contest of ideas. That sets a horrible precedent. It tells every other vested interest: hire the right insiders, make the right donations or deals, and you too can get the government to write a big cheque, officials' advice be damned.
And:
The Waikato medical school greenlight might be a political win for a few, but it's a loss for New Zealand's standards of governance. It undermines confidence that our health investments are made wisely and fairly. And it should prompt some soul-searching in Wellington: if this is how we make big decisions now, what does that say about who really runs the country?
Unconvincing contrary views
There have been contrary analyses supporting the Government's decision which I find unconvincing.
Luke Malpass, Stuff Political, Business & Economics Editor and formerly holding a leadership role in the New Zealand Initiative expressed a negative view of current medical schools describing them emotively, but without substantiation, as a 'duopoly'.
Writing in The Post (22 July; paywalled) in a flaky critique he dismisses those critical of the process, presumably including Bryce Edwards, as 'weird': Flaky rather than investigative.
Two days later Waikato University ethics professor and philosopher Nick Algar wrote a paywalled opinion piece in The Post abstractly arguing that those critical of the Government's were guilty of 'sloppy thinking'.
This reminded me of the expression 'pot calling the kettle black': Sloppy thinking in the debate over Waikato medical school | The Post Sloppy analysis of 'sloppy thinking'.
He also reminded me of Oscar Wilde on philosophy although without the latter's famous and infamous wit: 'My philosophy? I'm always right and you are wrong.'
The last word
Let's leave the last word to the action of the Government in releasing its redacted 'cabinet business case' material at 6.45pm last Friday as reported by the Otago Daily Times the following day: Politically expedient timing of third medical school case.
This timing has been a common practice of successive governments recognising that this is the most difficult time for media scrutiny before it is taken over by other news.
If the difficult to substantiate claim of $50 million savings per year stood up to rigorous scrutiny it would have been released at a time convenient for media scrutiny. But 'chumocracy' and 'cosyism' necessitated otherwise.

And underneath the desperate chaos there was a genuine anger. It was anger at being condescended to, asked to 'do more' without any assurance that help was on the way. But that 2021 lockdown began four whole years ago (in August, even) and most of us are happy to leave it there. So I was surprised to find myself feeling nostalgic while reading Anna Rawhiti-Connell's satirical diatribe as the government's anger translator. A short, aggressive call to New Zealanders to toughen up and get to work. Evidently others felt something too as it's the most-read article of the week but why did it hit such a nerve? I think it's because there's a nihilistic humour in thinking you can simply talk people into doing anything, especially when it's virtually impossible for that thing to be achieved. I guess that's just politics 101 but Anna yelling at all of us to pull ourselves up by our bootstraps while also pointing out that most people can't afford boots really did echo the 2021 calls to just-stay-home-for-maybe-a-long-time-we're-not-sure-just-keep-doing-it-thanks. A tsunami emergency alert and a pandemic lockdown are very different circumstances but New Zealanders feeling deeply frustrated at being told to 'just deal with it' – whether it's Covid restrictions, an unaffordable cost of living or a hostile job market – is always the same. Being called dropkicks by the deputy prime minister is kind of funny when people are feeling secure in their jobs and homes. It's a lot less funny when many feel like they're the ones being constantly kicked. At any rate, it has never served a government well to try to shift blame or responsibility for the country's ills onto the people. Labour has still not recovered its support in Auckland after 2021. How many 'just suck it up and sort it out' calls will be one too many for New Zealanders? The stories Spinoff readers spent the most time with this week 'Fake news. However, unlike de Wattignar who had previously been promoted internally, McSkimming and Kura were exempt from the restructure because they were statutory appointments made by the previous Labour government, and independent from the Commissioner. Restructures of the workforce are stressful, lower morale and create instability. Under normal circumstances, to then lose a pair of senior staff members - especially in the circumstances of McSkimming - so soon after a tumultuous time of change could be damaging for an organisation. But for Chambers, the departures of Kura and McSkimming solves a different problem. Whether they be chief executives of businesses, or heads of government departments, newly appointed leaders naturally want to surround themselves with people they can trust to deliver their vision. It's particularly important when there's a drastic change of vision, such as has taken place in the New Zealand Police since the National-led government appointed Chambers in November. Previous police commissioners certainly haven't hesitated to promote their favourites into positions of influence, even if that meant creating new roles that didn't exist. But Chambers' ability to refresh his leadership team has been somewhat hamstrung because of his decision to restructure the top hierarchy of Police National Headquarters, which resulted in a net loss of 19 roles (and an estimated annual saving of $2 million). There are now literally fewer jobs to fill, and those hoping for promotion under Chambers have realised they might have to bide their time for a bit longer. With McSkimming and Kura now leaving the New Zealand Police edition of musical chairs, there are now empty seats at the top table that need to be filled. Photo / Mark Mitchell As previously reported by the Herald, Jill Rogers and Mike Pannett were the obvious candidates to replace McSkimming after his resignation. Both have been seen flanking Chambers at important meetings around Wellington this year, and each have acted in the deputy role on a temporary basis during McSkimming's absence. Rogers is currently relieving as deputy commissioner responsible for the northern police districts, while Pannett is the Assistant Commissioner in charge of national security and international partnerships. There had been rumours that, if Pannett was overlooked for the deputy job in favour of Rogers, he could be tempted to join former police commissioner Mike Bush in Melbourne. Bush has recently been appointed as the new Police Commissioner for the state of Victoria and there was speculation that Pannett, who recently spent three years on secondment to the Australian Federal Police, would be shoulder-tapped as a valuable ally. But with Kura's retirement now opening up a second vacancy, it's possible both Rogers and Pannett could be appointed as deputies to Chambers. There will be other contenders. Tusha Penny, Bruce O'Brien and Mike Johnson, all currently Assistant Commissioners, have all been mentioned in police circles as possible candidates to put themselves forward. It's also not unheard of for the officers in charge of the 12 police districts to make the jump straight into a deputy commissioner role. Superintendent Tim Anderson, the Bay of Plenty district commander, is respected by staff for his operational nous and support for the frontline, and also has a working relationship with Chambers dating back to when they were young detectives in Auckland. Photo / Mike Scott Whoever puts themselves forward for consideration can expect the vetting process to be rigorous, given the revelations which led to McSkimming's resignation. The statutory role is important within the constitution framework of the police and carries a safeguard of independence from the Police Commissioner. If Chambers was to be incapacitated, for example, the senior deputy (which until recently would have been McSkimming) would assume office until a new commissioner was appointed. In announcing Kura's retirement last week, Police Minister Mark Mitchell said the Public Service Commission had started the recruitment process to replace her and McSkimming. A PSC spokesperson said the job description and timing for when the position is advertised are yet to be finalised, in consultation with Mitchell and the Prime Minister Chris Luxon. He said the average recruitment process takes four to six months. Once the PSC provides advice on the candidates - including whether nominees meet the 'fit and proper' criteria - Luxon recommends the preferred candidate to the Governor-General who officially makes the appointment. The Government says it's fixing the cost of living, so what happens if voters don't believe it?

It was clearly designed to assuage fears, fanned by the Opposition, that the Government had put the entire Crown infrastructure build on ice, leading to the mass exodus of construction labour to Australia. The tactic isn't an unfair one. All Governments indulge in the vice of reannouncing things to focus attention on them. A billion or so dollars spent on a road earns the Government a few hundred bites of the PR cherry, or so the political arithmetic goes. So no, the tactic wasn't unfair or even ridiculous - but nor was Labour's criticism that a fair whack of the projects were funded by the last Government. (Infrastructure Minister Chris Bishop's riposte that Labour might have funded some of the projects, but it certainly didn't do a good job of delivering them, was equally true.) This early success evaporated on Monday, when Luxon held one of the most bizarre press conferences since taking office. Alongside Finance Minister Nicola Willis, he spoke for more than 10 minutes to mark the first anniversary of the Government's tax package coming into effect. Photo / Mark Mitchell Again, there's nothing inherently wrong with reannouncing something old. Former Prime Minister Jacinda Ardern liked to mark anniversaries too. Some years, she'd put out a press release celebrating the fact that superannuation payments were increasing in line with wages - despite the fact that this annual increase is written into primary legislation. But Monday's announcement, coming as voters' economic sentiment bounces along the bottom and the country seems on the verge of rioting over the butter price, seemed vacuous. There was something ever so faintly Soviet about a Government thinking that, simply by telling voters it had a policy to fix their problems, they'd believe those problems were being fixed. There are two obvious pathways for how the next few months might pan out. The Government is clinging to several good forward economic indicators: business confidence surveys report okay-ish vibes from firms and suggest something of a recovery next year; the primary sector, far from being the villain of the butter crisis, is driving an export-led recovery in the regions; the Reserve Bank is likely to continue cutting interest rates, spurring investment and growth in 2026, giving Luxon an economic tailwind of good vibes and rising house prices in election year. The snow will soon melt, the ground will thaw, and New Zealanders may spend their summer holidays contemplating having endured the worst of it. Luxon and his colleagues may return to work in January, set the election date and wonder what on earth they were so worried about in winter. That's one scenario, sure. There's another. For every positive data point, there is an equally negative one. The Reserve Bank's GDP tracker suggests what every New Zealander feels in their bones: the economy has been shrinking, and could shrink further. A small recession, measured by the glib but powerful two-negative-quarters definition, could be on the cards. The most recent ANZ business confidence survey showed residential construction intentions tanking, to use the words of the bank's economists. If things continue to follow that negative trajectory, another scenario opens up: one of panic, as the once-distant prospect of a first-term defeat becomes more plausible. If the economy continues to worsen, and National's polling materialises into gloomy party vote numbers, don't entirely rule out a leadership change. A change is not 'on' - you'd be a fool to put money on it — but you'd also be a fool to bet against it. There's no real affection for Luxon in the caucus room, and National has little patience for underperformance, particularly from its leaders. Luxon's intense self-belief could count against him. He does not seem to observe that, of all his frontbenchers, he is the one who is struggling the most. Despite the whole Cabinet fighting fires on every front, National's ministers do a decent job of rebuffing their Labour opposite numbers during Question Time. Health Minister Simeon Brown has come under the most pressure, but has so far survived in the House. Chris Bishop seems unbothered by Kieran McAnulty and seemed to be enjoying himself on Thursday when he answered finance questions on behalf of Willis, who was away (the caucus enjoyed it too). Photo / Ola Thorsen Luxon is the most challenged of the lot and was devoured, degustation-style, by Chris Hipkins in the debating chamber this week. Hipkins, who can excel in the House when he wants to, wasn't even trying a particularly sophisticated line of questioning. He resorted to a past Luxon tactic of using each supplementary question to list another case of something going terribly wrong in the economy - migration to Australia, construction jobs, board director remuneration - and then asking the Prime Minister what he thinks about it. Luxon should be able to answer questions like that easily, but could not. His belief in the power of political marketing is so fundamental that he undervalues the importance of backing up that marketing with substance; even more than most prime ministers, he's too quick to answer every question with a canned line and not quick enough to respond by substantively dismantling the question and defending himself. He seems to think this doesn't matter. He's disdainful of Question Time, or of anything that happens in Wellington. But it does matter - and you could tell from the ashen faces behind Luxon as he answered Hipkins' questions that the backbench is worried. If the economy doesn't turn around meaningfully, there's a chance the Government could be in serious trouble, however scary they think a Labour-Green-Te Pāti Māori Government might be. Slumps such as this one are difficult for centre-right governments. They're instinctively anti-intervention. When the public demands 'something must be done', centre-left governments have no shortage of ideas for that 'something'. Photo / Mark Mitchell For the right, recovery comes from automatic stabilisers like benefits doing their job, before the fiscal part of the Government gets out of the way of the monetary side, allowing the reduction of interest rates to encourage firms to borrow and invest. It's a less politically attractive recovery because it involves substantially less ribbon-cutting, but that doesn't make it any less sensible a strategy. Ultimately, however much a government tries to pump-prime an economy back to life with fiscal policy, eventually private firms will need to pick up some slack too - and that means low interest rates. Luxon, to his credit, has been explicitly articulating this as his vision for the economic recovery. Last month, he successfully rebuffed one of Hipkins' questions, noting that the construction sector was 'hit hard because of high interest rates. High interest rates happened because Government spending was out of control, and you let inflation get out of control'. Not bad. Grim economic times will always be tough for a government, but they needn't be as tough as these. Back in 2012, net migration to Australia was even higher than it is now and the unemployment rate, in September of that year, was higher than at any point in the past 25 years. Yet that economic malaise failed to find its way into politics. National's party vote polling peaked at 48.8% in October 2012, rising - strangely - in tandem with the unemployment rate. Prime Minister John Key's popularity was unassailable. A government can be popular when an economy is under strain. But that appears to require the public to have faith that the government has a plan to make things better. Voters don't have that faith currently and, after this week, who could blame them?
