
Utility Stores to have no role in Ramazan package
Prime Minister Shehbaz Sharif on Tuesday said that the government would unveil the Ramazan Relief Package this year sans the Utility Stores' role to prevent corruption and distribution of low-quality commodities to the people.
"As the Holy Ramazan is about to start, I have asked the Ministry of National Food Security to bring about a Ramzan Package without the Utility Stores [Corporation (USC)] to prevent corruption and the sale of low-quality material. I had asked many months ago that this cannot go on with the Utility Stores," the prime minister said in his televised opening remarks at the meeting of the federal cabinet chaired by him.
He told the cabinet members that last year, the government had received many complaints about the execution of the Ramazan Package by the Utility Stores. Therefore, the government has devised a solution to provide the facility minus the Utility Stores.
The prime minister directed immediate measures to operationalise Gwadar Port on a commercial basis and instructed the formation of a committee under the chairmanship of Minister for Planning Ahsan Iqbal to work with all stakeholders to transform it into a modern and fully functional port.
Iqbal gave a detailed briefing on Gwadar Port in the cabinet meeting.
The prime minister also directed organising an international conference to create awareness about the significance of Gwadar Port. "A comprehensive marketing and awareness strategy should be devised and diplomatic efforts regarding Gwadar Port should be expedited."
He also sought details of imports and exports carried out through Gwadar Port. The meeting was informed that Gwadar Port had the capacity to provide cost-effective and time-efficient access to the Persian Gulf for vessels of up to 50,000 Deadweight Tonnage (DWT) and to facilitate trans-shipment to Gulf countries.
Furthermore, the port was expected to play a vital role in the development of the mining and aqua-culture sectors in Balochistan province. Western parts of China and the Central Asian States would also benefit from this port.
The meeting was further informed that Gwadar Free Zone had been exempted from all federal, provincial, and local taxes and the rules for the Free Zone had been finalized.
It was revealed that between 2018 and 2022, criminal negligence was shown regarding dredging at Gwadar Port which severely affected its depth. However, dredging was completed in 2022-23, after which its depth had been restored. All necessary utility services had now been provided at Gwadar Port, it was added.
The meeting was also briefed about several public welfare projects in Gwadar including the Pak-China Friendship Hospital, Gwadar Institute of Technical Education, Pak-China Primary School, Gwadar Livelihood Project, Gwadar Fisheries Processing and Export Zone, and Gwadar Solar Park.

The Gwadar-Quetta Highway was completed in 2018, benefiting areas such as Turbat, Hoshab, and Panjgur. Additionally, the remaining sections of the M-8 Motorway (Gwadar-Hoshab-Rato Dero) were under construction to connect Gwadar with Sukkur.
To further enhance Gwadar-Quetta connectivity, the Nokundi-Mashkhel road was being constructed, while work on the Mashkhel-Panjgur road would commence soon, it was told.
The work on Gwadar East Bay Expressway was carried out at rapid speed while work on Gwadar Safe City was being completed in collaboration with the Balochistan government.
The minister proposed modernizing cargo inspection facilities at Gwadar Port and utilizing artificial intelligence for this purpose. The prime minister appreciated the briefing.
About the launch of the polio vaccination drive, he mentioned the killing of a policeman Abdul Khaliq in Jamrud who was deployed on the security of the polio team and paid tribute to his sacrifice to make Pakistan a polio-free nation.
He also lauded the services of PM's Coordinator on Health Dr Mukhtar, Polio Coordinator Dr Ayesha Farooq, secretary health and polio vaccinators for their tireless efforts to rid the country of this crippling disease.
Apprising the cabinet members of his Quetta visit on Monday, the prime minister said he visited the hospital to inquire after the security personnel who were injured in an anti-terror operation in Kalat in which 18 security personnel were martyred and 23 terrorists were eliminated.
"I met the injured. They were in high morale and were even ready to sacrifice their lives for the country.
These are the martyrs and Ghazis who are resolved to rid the country of terrorism and striving day and night for the cause," he remarked.
The prime minister said that the soldiers of the army, police, FC and Rangers sacrificing their lives were actually bearing the brunt of the blunderous policies of a government in the past when thousands of terrorists were set free.
The cabinet members also offered Fateha for the martyred security personnel as well as the policeman on the polio duty.
The prime minister expressed pleasure over the inflation coming down to a nine-year low at 2.4% from 28.73% on a month-to-month basis.
He congratulated the entire nation, the cabinet members particularly the finance minister, his team, FBR and others for their efforts during the last 11 months to bring the inflation down to the lowest level.
"Now, we are fully striving to head toward economic growth This is the main challenge. All of our energies will be focused on economic growth. Just like other targets, we will achieve this too," he resolved.
He told the cabinet members that on Monday, Saudi Crown Prince Mohammed bin Salman sent a delegation to Pakistan and both sides signed an agreement under which the Kingdom would provide oil worth annual $1.2 billion on deferred payment.
Besides, the Saudi Development Fund will also provide a loan for a $40 million water supply scheme project in Mansehra.
He said that the entire nation would observe Kashmir Solidarity Day on Wednesday to express solidarity with their Kashmiri brethren.
Prime Minister Shehbaz also lauded the approval of agricultural income tax by all four provinces as per the IMF condition and thanked the chief ministers, President Asif Ali Zardari, Bilawal Bhutto Zardari, and Mian Nawaz Sharif for their support in this regard.

Chinese firms to retain 50% proceeds
Pakistan is exploring concrete steps to ensure Prime Minister Shehbaz Sharif's upcoming visit to China yields tangible results, with cabinet members urging resolution of longstanding issues hampering Chinese investment instead of merely signing more MoUs. To remove a major obstacle in relocating Chinese industries to the Gwadar Free Zone, the government has decided to allow Chinese firms operating there to retain 50% of their export earnings to settle dues, according to government sources. To ensure a productive visit, a ministerial committee has been formed to oversee planning, and called Pakistan's ambassador to Beijing, Khalil Hashmi, for further consultations. The committee has held several meetings thus far. Discussions are being held to assess whether hosting a Business Conference in Tianjin would help attract investment or if efforts should instead focus on addressing deeper concerns that have discouraged Chinese private sector participation over the past decade. PM Sharif will be visiting China to attend the Shanghai Cooperation Organisation's Heads of State Council meeting at the end of August. Pakistan's embassy has proposed a Business Conference on September 2, but some officials believe it may not help achieve the desired results. One of the main hurdles in populating the Gwadar Free Zone has been facilitation of foreign currency operations. The issue has been discussed at various levels, including twice in the Cabinet Committee on Chinese Investment in Pakistan (CCoCIP). In March, the CCoCIP directed the finance, commerce, industries ministries, the Board of Investment, and the State Bank of Pakistan (SBP) to implement a foreign currency facilitation pilot in Gwadar. Sources confirmed that the short-term solution now agreed upon is to let companies retain half of their export proceeds. Planning Minister Ahsan Iqbal confirmed this to The Express Tribune. "For the short term, companies in Gwadar Free Zone can retain up to 50% of their export proceeds in Special Foreign Currency Accounts," said Iqbal. "These funds can be freely used for payments abroad of a current account nature, without prior SBP approval." However, Iqbal stressed that for long-term facilitation, the Gwadar Port Authority law will have to be aligned with other laws. As per sources, the SBP has maintained that legal changes are necessary for broader foreign currency use. It has recommended bringing Gwadar Free Zone in line with Export Processing Zones by amending the Gwadar Port Authority Act to waive relevant sections of the 1947 Foreign Exchange Regulation Act. Until then, the 50% retention policy will remain in place. Another issue highlighted by the sources remains the consistent provision of electricity and water to Gwadar, which has lingered for nearly a decade. Pakistan aims to attract Chinese industries seeking to relocate amid the China-US trade war, officials said. To address power issues, the cabinet committee directed the energy ministry to coordinate with the Pakistan Navy to ensure interim electricity supply to Gwadar's desalination plant from the naval grid. It also instructed the Power Division to fast-track revisions in electricity supply for Rashakai Special Economic Zone (SEZ) and submit a progress report to the CCoCIP. The ministerial committee's discussions have revolved around facilitating industrial relocation and evaluating the value of the proposed business conference. Another meeting of the committee was held Monday. The committee is co-chaired by SAPM on Industry Haroon Akhtar Khan and Commerce Minister Jam Kamal Khan, with Planning Minister Ahsan Iqbal and the national coordinator of the Special Investment Facilitation Council (SIFC) also on board. Its mandate includes reviewing progress on agreements and MoUs signed during Sharif's 2023 China visit and subsequent roadshows. Sources said that during one of the meetings, Pakistan's ambassador briefed members on the rationale behind the proposed business conference. He shared that in the previous event, about 150 MoUs were signed and 1,000 B2B meetings took place. However, some committee members expressed concern that the MoUs never materialised into real investments. According to sources, one co-convener told the committee that the prime minister is just not interested in signing more MoUs. Cabinet members also discussed ongoing real investor concerns, including inconsistent policies, difficulty in profit repatriation, exchange rate volatility, and security issues. To address these, it was suggested that Pakistan offer China ready-to-operate industrial zones and SEZs with long-term land leases. It was also recommended that electricity be provided at regionally competitive rates. The SIFC has requested concrete suggestions from the Pakistani embassy in Beijing to make the business conference more impactful. The embassy has proposed exploring cooperation under government-to-government, government-to-business, and B2B models. The committee will also engage with Chinese business representatives to understand their needs and expectations, and identify ways to facilitate project-based investment, new industry development, and the relocation of Chinese production units. In coordination with provincial authorities, the committee will recommend legal facilitation measures and identify steps to remove bottlenecks to Chinese investment. The committee will also monitor the finalisation of a sector-specific investment "pitch book." Key sectors where Pakistan is seeking Chinese investment include chemicals, petrochemicals, iron and steel, copper, electric vehicles, auto parts, solar panel manufacturing, power storage, software development, ICT, and food processing.

There's urgent need to revitalise agri sector: minister
LAHORE: Federal Minister for Planning, Development and Special Initiatives Prof Ahsan Iqbal has stressed the urgent need to revitalize Pakistan's agricultural sector, pointing out that the devolution of powers under the 18th Constitutional Amendment has not been implemented in its true spirit, especially with regard to agriculture. Talking to the media during a visit to a cotton research farm located on Defence Road Lahore on Sunday, the minister said that although the 18th Amendment transferred authority and resources to the provinces, agriculture has not received the attention it deserves. 'After the 18th Amendment, agriculture became a provincial subject, and it was the responsibility of the provinces to uplift the sector. Unfortunately, they failed to deliver tangible progress,' he said. He was accompanied by renowned agricultural expert Engineer Javed Saleem Qureshi, who has developed a new variety of cotton seed after 25 years of extensive research and experimentation. Prof Ahsan Iqbal said, 'Due to lack of focus and commitment at the provincial level, we could neither improve per-acre yield nor introduce high-quality seeds for key crops. Our research institutions also failed to play an active role.' The minister stressed the need for concrete planning to boost agricultural productivity, especially in critical crops like cotton, canola, and rice. 'We must now plan for the next ten years with clear goals. Time is slipping by, and unless we act decisively, we will continue to lag behind. Competing with the world requires us to function as a united and forward-thinking nation.' He said that the absence of long-term national planning for the next 10 to 20 years is a serious concern. 'Pakistan must achieve self-sufficiency in agriculture. We cannot afford to rely on imports for essential crops any longer,' he added. During the visit, Ahsan Iqbal lauded the groundbreaking work of Engineer Javed Saleem Qureshi, who has introduced a climate-resilient cotton seed variety capable of thriving in temperatures up to 50°C. The new seed, developed and successfully tested in Lahore while considering the impact of climate change, has the potential to boost cotton yield from the current 15 maunds per acre to an impressive 40–50 maunds per acre. 'This is nothing short of an agricultural revolution,' the minister remarked. 'The government will fully support experts from the private sector who bring such innovations, and we will provide all possible cooperation to ensure their success.' He also pointed out the immense potential in other crops such as canola, noting that increasing domestic production of canola oil could save the country billions of Dollars in foreign exchange currently spent on imports. In response to a question regarding recent heavy rains, the minister said that the federal government has formed a committee comprising representatives from the federation and all four provinces to assess the damages. He added that the National Disaster Management Authority (NDMA) is currently collecting data to determine the scale of impact and future response strategies. Ahsan Iqbal said the government is fully committed to supporting agricultural innovation and emphasized that agriculture must become the cornerstone of Pakistan's economic self-reliance in the coming years. Pakistan, Azerbaijan to establish joint working groups
