Andhra Pradesh to roll out ‘Zero Fare Tickets' for women from August 15
At a review meeting held at the Secretariat in Amaravati on Monday, Mr. Naidu directed transport officials to issue 'Zero Fare Tickets' to all women passengers under the scheme. Each ticket will not only validate the free journey but also detail the travel route, the exact subsidy amount borne by the government, and the amount saved by the passenger.
'The aim is to make women clearly aware of the economic benefits they receive from this initiative,' the Chief Minister said, adding that the ticket itself should serve as a tangible representation of the government's support. To ensure transparency and accountability, the Chief Minister ordered the development of specialised software to capture and display all financial benefits directly on the ticket.
Sustainability
However, mindful of the budgetary implications, the Chief Minister held extensive discussions with officials on how such schemes have impacted the fiscal health of other States. He underscored the importance of avoiding delays in implementation but stressed that the long-term sustainability of the APSRTC must remain a priority.
With the financial well-being of the APSRTC in sharp focus, Mr. Naidu laid out a broader vision for sustainable operations. He called for immediate steps to identify alternative revenue streams, cut operational costs, and draft a comprehensive profitability plan.
In a progressive move, he announced that only AC electric buses would be procured going forward. He also proposed converting existing buses to electric models to reduce maintenance costs and setting up of charging infrastructure at all RTC depots. He floated the idea of in-house power generation to support the green fleet, a step aimed at long-term energy security and self-reliance.
'This transition is not just about cost savings, but also about building a sustainable and self-reliant public transport system,' he added.
It may be recalled that the free bus ride for women in RTC buses is one of the promises made under Super Six as a run-up to the general elections in 2024. The scheme, while inspired by the goal of empowering women and promoting inclusive growth, comes with the awareness of pitfalls experienced elsewhere. Andhra Pradesh's strategy, however, combines welfare with fiscal prudence — striving to avoid the economic burdens that have beleaguered similar initiatives in other States.
As the State readies for the August 15 rollout, all eyes are on how Andhra Pradesh balances social welfare and economic sustainability, setting what could be a new benchmark in public transport policy.

"I am adopting 250 families from my Kuppam constituency, taking full responsibility for their holistic development," the Chief Minister declared. "I've been urging mentors to step forward, and now, I'm not just saying it, but demonstrating it by adopting these 250 Bangaru Kutumbams. I will make a detailed development plan for them. I am a Margadarsi." Officials presented the "I Am Margadarsi" badge to the Chief Minister, who then unveiled the corresponding poster, symbolizing his direct involvement. Naidu had launched the 'P4 - Margadarsi Bangaru Kutumbam' programme,which aims to lift families out of poverty by connecting them with mentors. Under P4, affluent people who commit to uplifting the poor are designated as 'Margadarsis' (mentors) and the beneficiaries as 'Bangaru Kutumbam' (golden family). P4 encourages the wealthiest 10 per cent of society to adopt and guide the poorest 20 per cent towards economic stability. While reviewing the P-4 (Public Private People Partnership Programme) on Friday, the Chief Minister asserted that this personal involvement would inspire others and encourage affluent sections among citizens to come forward as mentors. The Chief Minister expressed his view that the P4 initiative was 'evolving into a people's movement' and reiterated that empowerment of poor families was a core objective of the coalition government. Chief Minister Naidu emphasised the unique nature of the P4 programme, stating, "Nowhere else has such a programme been undertaken to bridge the gap between the rich and the poor." He drew a parallel to the past "Janmabhoomi" spirit, which focused on village development, explaining that P4 now aims for "focused interventions to uplift the poor." The Chief Minister urged officials to implement the most effective strategies across all regions to ensure the success of the programme. "As part of P4, the families identified as 'Bangaru Kutumbalu' must grow in all aspects. My vision is for today's Bangaru Kutumbams to become tomorrow's mentors. Those who receive help today must come forward to help others in the future," he articulated. The Chief Minister stressed the vital importance of public awareness for the program's success, envisioning it as a "long-lasting initiative." He highlighted that many individuals were held back by poverty despite having "big dreams and great ideas," and that extending a helping hand can enable them to "achieve wonders." "Among all the programs I've undertaken, P4 is one I feel deeply connected to," he added. The Chief Minister called upon Telugu people around the world to become part of the initiative and advised officials to engage the AP NRT Society to involve the Telugu diaspora. In the context, he stressed the responsibility of District Collectors to coordinate with corporate entities and encourage their participation. Emphasising the importance of local engagement, Chandrababu Naidu suggested that villages be taken as the basic unit, with NRIs and industrialists from those regions adopting local Bangaru kutumbam. In the absence of local mentors, he said, officials could establish connections with 'non-local supporters'. To accommodate donors at the state level, the Chief Minister proposed the creation of a common fund that would be used to provide support to Bangaru kutumbams as part of the P4 initiative. The Chief Minister announced that Phase 1 of P4 will commence on August 15. He stated that a comprehensive development plan would be prepared for each identified Bangaru Kutumbam. This involves a survey with ten key questions to assess each family's specific needs and capabilities, based on which a "vision document for every family" is being prepared. The Chief Minister directed that the survey for identifying the priorities of Bangaru kutumbams be completed by August 10. He emphasised the need to obtain feedback on both financial- and non-financial assistance provided by mentors. He said that officials must instill trust among mentors and ensure that all information about Bangaru Kutumbams and mentors was accurately recorded at the village and ward secretariat levels. The Chief Minister underscored that by August 15, efforts must be made to ensure the adoption of 15 lakh Bangaru Kutumbams by mentors. As of now, 5,74,811 Kutumbams have been adopted and 57,503 individuals registered as mentors. Officials informed him that an additional two lakh mentors were required to reach the goal. Palnadu district has recorded the highest number of adoptions, while Visakhapatnam has the fewest. The Chief Minister announced that Phase 1 of P4 will commence on August 15. TDP MPs seek Defence Ministry support for manufacturing hubs in Andhra Pradesh
A delegation of senior Telugu Desam Party (TDP) Members of Parliament met Defence Minister Rajnath Singh on Friday (July 25, 2025) and submitted a proposal from Andhra Pradesh Chief Minister N. Chandrababu Naidu, seeking the establishment of defence manufacturing units in the State. The delegation, led by MP Lavu Sri Krishna Devarayulu, and comprising MPs Magunta Srinivas Reddy and Daggumalla Prasada Rao, urged the Union Minister to support the creation of a defence production hub in Andhra Pradesh. As part of a comprehensive defence development plan for the State, the MPs presented a proposal for the establishment of four defence and aerospace manufacturing hubs, facilitation of defence investments and strategic projects, and the creation of a Statewide defence industry ecosystem. The proposal stated that these initiatives are aligned with the vision of Atmanirbhar Bharat, and are aimed at strengthening India's strategic capabilities while driving industrial growth and employment generation in Andhra Pradesh. 'We seek your kind consideration and approval for recognising the proposed defence hubs and supporting the outlined initiatives. This will enable Andhra Pradesh to emerge as a key pillar in India's defence and aerospace manufacturing ecosystem, and significantly contribute to national security, indigenisation, and self-reliance efforts,' the proposal read.

Naidu lays out roadmap before Rajnath for defence sector investments in A.P.
In a determined bid to establish Andhra Pradesh as a national leader in defence and aerospace manufacturing, Chief Minister N. Chandrababu Naidu has put forward a proposal to the Union Government, aiming to attract major strategic investments to the State. A delegation of senior Telugu Desam Party (TDP) Members of Parliament met Defence Minister Rajnath Singh in New Delhi on Thursday and submitted the Chief Minister's proposals, which outline a multi-pronged roadmap for defence development in the region. The delegation, led by MP Lavu Sri Krishna Devarayulu and joined by MPs Magunta Srinivasulu Reddy and Daggumalla Prasada Rao, conveyed Mr. Naidu's vision to transform Andhra Pradesh into a robust defence production hub. They submitted two detailed communications from the Chief Minister — both dated May 19 — laying out plans for setting up defence corridors, reviving existing infrastructure, and partnering with the Centre on high-impact manufacturing projects. At the core of the proposal is the establishment of four major defence and aerospace manufacturing clusters strategically located across the State. These include a missile and ammunition production zone in Jaggaiahpet–Donakonda, an aircraft and defence electronics hub in Lepakshi–Madakasira, a naval equipment and weapons testing complex in Visakhapatnam–Anakapalli, and a drone and robotics manufacturing unit in Kurnool–Orvakal region. Together, these clusters would cover over 23,000 acres and serve as the backbone of the State's defence industrial ecosystem. In addition to these hubs, the proposal seeks Central support for a ₹2,400 crore BEL Strategic Complex at Palasamudram and calls for the revival of the aluminium alloy plant of Utkal Alumina and Defence Ltd. (UADNL) in Nellore, which has a capacity of 60,000 TPA. Other projects outlined include land allocation for HAL's expansion plans, establishing an MRO and assembly facility for the Advanced Medium Combat Aircraft (AMCA) program at Lepakshi–Madakasira, and setting up an Air Force Station at Donakonda to support nearby UAV and missile test ranges. Naval SEZ The letter also proposes a Naval SEZ and training centre in Visakhapatnam to support the Eastern Naval Command and allied operations. A DRDO Industry-Academia Centre of Excellence at IIT Tirupati has been suggested to strengthen R&D and innovation in collaboration with academia. To coordinate and oversee the scale of these initiatives, the proposal recommends engaging NITI Aayog, defence industry veterans, and scientific experts, including former DRDO Chairman G. Satheesh Reddy, to guide Andhra Pradesh's transition into a nationally significant defence manufacturing State. In his communication, Mr. Naidu emphasised that these proposals are aligned with the national vision of Aatmanirbhar Bharat and are aimed at strengthening India's self-reliance in defence technologies. He highlighted the dual goals of enhancing national security and creating large-scale employment and industrial growth in Andhra Pradesh. He also requested the Defence Ministry's recognition and support for the projects, stating that the proposed hubs will help the State emerge as a key contributor to India's defence and aerospace sector. The outreach marks a renewed and strategic push by Mr. Naidu to attract the country's largest defence investments and position Andhra Pradesh as a future-ready hub for innovation, manufacturing, and strategic capability.
