Boy, 13, swept into STORM drain after playing outside during flooding
The unnamed 13-year-old was with a group of friends outside their Mount Airy apartment complex, approximately 40 miles west of Baltimore, when a severe storm hit Thursday.
The teen became trapped amid the height of the storm at around 5.20pm, according to the Mount Airy Police Department.
Desperate neighbors frantically tried to pull him from the rapidly rising waters but were unsuccessful.
'I flew out of the car, jumped into the water and started yanking on him. We just couldn't get him out,' neighbor Maggie McBain told WBAL.
First responders arrived at the scene and found the boy 'waist deep' in water rising 'very quickly', Doug Alexander, the public information officer for the Mount Airy Volunteer Fire Company, told WJZ.
'The pipe is so small, and this is a child's body that fits in there, was pushed in there by the current,' Alexander said.
'The current was extremely strong, according to the guys who were on the scene here.
'I've been in this with the Mt. Airy Fire Department for 58 years, and this is, this is one of the worst situations I've seen.'
The operation tragically shifted from rescue to recovery.
'The individual was ultimately recovered from the storm drain but, unfortunately, succumbed to injuries sustained during the event,' Police Chief Michael Ginevra added.
'Our thoughts and prayers are with the victim's family and loved ones during this incredibly difficult time.
'We ask the community to keep them in their hearts and to recognize the dedication of the first responders who answered the call without hesitation.'
Most of the state was under a flash flood watch Thursday evening and experienced severe storms, reported Fox45.
Mount Airy was pelted with five inches of rain in a matter of hours.
One neighbor, Chadwick Colson, told the local news outlets he saw some kids playing outside the Mount Airy apartment complex when the rain started.
'Playing around, jumping across the water, because when it rains it really kind of comes through here like a river,' Colson said.
He explained that his apartment was flooded with water up to his ankles and that he was worried about having to move.
'I don't know if we can stay here tonight,' Colson said late Thursday.
'One, the apartments flooded, and two, that's 40 feet from my door. You would think it would be some type of metal bars, metal grate, something blocking the hole.'
Senator Justin Ready also paid tribute to the rescue workers and expressed condolences to the victim's family.
'Absolutely horrific news in Mt. Airy this evening due to this storm,' he said.
'Our whole community's deepest condolences to the family of this young person. Thank you to first responders for their efforts. This is just awful'

The owners of the cargo ship that crashed into the Francis Scott Key Bridge are suing the company that built the vessel, alleging negligence in the design of a critical switchboard on the ship. The Dali was leaving Baltimore bound for Sri Lanka on March 26 last year when its steering failed due to the power loss. It crashed into one of the bridge's supporting columns, destroying the 1.6-mile span and killing six members of a roadwork crew. Baltimore's port was closed for months, and increased traffic congestion remains a problem across the region. The Justice Department last year filed a lawsuit seeking to recover more than $100 million that the government spent to clear the underwater debris and reopen the city's port. The owner and manager of the cargo ship agreed to pay more than $102 million in cleanup costs to settle the lawsuit brought by the government. In that lawsuit, the Justice Department alleged the owner and manager of the cargo ship recklessly cut corners and ignored known electrical problems on the vessel. In particular, the Justice Department accused the ship owner of failing to address 'excessive vibrations' that were causing electrical problems. The National Transportation Safety Board said in its preliminary report last year that the Dali experienced electrical blackouts about 10 hours before leaving the Port of Baltimore, and yet again shortly before it slammed into the bridge. Last week, Maryland officials visited the site where demolition crews are using giant saws, backhoes and other heavy equipment to remove large sections of the remaining pieces of the bridge. Its replacement is expected to open in 2028.

Confused toddler wanders city streets in diaper after mother abandoned her at home to go and party
A three-year-old girl was rescued from a street in southeastern Brazil after she was found wandering along crying for her 19-year-old mother, who left her home to go party. Constructions workers were repairing a street Santo André, São Paulo during the earlier hours of Sunday when they spotted the child wearing only diapers and called the Military Police. Surveillance video footage showed the barefoot girl reaching a corner at the intersection Peró Vaz Street when she stopped as a car sped by at 1:31 am. She stood over a manhole cover for a couple of seconds and went to cross the street when she suddenly began to cry. 'I want my mommy,' she repeatedly said. The construction crew alerted the police and got help from local residents, who provided clothing to cover up the girl. 'She was blue from the cold,' one of the workers, Rafael Cruz, told SBT News. 'She just kept saying she wanted her mommy.' The child's maternal grandmother appeared on the scene about an hour after she was found. The girl's mother did not return home until around 4am and was placed under arrest after she confessed to abandoning her daughter to attend the party. The mother is facing one count of child abandonment. 'The woman returned home and confessed that she had left her daughter sleeping to go to a nearby funk dance,' the São Paulo Department of Public Safety said in a statement. Her daughter was placed under the custody of the São Paulo child services agency. The mother's stepfather told SBT News that it was the first time that she had ever left the child alone at home. 'She's wrong, I agree,' he said. 'There's a child involved and she has to think about her.'
