As per Sebi mandate, medium duration funds must invest in debt and money market instruments with Macaulay duration of three to four years. As you can see, these schemes are suitable for investors looking to invest for three to four years or more. However, you should check the portfolio duration of the scheme to ensure that the scheme is in line with your investment horizon.
Not a crowd favourite
Most mutual fund advisors do not recommend medium and long term debt schemes to regular investors. These schemes are extremely sensitive to changes in the interest rate environment. They suffer when the rates go up. Mutual fund advisors say many conservative investors would find it difficult to handle the volatility faced by these schemes.

Methodology
ETMutualFunds has employed the following parameters for shortlisting the debt mutual fund schemes.
1. Mean rolling returns:
Rolled daily for the last three years.
2. Consistency in the last three years:
Hurst Exponent, H is used for computing the consistency of a fund. The H exponent is a measure of randomness of NAV series of a fund. Funds with high H tend to exhibit low volatility compared to funds with low H.
i)When H = 0.5, the series of returns is said to be a geometric Brownian time series. This type of time series is difficult to forecast.
ii)When H <0.5, the series is said to be mean reverting.
iii)When H>0.5, the series is said to be persistent. The larger the value of H, the stronger is the trend of the series
3. Downside risk:
We have considered only the negative returns given by the mutual fund scheme for this measure.
X =Returns below zero
Y = Sum of all squares of X
Z = Y/number of days taken for computing the ratio
Downside risk = Square root of Z
4. Outperformance:
Fund Return – Benchmark return. Rolling returns rolled daily is used for computing the return of the fund and the benchmark and subsequently the Active return of the fund.
Asset size:
For debt funds, the threshold asset size is Rs 50 crore

Not the lowest, but the sharpest: Road ministry overhauls bidding game for DPRs

In a significant policy shift, the Ministry of Road Transport and Highways has decided to discontinue the use of the least cost (L1) bidding system for awarding consultancy contracts to prepare detailed project reports (DPRs), reported TOI. All highway implementing agencies under the ministry, including the National Highways Authority of India ( NHAI ), will now adopt a system where bidders are evaluated based on the highest technical score (T1), with a fixed consultancy fee , as per the TOI report. Under the new model, the consultancy fee will be predetermined by the agency, and companies will be selected based on their technical capabilities and track record. Officials said the shift aims to prioritise quality over cost and has shown positive results since its implementation by NHAI in September last year. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Join new Free to Play WWII MMO War Thunder War Thunder Play Now Undo 'The new provision of rating of bidders and assigning 30% marks for technical score will further bring quality players to bid for projects,' a senior official said. The change comes amid growing concerns about the deteriorating quality of project preparation due to consultants securing projects at extremely low and unsustainable rates. In some instances, firms quoted as little as Rs 70,000 to Rs 80,000 per kilometre for DPR preparation—an amount officials said is inadequate even for basic field surveys. By comparison, the revised fixed cost of Rs 4–5 lakh per km for a 4-6 lane highway constitutes roughly 0.5% of the total project cost, while in countries like Japan and Australia, DPR costs can account for up to 10% of project expenses. Live Events Officials acknowledged that poor-quality DPRs have led to delays and execution issues in highway projects. The revised framework includes incentives for firms employing key personnel from leading technical institutes such as IITs and NITs, further encouraging participation from experienced players. 'The entire framework of technical score, including the marks for ratings, is aimed at getting serious and quality players to bid for DPR works,' TOI quoted an NHAI official as saying.
