In Delhi-NCR mock drills, Indian Army is the latest addition

Indian Express3 days ago
To ensure preparedness during emergency situations, especially before Independence Day, authorities have collaborated to conduct massive mock drill exercises across Delhi and the National Capital Region (NCR). In one such exercise conducted last month, a new participant was the Indian Army.
With the support of the Army's Ghatak Brigade, the Delhi Police, along with over 20 government departments and units, conducted a two-day anti-terror mock drill at more than 10 key locations across the national capital on July 17 and 18.
A senior government officer said that similar anti-terror mock drill exercises have been organised over the past three years ahead of Independence Day, but the Army had never been involved until now.
'This was necessary as the threat perception in the national capital has increased over the past few months. With recent attacks on tourists and the escalation of tensions between India and Pakistan, the need for enhanced preparedness has become more urgent. We must be ready to respond to any hostile situation,' an official source said.
'The mock drill process is structured in layers, with each participating agency assigned a specific role. However, the Army follows its own distinct approach to handling hostile situations,' the source said.
'We usually call the Army when a situation gets out of control, whether it's an anti-terror operation or a natural disaster. Authorities are preparing in advance to ensure better coordination with the Army if such a situation arises,' the source added.
Soldiers from two different brigades based in Delhi's Shankar Vihar participated in the two-day anti-terror mock drills at key locations such as the Lotus Temple, Hotel Claridges, and Hindu College of Delhi University, he said.
Another source added that fake alerts — such as bomb threats, terrorist sightings, and hostage situations — were generated during these exercises on July 17 and 18. These calls were promptly responded to, and mock operations were carried out swiftly and in full coordination by all participating agencies, including soldiers from the Indian Army's Ghatak Brigades.
He further said a colonel-level officer of the Army led the operations.
The other agencies that participate in such mock drill exercises include the local police, Delhi Fire Service (DFS), Delhi Metro, Central Industrial Security Force (CISF), National Disaster Response Force (NDRF), Delhi Disaster Management Authority (DDMA), CATS ambulances, hospitals, bomb detection teams, bomb disposal squads, dog squads, the Crime Branch, and the Special Cell and Special Branch of the Delhi Police.
On Friday, August 1, too, the National Disaster Management Authority (NDMA), DDMAs, and officers of the Western Command of the Indian Army have organised a multi-state integrated disaster management mock drill at 55 locations in Delhi and NCR.
This drill, Exercise Suraksha Chakra, will ensure preparedness during natural disasters like earthquakes.

He directed that flood shelters must have robust security for women and adequate milk for children, a statement said. Lucknow, Aug 3 (PTI) Uttar Pradesh Chief Minister Yogi Adityanath on Sunday chaired a meeting to review a wide range of issues, including the state's flood situation, and law and order ahead of upcoming festivals. The CM also reviewed security preparations for the series of upcoming festivals. He announced that women will receive free travel on UP's government buses and city buses for Raksha Bandhan, from the morning of August 8 to midnight on August 10. He also gave instructions for ensuring cleanliness and security at temples for the last Monday of Sawan, as well as for Janmashtami on August 16. The chief minister called for grand celebrations on Independence Day, August 15, and for Tiranga Yatras to be held on August 14, which is observed as 'Partition Horrors Remembrance Day'. Reviewing the 'Har Ghar Tiranga' campaign, Adityanath set a target of hoisting 4.60 crore flags across the state this year, and outlined a schedule for flag manufacturing, festivals, and official hoisting from August 13-15. North Carolina leads US in joining federal school choice program: Here's how low-income students benefit

North Carolina has become the first state in the United States to approve legislation opting into the Educational Choice for Children Act (ECCA), a federal school choice programme that offers tax credits for donations funding K–12 education scholarships. Tired of too many ads? go ad free now The bill, passed by the North Carolina General Assembly, now awaits the decision of Governor Josh Stein. The ECCA was signed into law on Independence Day as part of the federal budget reconciliation bill. It provides a 100% federal tax credit of up to $1,700 per year for individuals donating to scholarship-granting organisations. These scholarships can be used by students for tuition at private schools, special education services, tutoring, or other approved educational expenses. First US state to opt in as others watch With North Carolina being the first to officially opt in, other states are now facing pressure to decide whether to participate. Under the programme, participation must be authorised at the state level before scholarships can be distributed to students residing in those states. According to the Illinois Policy, the bill in North Carolina was approved by the legislature and sent to Governor Stein, who is expected to veto the measure. However, lawmakers believe they have the votes needed to override any veto, as reported by the Illinois Policy. Despite being a federal initiative, the programme is structured to use private funds exclusively, as donations come from individuals or organisations, not from public education budgets. Lawmakers supporting the bill stated that claims suggesting public funds are used to support private schools are inaccurate, as quoted by the Illinois Policy. Tired of too many ads? go ad free now Supporters urge Illinois to follow North Carolina In Illinois, the state government chose not to renew its Invest in Kids tax-credit scholarship in 2023. As a result, over 15,000 low-income students lost access to private school scholarships, according to the Illinois Policy. The ECCA would expand access by allowing scholarship eligibility to families earning up to 300% of the median income in their area. This threshold is broader than Illinois' previous programme, which was limited to families making 300% of the federal poverty level. Scholarship recipients would be able to attend any type of K–12 school, including traditional public schools, public charter schools, private or religious schools, or be home-schooled. Funds could also be used for instructional materials, standardised test fees, college admission exam fees, dual-enrolment courses, and educational therapies for students with disabilities. Illinois residents could still contribute to students in other states Even if Illinois does not opt into the ECCA, residents may still donate to support students in other states that have joined the programme. However, it remains unclear which agency in Illinois has the authority to opt into the programme. Governor J.B. Pritzker's support would be required, but he has publicly opposed similar measures in the past. As reported by the Illinois Policy, Illinois voters had supported the Invest in Kids programme by a margin of three to one before it was ended, while the state's teachers unions contributed nearly $1.5 million to political campaigns during that time. Academic performance of low-income students raises concerns According to data cited by the Illinois Policy, only one in four low-income Illinois students in third through eighth grade can read at grade level. Furthermore, just one in seven is proficient in mathematics. Supporters of school choice policies have pointed to these figures as indicators of the urgent need for alternative education options for underserved families. TOI Education is on WhatsApp now.
