NYPD rolling out new Quality of Life teams. Here's where they will start.

The NYPD is rolling out a new
Quality of Life Division
across five precincts and several housing developments Monday.
Officials say complaints about noise, drug use, panhandling and illegal parking have risen over the last six years. Critics, however, worry the crackdown may disproportionately target low-income residents.
New York City Mayor Eric Adams and Police Commissioner Jessica Tisch say the pilot program is about making sure every New Yorker feels seen, heard and safe by responding to non-emergency 311 concerns.
Officials say complaints about these low-level offenses have doubled in the last six years, with panhandling seeing a 200% increase.
But the New York Civil Liberties Union warns that the new enforcement is a return to the so-called "broken windows" police strategy employed by former Mayor Rudy Giuliani, and fears it will lead to police harassment and profiling of people of color.
The NYPD commissioner has insisted that is not the case and the new unit is not a return to zero tolerance policing.
The pilot program launches Monday in the following locations:
The program will be evaluated over the course of the next two months before expanding.

A vigil for NYPD Detective Didarul Islam, one of the four victims killed in Monday's Midtown Manhattan office building shooting, is being held Friday in the Bronx. People are gathering on Laconia Avenue, in the confines of the 47th Precinct, where Islam worked. Islam, who was posthumously promoted to detective, was laid to rest Thursday after a funeral at Parkchester Jame Masjid mosque in the Bronx, where thousands of police officers and hundreds of mourners attended the services. The 36-year-old was remembered as a devoted police officer, husband and father who was just weeks away from welcoming his third child. NYPD Commissioner Jessica Tisch said Islam died as he lived, a hero. "He was a son of two cities, born in Salat, Bangladesh, called to New York at the age of 20 by the promise of a better life, and he would build that life and fulfill that promise through service," Tisch said at Islam's funeral. She noted he started out as a school safety agent before becoming an NYPD patrol officer. A funeral was also held Thursday for Wesley LePatner, the Blackstone business executive killed in the attack at 345 Park Ave., at Central Synagogue in Midtown. Julia Hyman, who worked for Rudin Management, was the first victim laid to rest. Her funeral was also at Central Synagogue.

Maniac Shane Tamura sprayed nearly 50 bullets during his Midtown massacre — as he shot dead four people, including an NYPD officer, according to police and sources. The deranged gunman sprayed most of the bullets across Rudin Management's 33rd-story offices at 345 Park Ave. — which he entered after mistakenly getting off on the wrong floor during his search for the NFL headquarters, authorities said. Cops recovered 24 discharged shell casings and 15 bullet fragments on that floor, which is where Tamura gunned down 27-year-old Julia Hyman, an associate at the real estate company, before turning the weapon on himself, according to cops' initial investigation. 4 Shane Tamura fired nearly 50 bullets during his rampage. AP Another 23 casings and 13 bullet fragments were found in the lobby and the ground floor of the skyscraper where Tamura, 27, unleashed his Monday rampage, authorities said. Police found more than 800 unspent 357 Magnum Rounds sitting in the black BMW that Tamura was seen exiting while brazenly carrying an M4 rifle just before storming into the Park Avenue building, according to cops. The crazed gunman immediately delivered a fatal shot at NYPD hero Didarul Islam, who was working an extra shift on a security detail, upon entering around 6:30 p.m., then killing 43-year-old Blackstone executive Wesley LePatner as she hid behind a lobby column and building security guard and father Aland Etienne. who was at his desk.
