
Sharp decline in pay-TV subscriptions leads to 577,000 job losses: Study
Pay-TV subscriber base dropped from 151 million in 2018 to 111 million in 2024 and is expected to fall further to between 71-81 million by 2030, said the report, 'State of Cable TV Distribution in India', jointly prepared by the All India Digital Cable Federation (
AIDCF
) and EY India.
It attributed the decline to rising channel costs, increased competition from OTT platforms and growing popularity of free, unregulated services such as DD Free Dish.
Cumulative revenues of four DTH players and 10 major cable TV providers, or multi-system operators (MSOs), have declined by more than 16% since 2018 while their margins have reduced by 29%, the report said.
In FY19, their combined revenue stood at ₹25,700 crore, which dropped to ₹21,500 crore in FY24. Combined Ebitda fell to ₹3,100 crore in FY24 from ₹4,400 crore in FY19.
The study drew inputs from 28,181 local cable operators (LCOs) across 34 states and union territories.
The LCO workforce has been severely affected, with surveyed operators reporting a 31% drop in employment, representing a loss of 37,835 jobs. When extrapolated to the national level, this translates into job losses ranging from 114,000 to 195,000 across various operational tiers.
In addition, closure of approximately 900 MSOs and 72,000 LCOs since 2018 has contributed to the overall job loss figure of 577,000, the report said.
Despite these challenges, industry leaders remain cautiously optimistic.

MIB sees mixed trends: DTH takes a hit; FM Radio tunes into growth in FY25
The ministry of information and broadcasting (MIB) saw a dip in earnings from Direct-to-Home (DTH) television services in FY25, signaling a continued decline in the pay TV user base. In FY25, DTH revenue decreased to Rs 648.73 crore in FY25 from Rs 692 crore in FY24 and Rs 859.96 crore in FY23, showing a 25% reduction over two years. Conversely, private FM radio revenue increased to Rs 196.28 crore from Rs 186.80 crore in FY24 and Rs 178.99 crore in FY23. The ministry collected Rs 1,012.39 crore in non-tax revenue through the Bharatkosh platform on the NTR e-portal in FY25. The MIB provides licences to television and radio broadcasters. DTH operators, including Tata Play, Airtel Digital TV, Dish TV, Sun Direct, and public broadcaster Doordarshan's DD Free Dish, pay licence fees to the ministry. These operators deliver television content nationwide using Ku-band transponders, ET reported. TRAI data shows a steady decline in active DTH pay users from 70.26 million in 2020 to 56.92 million in 2025. The decrease occurred progressively, with numbers falling from 69.57 million in 2021 to 66.92 million in 2022, 65.25 million in 2023, and 61.97 million in 2024. This ongoing reduction indicates changing viewer preferences, with audiences increasingly choosing digital and over-the-top (OTT) platforms for their entertainment needs. DD Free Dish operates without subscription charges on a free-to-air basis. Its growth does not affect ministry revenue as it neither pays licence fees nor operates within the private DTH revenue structure. FM radio maintains its position, particularly in regional and semi-urban areas. The ministry generates revenue through entry and migration fees, annual licences, tower rentals, and processing charges from FM broadcasters. The ministry noted FM radio's popularity among youth and local advertisers. Private FM channels support government communication initiatives, helping promote development schemes in remote and border regions. As of March 31, 2024, 388 private FM radio channels operated across 113 cities in 26 states and five Union territories. New stations launched in border areas include Leh and Kargil in Ladakh, and Bhaderwah, Kathua and Poonch in Jammu and Kashmir. TRAI reports show FM channels earned Rs 466.63 crore in advertising revenue for the quarter ended March 31, down from Rs 500.11 crore in the December quarter, demonstrating stability despite media industry changes.

Government takes measures to enhance representation of south Indian language channels on DD Free Dish
NEW DELHI: With the viewership of Prasar Bharti's Direct-To-Home (DTH) service—Doordarshan (DD) Free Dish growing manifolds every year, the government has been taking various proactive measures to increase the representation of south Indian language channels on the platform. For better regional representation, slots were reserved for south Indian language channels in the e-auctions of DD Free Dish earlier this year. Eligibility norms have also been simplified to ensure greater participation from private broadcasters in the southern region. The DTH service has seen consistent growth in its reach over the past few years and as per industry estimates of 2024; it reaches approximately 49 million households. It was 33 million in 2018, signifying the positive audience growth. While responding to questions on measures taken by the Government to encourage south Indian language channels to secure slots on DD Free Dish and the results achieved, the Minister of State for Information and Broadcasting L Murugan, on Wednesday, informed Lok Sabha that DD's regional channels such as DD Tamil, DD Saptagiri, DD Chandana, DD Yadagiri, and DD Malayalam have also been onboarded and they are being technologically upgraded and better promoted to enhance their visibility.

DD Free Dish expands reach with greater representation of languages from southern States
Union Minister of State for Information and Broadcasting and Parliamentary Affairs L. Murugan on Wednesday (July 23, 2025) said the government had taken various proactive measures to increase the representation of languages from southern States on DD Free Dish. In a written response to a query in Lok Sabha, the Minister said DD Free Dish had experienced consistent growth in its reach over the past few years. As per industry estimates, it reached 49 million households nationwide as of 2024. The figure was 33 million in 2018. 'The Government has taken various proactive measures to increase the representation of South Indian language channels on DD Free Dish, including: for better regional representation, slots had been reserved for South Indian language channels in the e-auctions of DD Free Dish platform (done in 2025),' said the reply. The eligibility norms have been simplified to ensure greater participation from private broadcasters in the southern region. 'Furthermore, dedicated slots were offered for Tamil, Telugu, Kannada, and Malayalam channels in recent e-auctions. Three additional South Indian language private channels viz. TV9 Telugu, Aastha Kannada & Aastha Telugu, have been onboarded on DD Free Dish since April 1, 2025,' it said. Doordarshan's own regional channels, such as DD Tamil, DD Saptagiri, DD Chandana, DD Yadagiri, and DD Malayalam have also been onboarded. 'The channels are being technologically upgraded and better promoted to enhance their visibility. Apart from this, there are 27 educational channels on DD Free Dish, which are relaying programs in various South Indian languages,' said the reply. Responding to another question, the Minister said the government had undertaken measures for the modernisation and expansion of Akashvani and Doordarshan Kendras (DDK) across all the States. 'The Kendras are being upgraded under the Central Sector Scheme -- Broadcasting Infrastructure and Network Development (BIND). This includes major upgrades throughout the country, including Bihar, to strengthen public broadcasting. The scheme has been approved with a total outlay of Rs. 2,539.61 crore for the period 2021-26,' it said. The government has also sanctioned various projects for the modernisation of broadcasting infrastructure in Bihar. 'It includes ₹64.56 crore for modernisation of Akashvani Kendras and Rs.4.31 crore for modernisation of Doordarshan Kendras,' said the reply.
