Low pay, poor work culture: Why women in blue- and grey-collar jobs are struggling

Across India's factories, kitchens, warehouses, service counters and construction sites, nearly 3.9 million women form a vital part of the blue-and-grey-collar workforce. Yet, their participation remains fragile and often short-lived, despite their growing numbers.
The State of Women in the Blue-Grey Collar Workforce 2025 report, released by the Udaiti Foundation and Quess Corp Ltd, shows that 52% of women in the blue and grey workforce intend to stay in their jobs for less than a year. The findings are from a survey of 10,620 current and 1,575 former women workers employed through Quess Corp and highlight several challenges faced by the women employed in the blue/grey collar workforce.
The report, using the Periodic Labour Force Survey data, showed that the total number of women in blue/grey collar jobs has doubled in the last four years—from 1.94 million in 2020–21 to 3.88 million in 2023–24— their share in the workforce has increased only marginally, from 16% to 19%. While this may still seem like progress, there is a complex reality that women face in the workforce: the lack of a proper environment to build a sustainable career.

The report highlighted that a majority of women who have been working for less than a year did not intend to stay in the workforce for less than a year. Interestingly, those who make it beyond the first year show a higher appetite for staying in the workforce longer.
The challenges driving this attrition are persistent and structural. Low income remains the most cited reason (54%) by most of the respondents surveyed, followed by poor work culture (28%), safety concerns (22%), and limited career growth (21%).
Mobility and safety
For many women in blue- and grey-collar roles, getting to work is one of the biggest barriers to staying employed. It's not just about reaching the place of work; it is also about getting there safely, affordably, and on time.
According to the report, nearly one in five women face mobility-related challenges, including long travel time (27%), high commuting costs (19%). Women have also voiced concerns over unsafe or unavailable public transport. These issues are especially pronounced for women working early or late shifts and those commuting from poorly connected areas.
Public transport remains the most common mode of commute for both unmarried women (63%) and married women (59%). Yet persistent issues like harassment, overcrowding, and poor connectivity make daily travel difficult, the report noted. With few reliable alternatives, many women are forced to spend more or travel longer to reach their workplace.
Pay, proximity, and perception
For those who are still employed, workplace culture is a silent strain. Rigid schedules emerged as the most common concern across all age groups. Other issues included a lack of respect and unsupportive managers, pointing to long-standing gaps in how value and voice are acknowledged at work.

Women who have quit the workforce, returning is not simply about finding an opportunity, but also about having better work conditions. Better pay remains the top motivator, with 42% of former employees saying it would encourage them to rejoin. Other key factors include proximity to home (20%), access to training and skilling (18%), and greater workplace flexibility (17%).
With millions employed in the blue/grey collar workforce, and millions more expected to join in the coming years as the Indian economy progresses, addressing the challenges faced by the current employees may help bridge the gap between the need for a job and the desire to build a career.
As India hopes to achieve a higher female labour force participation rate from the current 41.7%, enhancing the quality of work and enabling job satisfaction in the blue/grey collar segment will be crucial.

In a nation that celebrates rising literacy rates as markers of progress, Kerala has long stood out as a success story. With near-universal literacy, strong gender parity in education, and robust public schooling systems, it is often held as a model State in India's educational discourse. Yet, this very success reveals an uncomfortable truth. According to the Periodic Labour Force Survey (PLFS) 2022-23, Kerala reports a graduate unemployment rate of 42.3%, one of the highest in the country. For a State often viewed as educationally forward, this statistic raises troubling questions about the relationship between academic learning, employability, and the structural design of our higher education policy. At the heart of this paradox lies a systemic misalignment between what is taught and what the job market demands. Kerala's educational model has traditionally emphasized formal academic pathways with relatively less focus on vocational or skill-based education. As per the Kerala State Planning Board's Economic Review 2023, while higher education enrolment is robust, nearly 70% of courses offered are in general streams like humanities and pure sciences, with minimal alignment to industry-specific or emerging sectors. In contrast, countries like Germany, through their dual vocational education system, integrate apprenticeships with formal education, ensuring smooth school-to-work transitions. Kerala, and India more broadly, have yet to institutionalize such bridges. How other States are doing The problem is not isolated to Kerala alone. Tamil Nadu, a southern peer, offers a revealing counter-example. While also boasting high literacy and educational attainment, Tamil Nadu has built a relatively stronger network of polytechnic institutions and vocational training centers. As per NSDC's Tamil Nadu Skill Gap Report, the state's industrial linkages and sector-focused skilling have helped reduce the incidence of graduate unemployment to 23.4% (NSDC, 2022). Karnataka, with its growing tech ecosystem, has similarly diversified its post-secondary offerings through public-private training collaborations that provide students with both soft and hard skills. These models highlight how the Southern states themselves offer diverse approaches, some more successful than others in linking education with employment. Turning to the North, the contrast is even more stark. States such as Bihar and Uttar Pradesh continue to struggle with low school completion rates and poor employability indicators, even among graduates. In Bihar, the graduate unemployment rate stands at 33.9% (PLFS 2022-23), while only 25.7% of youth aged 18–23 are enrolled in any form of higher education (AISHE, 2021-22). The challenge here is dual: improving access to quality education while ensuring it meets market relevance. Policy framework to boost employability The national policy backdrop complicates the situation further. The National Education Policy (NEP) 2020 rightly emphasizes flexibility, multidisciplinary, and skill integration. Yet, its rollout on the ground remains uneven. In Kerala, the four-year undergraduate structure has not yet fully addressed the mismatch between degrees and employability. Moreover, as the NSDC (2022) points out, only 17% of Indian youth receive formal vocational training, compared to 52% in the United States and 75% in Germany. This gap reflects both cultural and institutional inertia against vocational pathways, often stigmatized as inferior to mainstream degrees. Another issue is the burgeoning private higher education sector, which has mushroomed without consistent quality benchmarks. As highlighted by the University Grants Commission (UGC), nearly 60% of private colleges in India operate without NAAC accreditation, raising concerns about faculty quality, infrastructure, and academic outcomes. Kerala's relatively strong public higher education system has shielded it from the worst of this crisis, but a lack of diversification persists even there. According to the Kerala Economic Review (2023), less than 10% of state-funded higher education institutions offer STEM-oriented vocational programs, despite rising job demand in such sectors. It is also worth noting that Kerala has one of the highest rates of outward migration of educated youth. The Centre for Development Studies reports that over 2.1 million Keralites live and work abroad, primarily in the Gulf, many of whom are graduates unable to find appropriate jobs at home. While remittances help the State's economy, they also reflect a failure of domestic job creation and talent retention. A policy redirection is urgently needed. First, a fundamental overhaul of career counseling and academic advising is required at the secondary school level. As per the NCERT's National Achievement Survey (NAS) 2021, only 13% of students receive formal career guidance, leaving most to pursue degrees without understanding their employment prospects. Second, vocational education needs mainstreaming, not marginalization. Kerala can draw from Germany's Berufsschule model or Singapore's Institute of Technical Education, which blend classroom learning with real-world apprenticeships. Third, states must establish employment-linked metrics in evaluating higher education institutions. Tamil Nadu's recent move to integrate placement statistics into college rankings could be adapted across States. Fourth, central institutions such as the NSDC and the Ministry of Education must work in tandem to ensure that the skilling ecosystem is not divorced from formal higher education. Finally, a National Skills Registry that tracks student outcomes across degree programs, job sectors, and geographies can aid both planning and accountability. In sum, Kerala's graduate unemployment is not merely a state-specific problem; it is a mirror reflecting the structural inefficiencies in India's education-employment continuum. The nation must move beyond celebrating enrolment numbers and focus instead on educational utility. If we truly seek demographic dividends, we must stop equating degrees with success and start aligning education with capabilities, aspirations, and economic realities. Kerala needs a comprehensive creative economy policy to unlock growth potential

As Kerala positions itself toward a knowledge-based economy, it is imperative that we recognise and harness the untapped potential of the creative and cultural sector — a sector that has long flourished informally but now deserves structured policy attention and investment. Kerala's demographic and economic realities make a strong case for embracing the creative economy. Traditional industrialisation is challenged by the State's limited land availability, high population density, and comparatively high labour costs. Moreover, youth aspirations have shifted dramatically. Many young Keralites, while globally renowned for their work ethic — particularly in healthcare and IT sectors — are increasingly reluctant to take up blue-collar jobs back home. As a result, it is estimated that over one-third of Kerala's informal workforce now comes from other Indian States. While Kerala has made notable strides in the IT and consulting sectors, inclusive development demands we address opportunities for those outside the formal tech pipeline — particularly freelancers, women, and creative entrepreneurs. According to the Periodic Labour Force Survey 2023, Kerala's female labour force participation stands at only 25.5%, far below the national average of 37%, despite having the highest female literacy rate in the country. Cultural and creative legacy Kerala has always punched above its weight culturally. Malayalam cinema, acclaimed for its storytelling and innovation, has earned national and international recognition— with recent blockbusters reaching audiences far beyond state borders. Events such as the Kochi-Muziris Biennale, Asia's largest contemporary art festival, and traditional spectacles such as Thrissur Pooram and Nehru Trophy Boat Race, attract global visitors — yet their economic impact remains largely unmeasured and underleveraged. The creative talent pool in Kerala is broad and dynamic — spanning film, animation, visual effects, architecture, design, advertising, performing arts, fine arts, and digital media. The success of Keralites across global creative industries is a testament to this vibrant ecosystem. This has not happened by accident — it is the result of progressive movements, social investments, and education reforms over the decades. Cultural capital to creative capital Kerala's cultural richness is deeply embedded in its architecture, literature, and traditional art forms such as Kathakali, Mohiniyattam, Theyyam, and Koodiyattam — many of which are now recognised as UNESCO Intangible Cultural Heritage. Institutions such as Kerala Kalamandalam, established in 1930 and now a Deemed University, have not only preserved endangered art forms but also attracted international students, making Kerala a hub of cultural exchange. The State has also invested in contemporary institutions such as the K.R. Narayanan National Institute of Visual Science and Arts and the Kerala State Institute of Design, alongside a growing network of media schools and fine arts colleges. These are strong building blocks for a formal creative economy. Time for a unified policy approach Despite this potential, Kerala's creative sector remains fragmented and underserved. While progressive initiatives such as the Kerala Design Policy and the AVGC-XR Policy (focusing on animation, visual effects, gaming, comics, and extended reality) are commendable, a comprehensive, inclusive, and coordinated 'Creative Economy Policy' is urgently needed. Such a policy should: Recognise all sub-sectors — from performing arts and digital content to crafts and design. Support entrepreneurship, local economic development, and export-readiness. Enable structured skilling, mentoring, and incubation for creative professionals. Drive inclusion, particularly for women, youth, and traditional artisans. Build robust infrastructure for festivals, residencies, and marketplaces. A global template Kerala can look to models such as the UK's Creative Industries Council, a cross-industry body that advises the government on the needs and opportunities in the sector. A similar entity in Kerala — a Kerala Creative Industries Council — could streamline policies, remove duplication across departments, and provide long-term strategic guidance. An economic engine for the future The creative economy is projected to represent 10% of global GDP by 2030, according to UNESCO. India's Ministry of Information & Broadcasting has already identified the AVGC-XR sector as a 'sunrise industry', and global players such as Netflix and Amazon are investing heavily in Indian content. Kerala is well-positioned to ride this wave. With geographic charm, cultural depth, and abundant talent, the State has all the ingredients to become the 'Cannes of India' — a hub for creative excellence, tourism, and cultural commerce. What Kerala needs now is a focussed, inclusive, and tech-enabled strategy to turn its cultural capital into creative capital. Agencies Earlier this month, Reuters published results of a poll it conducted between June 19 and July 21 on India's unemployment situation. Based on four questions posed to 50 economists in July, Reuters reported that 'official jobless data is not accurate', and suggested India's true unemployment rate could be significantly higher than what official sources 24 hours of its release, PIB issued a detailed response, arguing that the Reuters article 'suffers from a lack of statistical foundation and relies on unverifiable perceptions rather than data-driven evidence'. It labelled it as misleading. While healthy disagreement is vital for a functioning democracy, it can also leave ordinary citizens uncertain about which sources to trust and how to interpret competing narratives. As a country, we can all benefit from reflecting on how to raise the quality of such discourse. In the Reuters unemployment data report case, let us consider how key actors - media, participating economists and GoI - might approach these conversations in ways that prioritise constructive engagement. A story like this conducted by a media outlet with global reach and respect reflects India's growing global relevance. Yet, one doesn't have to be a defender of GoI to see the partisan nature of its survey. For instance, it asked, 'Are the government's unemployment data accurate?' with only two options: 'yes' or 'no'. Survey methodologists would point out that this is a leading question. It's worded in a way that guides the respondent toward a particular answer. A more neutral framing - like 'How would you characterise the government's unemployment data?' with a wider range of options - would have yielded more accurate while some economists expressed concern about definitional issues in labour force measurement (e.g., threshold for considering someone 'employed'), these were interpreted as criticisms of the data itself. In fact, the economists were telling Reuters that the inaccuracy stems from the definition, not from the data, a crucial distinction the report fails to mention. There are already several high-quality analyses of India's labour market. ICRIER's India Jobs and Occupation Tracker (I-JOT), for instance, finds that GoI-NSSO's Periodic Labour Force Survey (PLFS) tracks trends in employment reasonably well. Similarly, Azim Premji University's Centre for Sustainable Employment's 'The State of Working India' annual report conducts detailed analysis using PLFS data, indicating a level of confidence in its overall integrity. Media outlets must consider partnering with domain experts, investing in stronger research capacity, tightening their editorial process, and opting for fewer clickbait headlines in favour of more robust journalism. Such steps would help ensure that critical reporting is also constructive and response rate to the Reuters poll - 83% - is impressively high. It's heartening to see economists actively participating in polls, rather than administering one. That said, experts participating in the Reuters survey should have declined if they don't have a good understanding of India's labour market and follow PLFS closely. Moreover, they must consider how their responses could be misinterpreted in public discourse. Greater caution and context in framing critiques can ensure that legitimate concerns are not has made important strides in strengthening its global image and credibility. Understandably, it wishes to counter narratives it sees as misrepresenting its efforts. But not all criticisms require rebuttals. An overly swift or forceful response can amplify an issue that may otherwise have faded from public attention.A more effective strategy may be to engage in dialogue, rather than to public contestation. For example, inviting the Reuters team to discuss their findings with senior officials - such as the CEA or secretary of MoSPI - would demonstrate openness and confidence. Exposing sloppiness would compel such reportage to be more objective in the in East Asia like in China, South Korea and Vietnam have often adopted a long-view approach, addressing external critiques through delicate diplomacy rather than public rebuttals. India could take a page from this playbook, tailoring it to its own domestic it's essential that public institutions and personalities uphold their responsibility to promote accurate, balanced and timely information. This means calling out misinformation and poor-quality analysis wherever it originates, and defending credible work with equal trust in economic data is a national asset. Safeguarding it requires a commitment to transparency, mutual respect and continuous improvement from all sides. With thoughtful engagement, we can turn moments of contention into opportunities for dialogue.
