China hosts Latin American and Caribbean leaders

Beijing on Monday welcomed Latin American and Caribbean leaders and officials, as it pushes for a united front against US President Donald Trump's recent maelstrom of tariffs.
China has stepped up economic and political cooperation with Latin American nations in recent years, with two-thirds of Latin American countries having joined the Belt and Road initiative (BRI).
The nation has surpassed the US as the biggest trading partner of Brazil, Peru and Chile, among others.
The forum between China and the 33-member Community of Latin American and Caribbean States (CELAC) is due to formally begin on Tuesday.
A notable attendee is Brazilian President Luiz Inacio Lula da Silva, who arrived in Beijing on Saturday for a five-day state visit.
Lula has sought to improve ties with both China and the US since returning to power in early 2023.
On Monday, Foreign Minister Wang Yi hosted his Cuban counterpart Bruno Rodriguez Parrilla, Venezuela's Yvan Gil, Peru's Elmer Schialer and Uruguay's Mario Lubetkin for talks in the capital.
Other expected participants in the forum include Colombian President Gustavo Petro and Chilean President Gabriel Boric.
Petro said last week that he would sign a "letter of intent" to join the BRI when he meets President Xi Jinping in the coming days.
Xi will address the summit at its opening ceremony on Tuesday, according to the Foreign Ministry.
The ministry also pointed out that the nation stands ready to take the meeting as an opportunity to discuss development plans with CELAC countries, Xinhua News Agency said, adding it also looks to address global challenges, promote global governance reform and safeguard world peace and stability. Starting later this month, the pilot programme will require applicants from certain countries to pay a sum of "no less than US$5,000" as collateral for the issuance of their visa. The funds will be returned if the applicant complies with all visa terms. If the applicant remains in the United States past the deadline, the funds will be forfeited. "Consular officers may require covered non-immigrant visa applicants to post a bond of up to $15,000 as a condition of visa issuance," the agency said in a notice to be published Tuesday in the US Federal Register. The 12-month programme would only affect foreign nationals from countries considered to have "high visa overstay rates" based on a 2023 Department of Homeland Security report, the notice said. Bond payments will also be required by applicants from countries "where screening and vetting information is deemed deficient," the notice added, as well as those who were granted citizenship without a residency requirement. "The pilot reinforces the Trump Administration's commitment to enforcing US immigration laws and safeguarding US national security," a State Department spokesperson said in response to an AFP inquiry. Neither the notice nor the spokesperson specified which countries would be impacted by the new rule. The programme, which will begin on August 20, will apply to B-1 or B-2 non-immigrant visas, and those asked to pay bonds will have to enter and depart from the United States from a list of pre-selected airports. Since returning to the White House in January, Trump and his administration have cracked down on migration to the United States. The State Department justified the launch of the pilot programme by calling it "a key pillar of the Trump Administration's foreign policy to protect the United States from the clear national security threat posed by visa overstays". China has authorised nearly 200 Brazilian companies to export coffee to its domestic market amid escalating trade tensions between Brazil and the United States following the imposition of a 50 per cent US tariff on Brazilian coffee. The weekend announcement, effective July 30, came just days after the United States levied the new tariff, which is set to take effect on Wednesday. The measure has sent shock waves through Brazil's coffee industry and forced exporters to seek other markets. China's move, valid for five years, is expected to increase Brazilian coffee shipments to a country where demand is rising steadily The United States is the largest consumer of coffee globally, importing 3.3 million bags of Brazilian coffee in the first half of this year, nearly 23 per cent of Brazil's total coffee exports. In contrast, China imported 530,000 bags during the same period. Although the Chinese market is still smaller, it is gaining relevance as Brazil's access to the US market faces new restrictions. Industry data shows that about 85 per cent of Brazil's 2025 production of Arabica, the variety most exported to the US, has already been harvested.
