What Next in Impeachment Process For Judge Caught In Cash-At-Home Row

The process of impeachment of Justice Yashwant Varma - the former Delhi High Court judge at whose home "piles of burnt Rs 500 notes" were found - having started in parliament with a memorandum signed by 145 MPs, Speaker Om Birla is expected to carry the ball further tomorrow, by forming an inquiry committee.
The committee is expected to include a serving judge of the Supreme Court, the Chief Justice of a High Court and a reputed jurist. The report of the committee - which is expected to investigate the allegations against Justice Varma - is likely to come during the winter session of parliament.
After this, the process of investigation and hearing will start. The committee is expected to lay down the allegations and a copy of it will be given to the judge, who will also be given a chance to respond in writing.
After this, there could be an interrogation or cross-examination of witnesses in the matter, following which the committee will present its conclusions in parliament. The committee's report will be discussed in both houses and Justice Verma will be given a chance to present his side.
This would be followed by the actual process of voting for impeachment in both houses of parliament.
To carry out the impeachment, either a simple majority of the total number of members or a two-thirds majority of those present and voting will be required.
A go ahead from both houses is needed after which the President issues an order to remove the judge.
The complicated process of impeachment is part of the reason why no judge has been impeached in Independent India. On most of the five cases that came close, the judges had resigned before the proceedings had reached the final phase.
Justice Yashwant Varma had come under scrutiny after a fire broke out at his official residence on March 14 and wads of half-burnt cash were found. It had caused a furore, and though Justice Varma denied any wrongdoing, questions were raised about the judiciary.
In view of the row, then Chief Justice of India Sanjiv Khanna had initiated an in-house inquiry. A three-judge panel was appointed to conduct an investigation.
After the committee confirmed the presence of cash at Justice Varma's residence and submitted its report to the CJI, Justice Khanna sent the findings to the Prime Minister and the President, recommending initiation of removal proceedings as per the Judges Inquiry Act and Article 124(4) of the Constitution.

The Chandigarh Administration on Friday rolled out its first comprehensive Education Policy for Children with Special Needs – 2025, aimed at ensuring barrier-free, dignified, and quality education for children with benchmark disabilities. The policy was launched at Punjab Raj Bhavan by Punjab Governor and UT Administrator Gulab Chand Kataria, who called it 'a strong initiative towards inclusiveness and the spirit of equality guaranteed by the Constitution'. Kataria underlined the social significance of the step, stating, 'the measure of the true progress of any society is how it empowers its weakest sections. This policy is not just limited to opening the doors of schools, it is also a means to bring out the inherent talent and potential of the children. Chandigarh is proud that we are strengthening the spirit of equal opportunity and inclusion in the field of education'. Framed in line with the Rights of Persons with Disabilities Act, 2016, the policy guarantees free and compulsory education in government and aided schools for children with disabilities up to the age of 18. For those unable to attend regular classes, home-based education will be provided, supported by a transport allowance and auxiliary services. Admissions have been made entirely non-discriminatory, with all inclusive neighbourhood schools required to admit disabled children. A three per cent reservation has also been set aside for them within the 25 per cent quota for economically weaker sections under the Right to Education Act. Private schools will now be obliged to admit students with special needs and provide tailored educational support. The framework mandates the appointment of trained special educators for inclusive classrooms, adapted curricula, Braille and large-print textbooks, sign language resources, and modified evaluation systems. Collaboration with special schools and integrated education centres will support children with severe disabilities, while vocational and skill training from Class 9 onwards will prepare them for independent livelihoods. To foster a sensitive learning environment, the policy calls for regular training and awareness programmes for teachers, parents and classmates. A grievance redressal committee in every school and a state-level monitoring body will oversee its implementation. Senior officials, including Chief Secretary Rajiv Verma, Principal Secretary to the Governor Vivek Pratap Singh, Education Secretary Prerna Puri and Director of School Education Harsuhinder Pal Singh Brar, were present at the launch. Officials said the new policy represents 'an inspirational effort to strengthen the values of social justice, inclusion and compassion' and carries the message that 'disability is not a limitation; with the right environment and opportunities, every child can make society proud with their talent'.

Mangaluru: Minister for health and family welfare, Dinesh Gundu Rao, expressed concern over the spread of false information accusing the govt of diverting revenue from endowment temples for other purposes. Stating that the govt utilises the revenue from muzrai temples exclusively for the development of religious shrines under the department, the minister said that a few organisations have been spreading malicious campaigns against the govt with a political agenda. Rao was speaking at a consultation meeting with the management committee members of temples under the Hindu religious institutions and charitable endowments department on Friday. The Congress govt under chief minister Siddaramaiah increased 'tasdik' (remuneration for archaks) from Rs 24,000 to Rs 36,000 per year, and later to Rs 48,000 during his previous term. "The govt has further increased the tasdik to Rs 72,000. There is a political conspiracy to portray the Congress govt as anti-Hindu," Rao alleged. 1 2 Ranchi: The state govt is planning to establish another Sainik School in the state to expand opportunities for students aspiring to join the armed forces. Chief secretary Alka Tiwari on Friday directed the state education department to initiate groundwork for the proposed institution. The department has been asked to identify potential locations and prepare necessary documentation so that a formal proposal can soon be submitted to the Union govt for approval. Currently, the state has only one Sainik School at Tilaiya in Koderma district which was established in 1963. "With 875 enrolled students, Tilaiya's Sainik School has the highest number of students enrolled among all the Sainik Schools across the country. To expand opportunities for the students of the state aspiring to join the armed forces, there is a need of another Sainik School in the state," the chief secretary said, directing the secretary of school education department to initiate groundwork for the proposed institution. "The technical approval for this has been received from the department of drinking water and sanitation. Instructions were given to propose the construction of a sewage treatment plant at the school. Additionally, the building construction department was directed to maintain the staff quarters at the school," chief secretary Tiwari said. Meanwhile, the school authority appealed to the state govt to bear the costs of pensions, family pensions, NPS, and other benefits for the school staff, which is estimated to be around Rs 7 crore. In light of this, the chief secretary instructed the school education department to examine the models of Sainik Schools in other states and proceed accordingly. Tiwari directed to conduct annual health check-ups for students in Koderma, which was previously conducted in Hazaribag. Union minister of state for defence, Sanjay Seth in April said 100 additional Sainik Schools will be established across the country in public-private-partnership (PPP) mode.
