
17 charged in fatal tower collapse
A construction magnate, builders, designers and engineers surrendered to police on criminal negligence charges for the deadly collapse of a Bangkok high-rise in the March 28 earthquake that hit Myanmar.
Premchai Karnasuta, the president of Italian-Thai Development Co, the main Thai contractor for the building project, as well as designers and engineers were among 17 charged with the felony of professional negligence causing death, Bangkok deputy police chief Noppasin Poonsawat said.
Noppasin said those who met police yesterday formally denied the charges.
Several have previously issued public denials in response to allegations in the media.
Ninety-two people were confirmed dead in the rubble of the building that had been under construction and a small number of other people remain unaccounted for.
The building, which was to become a new State Audit Office, was the only one in Thailand to collapse in the earthquake that was centred in neighbouring Myanmar.
The search for victims at the site has been halted, though efforts to identify remains through DNA will continue.
Noppasin said at a news conference that evidence and testimony from experts suggested the building plan did not meet standards and codes.
The Bangkok Post newspaper said police had also determined the project showed 'structural flaws in the core lift shaft and substandard concrete and steel'.
Thai media have reported allegations of wrongdoing in the project almost every day since the building's collapse, many of them involving irregular documentation for the project.
A Criminal Court issued arrest warrants for the 17 on the negligence charge on Thursday.
Noppasin said 15 turned themselves in at a police station in the morning and the remaining two were expected to do so later.
The epicentre of the quake was in central Myanmar, where it killed more than 3,700 people and caused major damage in Mandalay, the country's second biggest city, and the capital Naypyidaw.
Premchai's case is his second major tangle with the law. In 2019, he was convicted of wildlife poaching and served about three years in prison.
He was found guilty of killing protected animals and illegal possession of weapons after park rangers found a hunting party at a wildlife sanctuary in 2018 with carcasses of a rare black panther, a kalij pheasant and a barking deer. The panther had been butchered and its meat cooked for soup. — AP

US senator wants Musk to block use of Starlink by financial fraud groups in Southeast Asia
WASHINGTON: A Democratic senator on Monday urged SpaceX CEO Elon Musk to block transnational criminal groups in Southeast Asia from using Starlink satellite internet service to commit fraud against Americans. Senator Maggie Hassan cited recent reports that Starlink is being used to facilitate fraud against Americans by a broad range of transnational criminal organisations operating "scam compounds" in Southeast Asia. The US Treasury Department's Financial Crimes Enforcement Network said these groups defrauded Americans out of billions of dollars, she added. "Scam networks in Myanmar, Thailand, Cambodia, and Laos, however, have apparently continued to use Starlink despite service rules permitting SpaceX to terminate access for fraudulent activity," Hassan wrote in a letter to Musk seen by Reuters. "SpaceX has a responsibility to block criminals from using the service to target Americans." SpaceX did not immediately respond to a request for comment. For years, criminal networks have trafficked hundreds of thousands of people to scam compounds across Southeast Asia, including many along the Thai–Myanmar border, where victims are forced to work in illegal online schemes, according to the United Nations. "While most people have probably noticed the increasing number of scam texts, calls, and emails they're receiving, they may not know that transnational criminals halfway across the world may be perpetrating these scams by using Starlink internet access," Hassan wrote. Since February, Thailand has halted electricity, internet, and fuel supplies to five Myanmar border areas, including Myawaddy, in a bid to disrupt the scam centres, which have become an escalating regional security concern. International pressure to shut down the scam centres intensified following the abduction of Chinese actor Wang Xing, who was kidnapped after arriving in Thailand in January. He was later rescued by Thai police, who located him across the border in Myanmar. Criminal networks, mainly emanating from China, are known to run several of these scam centres, including those in the Myawaddy region, according to the United States Institute of Peace.

At least six killed in shooting incident in Bangkok
BANGKOK: At least six people were killed at a market in a shooting incident in the Thai capital Bangkok on Monday, a police official said. The number of fatalities includes the gunman who took his own life, Charin Gopatta, Deputy Commissioner of the Metropolitan Police Bureau, told Reuters. Four security guards at the Or To Ko market, which sells agricultural produce and local food, were killed by the gunman, as well as a woman, according to the Erawan Emergency Medical Centre that monitors Bangkok hospitals. -REUTERS
