
Fahmi: Red tape slashed with faster script approvals
PUTRAJAYA: The Communications Ministry's move to shorten the processing time for programme applications, including script approvals for international production companies, is a significant achievement for the ministry, said its minister Datuk Fahmi Fadzil.
Fahmi said the reform marked a major step in reducing bureaucratic inefficiencies and boosting Malaysia's appeal as a destination for filming and media production.
"This is a proud achievement for the National Film Development Corporation, as script vetting is an important requirement for production companies intending to film in the country," he said here today.
The Communications Ministry is among three ministries recognised for successfully implementing reforms to reduce bureaucratic red tape, earning a special certificate of appreciation for the achievement.
Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said the ministry significantly improved the approval process for foreign film scripts, reducing the timeline from 30 days to just seven, resulting in regulatory cost savings of up to RM2.4 million per production.
Fahmi also highlighted changes in other agencies under the ministry, such as the Central Agency for Application for Filming and Performance by Foreign Artistes (Puspal), which previously took longer to process event applications.
"The rollout of Puspal Guidelines Version 6.0 in April has led to streamlined procedures, particularly for concert organisation and filming activities.
"Whether it involves international artistes or foreign production companies, efforts to overcome bureaucratic hurdles must continue and be strengthened across all agencies and statutory bodies under the ministry."
He added that the Malaysian Communications and Multimedia Commission would be among the next entities under review, especially in relation to licensing processes.

PUTRAJAYA: The government is open to criticisms over the expansion of the Sales and Service Tax (SST), but such views must be based on facts, said Prime Minister Datuk Seri Anwar Ibrahim. Speaking at the Prime Minister's Department monthly assembly today, Anwar said the Cabinet's decision to expand the SST was made carefully to ensure it does not burden the majority of the people. He also said student groups had claimed that electricity tariffs had increased under the expansion of the tax structure, but reiterated that tariff adjustments only affect the top 10 to 15 per cent of users. "I do not quite understand. Is it true that students are affected? If universities are imposing electricity charges on students, and if that is accurate, then we must look into it. "But from what I understand, public universities are exempted. "Issues like this are sometimes widely circulated, and freedom has turned into a space for slander and insults. "That is why I encourage everyone, especially our younger generation, to share accurate facts. I have no issue with people criticising or voicing concerns," he said. Present were both Deputy Prime Ministers, Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Fadillah Yusof, as well as Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. The revised SST rates outlined under the 2025 Budget would come into effect on July 1. The Finance Ministry said the measure aims to strengthen the country's fiscal position by increasing revenue and broadening the tax base. Under the revised structure, selected non-essential and luxury goods will be taxed at rates between 5 and 10 per cent. While staple items such as sardines, tuna and mackerel (kembung) remain exempt from the SST, premium imported seafood like salmon, cod and king crab will incur a 5 per cent tax. Meanwhile, local fruits are exempt from the sales tax, with only imported fruits incurring the 5 per cent rate. Commenting further, Anwar, who is Finance Minister, said imposing SST on certain imported fruits was part of a targeted effort to promote local produce. "When we introduced it on imported fruits, it was because we believed that it was time. We have fertile land, where anything can be grown, even in our own backyard. "So we started with a cautious approach, introducing a small tariff or tax on imported fruits. Zahid and other colleagues mentioned that apples, oranges, and dates should be excluded. "So I said, let's check with the ministry and even though it is rare for the ministry to revise a decision shortly after it is made, we can do that. "For instance, with dates, we can adjust it ahead of next year's Ramadan, but to say that this (expansion of SST) is burdening the people, we must examine that carefully."

He said the discussions began with a draft presented by the Economy Ministry secretary-general to the Cabinet. 'We've actually discussed this. In my press conference a few weeks ago, I mentioned that the Prime Minister (Datuk Seri Anwar Ibrahim) had issued a directive to review the draft presented by the Economy Ministry secretary-general. 'As you know, any policy, programme or decision must first be presented at a Cabinet meeting. 'So, on Friday last week, the Prime Minister requested that all ministries review the draft and provide their feedback to the Economy Ministry,' he said at a press conference after launching the Nadi Aspirasi Nasional Bersama Anak Muda programme organised by the Community Communications Department (J-KOM) yesterday. Fahmi, who is also the government spokesman, said a special Cabinet meeting was held last Monday to review feedback from all ministries. 'During the meeting, it was determined that several issues raised by the ministries require further consideration by the Economy Ministry in the preparation of the 13MP document.' 'That was one of the reasons why, in last Wednesday's Cabinet meeting it was decided that Finance Minister II Datuk Seri Amir Hamzah would take on the duties and functions of the Economy Minister,' he said, Bernama reported. Earlier, former economy minister Datuk Seri Rafizi Ramli was reported to have questioned the government's move to review the 13MP, calling it a hasty response to social media criticism. This followed Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar's announcement on Friday that Amir Hamzah had been tasked with 'reviewing and revamping' the 13MP while concurrently performing the duties and functions of the Economy Minister, effective immediately. The 13MP is scheduled to be tabled in Parliament on July 31.

Fahmi Fadzil kicks off official visit to Penang
GEORGE TOWN: Communications Minister Datuk Fahmi Fadzil begins his two-day official working visit to Penang on Monday (June 30). He began by attending the main committee meeting for Malaysia Day 2025 (HM2025) at Komtar. The meeting discussed the implementation of the Malaysia Day 2025 celebration, which would be held in Penang this September. Fahmi also paid a courtesy visit to the Chief Minister Chow Kon Yeow. He was then expected to visit the site of the Malaysia Day celebration at Penang International Convention, Cultural and Arts Centre (PICCA) at 2pm. He would then visit the National Information Dissemination Centre (Nadi) in Kubang Semang at Yayasan Aman at 4 pm, where he was scheduled to hold a press conference. Fahmi would also visit the Safe Internet Campaign at Sekolah Menengah Pendidikan Khas Bumbung Lima at the same location. At 5pm, he would meet the Madani community at the hall of Yayasan Aman. On Tuesday (July 1), Fahmi would attend the Di Mana Ada Jalan Di Situ Ada Internet programme at 9am in Gerak Sanggul. Fahmi arrived in Penang on Sunday, June 29, for a closed-door meeting with state PKR leaders at a hotel. Among the issues discussed during the closed-door meeting were Sales and Service Tax (SST), Nadi, Community Information Centre, and Malaysia's 13th Plan.
