Holyoke schools to exit state oversight July 1 after decade of receivership

State officials announced the official exit to the Holyoke School Committee Monday night, drawing the gratitude of leaders including mayor and board chair Joshua Garcia.

'For a very long time, all we've been looking and waiting for is to be considered a partner in how we improve outcomes, improve our systems, in the district,' Garcia said. 'Receivership is not meant to be a permanent situation.'

Local officials have been petitioning the state to regain control of their district since 2023, and their path out has been clear since October, when then-acting education Commissioner Russell Johnston said he was removing the district's 'chronically underperforming' status.
'I just want to cry, but I'm
happy,' School Committee member Rosalee Tensley Williams said Monday. 'Words cannot express the way I feel right now.'

The state school board voted to take over Holyoke in 2015 following years of poor academic results. The local School Committee and
superintendent were stripped of their decision-making power, and a state-selected leader was installed. Under Massachusetts law, the state can take control of consistently low-performing districts and appoint a so-called receiver who is charged with executing a turnaround plan.
Critics at the time opposed the removal of local control from the majority Latino, high-poverty district, but proponents said it as was necessary to give those students a quality education they deserve.
At the time, the district had some of the worst academic outcomes in the state, including the lowest graduation rate, just 60 percent, and very wide achievement gaps by race, income, English learner status, and other measures.
Simone Fried, a University at Buffalo education professor who has studied the Holyoke takeover and other state interventions, said there were 'systematic violation of children's rights to education' in Holyoke that required some sort of intervention, but 'it's exciting news' the takeover is ending.

'Takeover was never intended, or should not be intended, to be a permanent solution,' Fried said. 'It seems to me that it's a promising sign that they're able to be at a place where they're able to resume local control.'
Ultimately, improvements under state receivership have been very limited. While state officials touted increases in the district's graduation rate — 77 percent last year — and other measures, those
gains
have largely reflected statewide trends.

In their news release announcing the end of receivership, state leaders also cited various operational changes that took place over the last decade. The district expanded its pre-K program to more than 500 seats, redesigned the high school, expanded career-related offerings, and built a new middle school, set to open this fall.
'While school improvement work will continue in Holyoke, it is time for local officials to take the lead,' Education Secretary Patrick Tutwiler said in a statement. 'Community stakeholders have consistently shared their input into the district's decision-making processes, and the School Committee partnered with a Community Advisory Team as part of the capacity-building plan. This experience is a strong foundation for the district's future.'

Tutwiler also serves as interim education commissioner; his successor,
Stephen Zrike, the district's initial state receiver and now Salem superintendent,
agreed improvements had been made in some areas even if there's more to be done.
'People automatically assume with a receivership that it's just about what happens in the classroom, but the system did need a lot of infrastructural support around operations,' he said. 'It worked in some regards.'
Holyoke Teachers Association President Nick Cream cheered the end of receivership, but called for the lifting of
compensated in part based on their effectiveness as educators, their professional growth, and student academic improvement.

Cream said the union does not believe it's a full exit of state control until those provisions end.
'If we don't have control over having a say in those things, we're not going to have the outcomes we believe our students deserve and students need,' he said.

BEIRUT, Lebanon, July 3 (UPI) -- An Israeli drone struck a car on Thursday as it was driving along a highway at the southern entrance of Beirut, killing one person and wounding three others, according to the Lebanese Health Ministry. The Israeli Army claimed responsibility for the attack, saying that it targeted a "terrorist" working for Iran's Quds Force and involved in smuggling weapons. The drone fired one first missile, but missed the targeted car on the Khaled highway south of Beirut, prompting the driver to slow down and stop on the side of the road. A second missile hit and destroyed the car, killing the driver, who was identified as Qassem al-Husseini, according to witnesses on the scene and local reports. The Lebanese Health Ministry confirmed that one person was killed, and three others were injured. Israeli army spokesperson Avichay Adraee said in a post on X that the Israeli military carried out a strike in Lebanon targeting "a terrorist involved in weapons smuggling and plotting attacks against Israeli civilians and Army forces on behalf of the Iranian Quds Force." The Quds Force is an elite unit within Iran's Islamic Revolutionary Guards Corps, tasked with overseeing the country's foreign operations and supporting proxy groups across the Middle East. The Israeli English-language website described the attack as an "unusual move deep inside Lebanon." Hezbollah's run al Manar website reported that the Israeli strike hit "a civilian car with two missiles," inflicting several casualties. It gave no further details. Shortly afterward, Israeli warplanes carried out at least eight strikes on suspected Hezbollah positions in valleys near the Litani River in southern Lebanon. Ambulances rushed to the targeted sites, but there were no immediate details on casualties. Israel has continued striking southern Lebanon and other areas of the country since the Nov. 27 ceasefire accord, which was brokered by the United States and France to end a 14-month war between Hezbollah and Israel. The ongoing strikes, which Israel claims to target suspected Hezbollah positions, have killed more than 200 Lebanese civilians and Hezbollah field commanders since the ceasefire went into effect Feb. 18. Israel also refused to fully withdraw and retained five strategic positions inside south Lebanon and pledged to continue striking Lebanon to force the full disarmament of Hezbollah. In line with the cease-fire agreement, the Lebanese Army has taken control of most of Hezbollah's positions and military facilities, pushing the militant group away from the border with Israel and preventing it from having a military presence south of the Litani River. Lebanese President Joseph Aoun has also initiated a one-to-one dialogue with Hezbollah to discuss ways of securing its total disarmament per the cease-fire terms. Hezbollah, which has repeatedly resisted disarming and insisted on Israel's full withdrawal from south Lebanon, was expected to comment on a draft document prepared by the Lebanese authorities in response to U.S. demands concerning disarming Hezbollah and other armed groups in Lebanon. U.S. ambassador to Turkey and special envoy to Syria Thomas Barrack, who conveyed the American. conditions during a trip to Beirut on June 19, was expected back in Lebanon next week for follow-up discussions on the matter with the Lebanese officials. The United States also has urged Lebanon to improve ties with Syria and implement necessary and well-needed reforms to unlock funds for reconstruction and help solve its acute financial crisis. How Trump is starting to shape the job market

By Dan Burns (Reuters) -Roughly half a year into his second stint in the White House, President Donald Trump is starting to shape portions of the U.S. job market through his policy changes, including aggressive crackdowns on immigration and reductions in the federal workforce. Less evident so far, though, is any indication of a rebound in factory employment, one of the chief goals of his imposition of sweeping tariffs on goods from foreign trading partners. Also the breadth of hiring continues on balance to narrow, reflecting ongoing uncertainty among businesses about the outlook under the shifting Trump policy landscape. Here's a look at how some of the employment data is shaping up in the face of Trump's policies. FEDERAL WORKERS The U.S. government workforce - excluding the U.S. postal service - shrank again in June, and Trump has now overseen more net reductions in the federal workforce in his early months than any president since Dwight D. Eisenhower. The decline of 8,100 federal positions last month pushed his running total to almost 60,000, edging him past fellow Republican Ronald Reagan, who had overseen a reduction of 55,000 in the first months of his presidency in 1981. That trajectory is likely to increase in late summer when the tens of thousands of federal workers who accepted a deferred resignation offer from the Trump administration will formally leave federal employment. IMMIGRATION Trump has launched raids to round up undocumented migrants, rescinded the legal status of thousands of other immigrants, and in general has slowed the inflow of foreigners allowed to work in the U.S. That has reversed the trend under his predecessor, Democrat Joe Biden, that had seen foreign-born workers contribute roughly as much or more to overall employment and labor force growth than those born in the U.S. From February - the first full month of Trump's second term - through June, all employment growth has come from native-born workers. Employment among those born here rose by 2.1 million in that period, while employment among foreign-born workers dropped by more than half a million. That's the largest February-through-June slide in foreign-born employment since at least the first year of Democrat Barack Obama's presidency. FACTORY WORK A key policy goal of Trump's tariffs has been to boost U.S. manufacturing employment, which has been in a long-term downtrend as companies offshored goods production to places like China and Mexico. It had seen a modest recovery in Trump's first term and again after the COVID-19 pandemic, but that recovery stalled more than two years ago and there were 5,000 fewer factory jobs in June than in January. The number of manufacturing jobs in June fell by 7,000 to its lowest overall since October. Factory employment as of last month was around the lowest in three years. BREADTH OF HIRING While 147,000 new payroll jobs were created last month, the gains were led by an increasingly narrow set of employment sectors. State government jobs, in education largely, led the way, followed by the healthcare sector. Private payrolls overall experienced their smallest increase since October, in keeping with surveys of businesses that show great uncertainty about the evolving outlook from Trump's tariff policies in particular. The Bureau of Labor Statistics' diffusion index, which tracks the breadth of hiring across 250 industries, fell back below 50 for the second time in three months. That indicates slightly more industries were reducing employment than adding to it and continues a narrowing trend. Students should not be selected for admission to vocational-technical schools in Massachusetts by lottery, a panel of state educators said Tuesday. The panel, consisting of school and business leaders in cities including Brockton, Springfield and Worcester, preferred the previous system of selection based on interviews, grades and recommendations. Panelist Timothy Murray, Worcester Chamber of Commerce president and CEO, argued that a lottery system penalizes students who work hard to earn good grades, suggesting that their educational fate is being determined by chance. 'It is unfortunate and not where we need to be going,' Murray said. The Massachusetts Vocational Technical Coalition, along with the Worcester Regional Chamber of Commerce and the Pioneer Institute, hosted a forum about the state's vocational-technical admission policy in the Worcester Chamber of Commerce building on Tuesday. The five panel members all criticized the state's new admission policy, which bans the use of interviews, grades, or recommendations to decide whether an incoming high school student can be enrolled in a vocational-technical high school or high school program. Some advocates of voc-tech schools have previously said that the past criteria for enrollment lead to a disproportionate exclusion of special needs students, economically disadvantaged students, students of color and English language learners in schools. The new policy, approved by the state's Department of Elementary and Secondary Education on May 20, will implement a weighted lottery system for Career and Technical Education programs that have more applicants than available seats, according to the Massachusetts Executive Office of Education. Kevin McCaskill, who previously worked in Springfield, said the state's decision would destroy industries that benefit from having students attend voc-tech schools and programs that focus on subjects such as plumbing and electrical engineering. He said the previous systems, which were determined on a district-by-district basis, helped create healthy competition for middle school students who worked hard to become better in their respective trades and academics. 'If we can start raising the standards of our middle schools, raising awareness of the parents, that creates a healthy base of future employers,' McCaskill said. Gov. Maura Healey's administration proposed the lottery system, and members of her cabinet, including the Governor herself, approved of the system. In a statement on May 20, Healey said the lottery helps increase access for eighth graders who want to obtain a vocational-technical education. 'While we continue to increase the number of seats in career technical education schools, we know that there are still more applicants than openings at many of the schools,' Healey said. 'Today's vote will help give all eighth graders more knowledge of their options and a better chance at being admitted to these schools.' The panel disagreed with Healey, with Gerson Monteiro calling the proposed lottery system 'more destructive than helpful.' The heavy demand for vocational-technical schools and programs has resulted in students being stuck on waiting lists, according to the panel members. Murray suggested that a solution to this problem could be to establish universal access to career and technical education programs at non-vocational technical schools. The new voc-tech lottery system is scheduled to start during the 2026-2027 school year but there is a possibility the system may not go into effect at all. Tucked within the Massachusetts House of Representatives' proposed budget for FY2026 is an amendment that would prevent changes to the admissions policy and establish a task force to study and make recommendations on vocational school admissions. The amendment would be approved if the House bill is passed. The bill is currently in conference committee, where lawmakers reconcile differences between a bill passed by the House and a bill passed by the Senate. It is unclear whether the final budget bill will have this amendment.
