Qatar: Ministry announces opportunities to establish recycling factories in Al-Afja Area

Doha, Qatar: The Ministry of Municipality and the Ministry of Commerce and Industry (MOCI) announced offering opportunities to obtain land plots to establish specialized recycling factories in the Al Afja Recycling Industries Zone, with the aim of strengthening partnerships between the public and private sectors, to achieve an integrated system for the circular economy.
This came during a joint press conference, held today at the Ministry of Municipality's headquarters, with the participation of Director of Waste Recycling and Treatment Department at the Ministry of Municipality Eng. Hamad Jassim Al Bahr and Director of Industrial Areas Department at MOCI Omar Jaafar Al Ali.
Eng. Hamad Jassim Al Bahr said that opportunities to obtain land for the private sector come within the State of Qatar's plan to reduce, recycle and manage waste properly, to become a multi-use source for many products and industries.
He noted that Al Afja Recycling Industries Zone currently holds 24 factories under construction and 16 existing factories that are specializing in recycling various types of waste, adding that the project offers wide investment opportunities that include the fields of recycling paper, wood, plastic, glass, used fabrics, electronic waste, animal waste and food waste, which contributes to enhancing industrial diversity in the country.
Eng. Al Bahr indicated that this opportunity comes as part of Qatar's plan to enhance its ability to deal with the significant increase in the amount of waste resulting from urban and economic development, as well as to enhance partnerships between the private and public sectors to build a distinctive circular economy market.
In turn, Director of the Industrial Development Department at MOCI Abdulla Al Maadeed said that this opportunity comes within the framework of the Qatar National Manufacturing Strategy 2024-2030, which was recently launched by the ministry, pointing out that that the strategy aims to boost the competitiveness of national industries and support the transition towards and circular economy, by adopting innovative solutions in recycling and optimal use of resources.
The ministry continues its efforts to enhance the role of the private sector in developing sustainable industries, especially in the field of recycling, due to its positive impact in supporting the national economy and preserving the environment, he added.
Al Maadeed pointed out that registration to take part in these opportunities will begin through the single window platform, starting from May 21 until Aug. 21, 2025, for a period of three months, to ensure the ease of procedures for investors who wish to establish waste recycling projects.

The targets are restaurants seeking expansion without opening new branches; entrepreneurs and investors in the food sector; and delivery companies and food app providers, the Ministry of Commerce and Industry (MoCI) said in its social media handle X. The objectives are to regulate the operation of cloud kitchens within a licensed and secure business environment; ensure food safety and the quality of services provided to consumers; promote innovation and support digital ventures in the food sector; and support digital transformation and develop the infrastructure for logistics services. Cloud kitchens are establishments dedicated to preparing and marketing food exclusively through online platforms, without the need for dining areas or direct customer interaction. They represent a modern model within the food sector, enabling entrepreneurs to reduce operational costs and expand geographically with speed and efficiency by leveraging technology and delivery services. To obtain a licence for a cloud kitchen, investors must establish a company and obtain a commercial registration, which can be done through the single window devices portal. The commercial activity listed in both the registration and the licence must be related to food preparation or catering services, said the guidelines and requirements for cloud kitchen licensing, issued by MoCI. As per the procedures for processing commercial licences for sub-kitchens (within a cloud kitchen), the commercial registration is expected to be granted within one to two days. Along with commercial registration certificate, the establishment phase will see granting of tax identification number, establishment ID and Qatar Chamber member subscription. An application must be submitted for each internal kitchen through the single window services portal and payment of QR500 commercial license issuance fees. The MoCI's guidelines 'aims to regulate the process of issuing and granting licences for cloud kitchens within a clear legislative and procedural framework that supports the ease of establishing such facilities, while ensuring compliance with technical, health, and regulatory standards.' Through this guide, the commercial registration and licensing department seeks to streamline the digital business environment and provide a 'unified reference' that facilitates procedures for investors and entrepreneurs, while maintaining the quality and safety of the food services provided. Additionally, the guide offers a comprehensive understanding of the requirements and regulatory controls, thereby helping to reduce procedural errors, improve the efficiency of licence issuance, and strengthen the competitiveness of the food sector in line with national digital transformation objectives. In addition to procedures and requirements, the MoCI guidelines have set out general and specific conditions that must be adhered to for the licensing and operation of cloud kitchens. The location must be appropriate for the type of kitchen (segmented or multi-brand); a valid building completion certificate for the site, along with approval from the relevant authority; mandatory compliance with safety and protection requirements, such as civil defence, fire prevention, and industrial ventilation; presence of separate water, electricity, and sewage networks that ensure no impact on public health; site must not be directly connected to permanent residential units or used for residential purposes; and the trade name and commercial registration number must be clearly displayed on the kitchen's front facade. Doha, Qatar: Qatar is set to significantly expand its waste management capabilities and deepen its engagement with the private sector, according to Eng Hamad Jassim Al-Bahr, Director of Waste Recycling and Treatment at the Ministry of Municipality. Speaking to The Peninsula, Al-Bahr outlined ambitious plans to enhance the country's solid waste infrastructure and advance its sustainability goals. As part of this vision, the Ministry of Municipality is preparing to expand the Domestic Solid Waste Management Center in Mesaieed. 'The expanded facility will be capable of processing up to 3,000 tonnes of municipal and solid waste per day, in addition to the current capacity of 2,300 tonnes per day,' said Al-Bahr. He said that the expansion project will be offered as an investment opportunity to the private sector, with tenders expected to be announced by the end of 2026 or early 2027. 'Our future direction is focused on enhancing partnerships with the private sector by transferring a number of key services currently managed by the ministry,' he stated. 'Among the responsibilities that have already been outsourced are the operation of waste treatment stations, the rehabilitation of landfills, the development of a new engineered landfill, and the management of the Mesaieed treatment center. Several additional strategic projects will also be opened for private sector involvement in the near future,' said Al-Bahr. He said that Mesaieed's Waste Management Center, currently the largest of its kind in the Middle East, operates with a daily intake of 2,300 tonnes of waste. 'The facility features three integrated processing lines. Waste particles smaller than 45 millimeters are used to produce organic fertilizer; particles between 45 and 300 millimeters are sorted for recyclable content; and larger materials exceeding 300 millimeters are processed to generate electricity,' said Al-Bahr. He said that the facility employs the advanced 'Dano Drum' system, a rotating cylindrical mechanism equipped with blades that shred mixed waste and separate it by size, ensuring effective resource recovery from unsorted materials. 'The center produces approximately 100 tonens of compost and generates around 50 megawatts-hours of electricity per day. The amount of recyclable waste varies depending on the time of year, with fluctuations seen during Ramadan, national holidays, and school terms,' said Al-Bahr. He said, the ministry plans to sign a memorandum of understanding with a reputed laboratory, one of the region's largest specialized research centers. 'The agreement aims to support the development of advanced studies and fast-track solutions for utilizing recyclable materials in the production of new products.' Al-Bahr noted that the ministry continues to support recycling factories by providing them with essential raw materials at no cost. This initiative helps recycling plants process these materials into usable products, thus reducing landfill pressure and promoting a circular economy. Doha, Qatar: The Livestock Affairs Department at the Ministry of Municipality has announced significant progress in the development of Qatar's livestock sector, reflecting the country's strategic commitment to food security, local production, and veterinary regulation. According to the figures released by the Ministry in its 2024 achievement report, Qatar's total livestock population has reached 1,139,578 animals, comprising four key species. Sheep comprise the largest share, accounting for approximately 60% of the total, with a population of 681,293 heads. Goats are next, representing 29% of the livestock, totaling 325,233 heads. Camels number 94,299, making up 8%, while cattle are the smallest group, with 38,753 heads or 3% of the overall population. In parallel, the Ministry reported a robust agricultural community, with 7,089 registered livestock breeders officially listed in the national breeder registry. These breeders play a central role in meeting local demand for meat, dairy, and poultry products. The Department continues to facilitate and supervise animal production investments. Currently, there are 50 licensed animal production projects across the country. Of these, 32 projects are fully operational, while 18 projects are still under construction. Among these, meat production projects form the largest segment, with a total of 15 projects, of which 2 are operational and 13 are under construction. In the milk production sector, there are 4 projects, including 3 operational projects and 1 still in development. As for the poultry sector, 8 projects have been licensed for broiler chicken production, though all of them are operationl. Table egg production includes 5 projects, with 3 in operation and 2 underway. Meanwhile, 15 projects focus on the production of local chickens and other poultry types, with 2 under construction and 13 currently operational. In addition, the country has 1 project dedicated to buffalo production, which is operational. In support of these growing projects, the Department of Animal Wealth has strengthened its regulatory and supervisory role. This includes the licensing, renewal, and inspection of livestock and poultry production projects. Furthermore, the Ministry evaluates and certifies veterinarians working in the private sector, ensuring that only qualified professionals operate in the field. It also inspects, licenses, and monitors veterinary establishments across the country to uphold public health and safety standards. These achievements align closely with Qatar National Vision 2030, which prioritizes agricultural sustainability, food security, and economic diversification. The Ministry reaffirmed its commitment to continuing this development through strategic planning, investment facilitation, and the ongoing support of breeders, veterinarians, and agricultural entrepreneurs. By strengthening infrastructure, promoting local production, and enforcing rigorous veterinary standards, Qatar continues to build a resilient and self-sufficient livestock sector capable of meeting future challenges and growing national demand. By supporting the 7,089 registered breeders with enhanced resources, training, and veterinary services, the department can empower farmers to scale up production sustainably. As the region strives for greater food security, these efforts will play a pivotal role in reducing import dependency and strengthening local economies.
