Hong Kong devoted to bolstering foreign ties, John Lee says at Boao Forum

Hong Kong is devoted to deepening its foreign ties, the city's leader has said, while urging economies in Asia to promote bilateralism and reject protectionism amid a fast-changing geopolitical environment.

Chief Executive John Lee Ka-chiu on Tuesday also called for more collaboration between the city and mainland China's Hainan province to promote free trade and market liberalisation.
'Hong Kong is a global city that thrives on connecting the world … We are devoted to deepening international exchange and collaboration,' Lee told attendees at the Global Free Trade Port Development Forum.
He said Hong Kong had signed investment deals with 33 economies and free trade agreements with 21 economies.
The event is part of the
Boao Forum for Asia , which meets annually in Hainan and is sometimes known as the 'Asian Davos'. This year's forum is themed 'Asia in the changing world: towards a shared future'.

Lee also highlighted that Hong Kong had retained third place globally and first in Asia in the latest Global Financial Centres Index, which was published last week.

Ms Lee was travelling with her family to Shenzhen from Kowloon Tong Station. 'We're enjoying this, especially as we have kids and Hong Kong's transportation fare is quite expensive,' she said. Another passenger, Sarah, said she hoped the rail operator would provide cheap fares more often. 'I think the MTR should provide more discounts because there are a lot of disruptions these days,' she said. A tourist from Thailand said that due to the discount, she was taking the MTR to Shenzhen instead of the bus. 'I think it's a good choice for us to use MTR. If there's no discount, we'll use another way to go to Shenzhen," she said.

The idea that Hong Kong could play a leading role in the global space economy was greeted with scepticism when I raised the possibility with Chief Executive John Lee Ka-chiu earlier this month. However, critics fail to realise that space technologies have permeated many aspects of our lives – from checking the weather and ordering our meals on our mobile phones to navigating our daily commutes and settling stock transactions in real time. A report published by the American consultancy firm McKinsey in 2024 forecast that the space economy will grow at a much faster rate than the global economy and will reach US$1.8 trillion by 2035, up from US$630 billion in 2023. Space is no longer the exclusive domain of state-led space missions. New interest in space travel, space manufacturing, the mining of critical resources from the moon, Mars, asteroids and the launch of small satellites and mega constellations in low Earth orbit has fuelled a boom in investing in space-related hardware and software, including in China. The China Research and Development Institute estimates that, in 2025, private investment in the aerospace industry will have risen from 12 per cent of aggregate investment in 2020 to 45 per cent in 2025. The skyrocketing of private investment in aerospace industries is catapulted by technological advancement, lower manufacturing costs and state support for the private sector. Stellar examples of private aerospace enterprises include the Beijing-based company i-Space, also known as Space Honor, a manufacturer of satellite orbital launchers. The company is the first private aerospace company in China to put a rocket into orbit. LandSpace, also based in Beijing, is another success story. The company is the maker of the Zhuque-2 rocket, the first launch vehicle fuelled by methane and liquid oxygen to reach orbit.

Photo courtesy of Information Services Department Chief Executive John Lee met with members of his Council of Advisers (CECA) this week to gather crucial insights for his forthcoming Policy Address. The discussions took place over a series of luncheon meetings held from July 9 to 11. Focusing on Hong Kong's future, the council explored strategies for economic advancement and sustainability, innovation and entrepreneurship as well as regional and global collaborations. Key topics included ways to consolidate the SAR's position as an international financial, shipping and trade centre amidst ongoing geopolitical shifts and economic restructuring. They also examined how to promote the transformation of traditional industries, attract top talent to bolster the innovation and technology sector and expedite the development of the Northern Metropolis. Furthermore, discussions centred on leveraging opportunities arising from the mainland and deepening exchanges while strengthening ties with Belt and Road countries and emerging markets, such as those in the Middle East. This meeting marked the first gathering for the new term of CECA members, a body chaired by Lee. He said members of the council are all distinguished and eminent leaders in their respective fields or internationally renowned scholars, experts or entrepreneurs. He specifically welcomed three new members Zhu Min, who served as the Deputy Managing Director of the International Monetary Fund and the Deputy Governor of the People's Bank of China, Han Bicheng, founder of Hangzhou "Six Little Dragons" enterprise BrainCo and Wang Xingxing, founder of Hangzhou "Six Little Dragons" enterprise Unitree Robotics. "During the meeting, they emphasised that Hong Kong is bestowed with its unique advantages of connecting with both the mainland and the world, excellent education and research capabilities, and advantageous geographical location, and it is also an international financial centre with free flow of capital," Lee said in a statement. "These advantages would greatly attract mainland enterprises to list in Hong Kong and use Hong Kong as the gateway to go global." The meetings were also attended by senior officials including Chief Secretary Eric Chan, Acting Financial Secretary Michael Wong, Acting Secretary for Justice Horace Cheung, Director of the Chief Executive's Office Carol Yip and Head of the Chief Executive's Policy Unit Stephen Wong. These consultations form a key part of preparation for Lee's fourth Policy Address, which he is scheduled to deliver this September. Public consultation for the Policy Address began on June 16.
