New wealth fund proposed for KwaZulu-Natal to boost projects

KwaZulu-Natal Finance MEC, Francois Rodgers has said a new wealth fund will provide funding for those involved in projects that are public-private partnerships .

A new wealth fund has been proposed for KwaZulu-Natal, aimed at ensuring the availability of finance for key catalytic projects that have the capacity to create employment.
The fund will primarily service projects that are partnerships between the government and the private sector and ensure they are completed on time and not hamstrung by financing.
This wealth fund will provide those involved in the partnership with quicker funding and lower interest rates than those offered by commercial banks, potentially reducing the need to apply for project funding through the Development Bank of Southern Africa (DBSA). According to KZN Finance MEC Francois Rodgers, the wealth fund will not rely solely on government contributions as private entities will also contribute.
He added that a bank has already committed to participating in the fund.

The establishment of the fund is one of several resolutions taken during a meeting between the government and the business community last week. The meeting had been called to brief the business community on the new regulations on Private Public Partnerships (PPP) that are set to come into effect next month.
Other resolutions include the creation of a single-purpose vehicle designed to fast-track project approvals and ensure timely completion.
'This initiative is a huge step in ensuring that we undertake key projects, create economic growth, and generate job opportunities to grow the economy of this province,' said MEC Rodgers.
'On Friday, officials from the national treasury came to brief the business community on these changes to public-private partnerships (PPP). We had expected about 50 business people to attend, but over 100 attended,' added the MEC.
He explained that the purpose of the new regulations is to facilitate easier and quicker formation of PPPs to deliver projects that could benefit even municipalities. 'You know that a PPP, due to the current regulations, could take up to five years to establish.'
He said the new PPP regulations will attract private capital to public projects, providing financial benefits for private investors, as the project will remain under government ownership once completed.
'The fund will ensure that projects undertaken under the PPP framework have access to capital, which will be provided more quickly and at lower interest rates than those offered by commercial banks. This will be for catalytic projects; you cannot simply apply to this fund for a fast-food restaurant,' said Rodgers.
He noted that the fund will differ from the current KZN Growth Coalition, as it will involve external funding sources, not just government contributions.
Additionally, he added, it was agreed to also establish a single-purpose vehicle, overseen by the provincial treasury, to ensure that projects are approved promptly and, most importantly, are not delayed.
'The priority here is to trigger projects that will stimulate investment, create jobs, and grow the economy of the province,' said the MEC.
However, economic expert Dawie Roodt expressed concerns about the fund.
He said the primary task for the government is to create an environment where businesses can thrive. 'The role of the state is to provide essential services, such as safety, infrastructure, healthcare, and education, not to initiate various new projects. The government should focus on creating a friendly environment and allowing the private sector to take the lead.'

From June 14 to 23, Ndlovu led a delegation comprising the MEC for agriculture, Nompumelelo Hlophe; the director-general, Maggie Skhosana; the head of the Department of Agriculture, Cain Chunda; and other senior officials from the Departments of Agriculture and Treasury. During this high-level mission, Ndlovu signed a five-year memorandum of understanding (MoU) with the Longnan Municipality in China. This partnership aligns with the outcomes of the 2024 Forum on China-Africa Co-operation Summit. A focus of agreements signed at a national level is bilateral trade and market access, which seeks to expand and diversify trade between the two countries – including the facilitation of market access for South African agricultural products into China. 'As Mpumalanga we are responding to the vision of our president, Cyril Ramaphosa, when he signed this agreement. Through the MoU we entered into, we are defining a series of action plans and interventions to bring to life the accelerated access of trade to and from Mpumalanga and Longnan Municipality. 'This will be realised through the operationalisation of the Mpumalanga International Fresh Produce Market (MIFPM) which will benefit, among others, farmers from previously disadvantaged communities and our people,' said Ndlovu. The visit further focused on other economic activities aimed at improving the provincial economy and reducing the unemployment rate. Longnan Municipality's executive vice mayor, Li Rong, said that with the MoU signed, it is hoped this will not only be a beginning, but an expectation to set a new example for the in-depth and solid development of bilateral co-operation. 'Longnan will henceforth be your home in China. The relationship between China and South Africa is not just a win-win situation, but one of complementary advantages to create shared value together. It is hoped that this will be the beginning of a 'family + partner' relationship between the two sides,' said Rong. Among other sites, the delegation visited the one million hectare Oliver Orchard – a high-value crop farm that explores opportunities across the agricultural value chain. The farm focuses on research, training, production and the agro-processing of olives for consumption. These include dried and fresh olives, olive oils, olive whisky, cosmetics and pharmaceuticals used in the treatment of conditions such as cancer and diabetes. According to Ndlovu, Mpumalanga stands to benefit from such an industry – not only through olive imports, but also by twinning local olive farmers with the Longnan market leader and implementing similar farming and agro-processing methods. 'This initiative has the potential to stimulate agro-entrepreneurship, which will in turn strengthen Mpumalanga's economy while helping to reduce the high unemployment rate, particularly among the youth,' said Ndlovu. The institute conducts research across various industries and leads in the prevention, early detection and treatment of chronic illnesses and cancer. 'They use traditional medicine, some of which is plant-based, and also develop modern 'western' medicine. We are also continuing to engage with other businesses in China to explore partnership opportunities,' Ndlovu added. On January 14, Ndlovu undertook the first leg of the mission to China to establish co-operation with major players in the food and logistics industries for the MIFPM, which is not yet operational. Ndlovu announced an April soft launch of the MIFPM during the State of the Province Address in February. Although the launch date was missed, the provincial Department of Agriculture's spokesperson, Zanele Shabangu, said the MIFPM will be launched by the end of July. Most of the province's roads were damaged by severe storms early this year. R3 billion set aside to tar roads During an interview with The Citizen on Thursday, MEC for Public Works, Roads, and Infrastructure, Tonny Sebataolo Rachoene, said Limpopo currently has 13 000km of unpaved roads. He added that more than R3 billion has been set aside to pave and tar roads this financial year. The MEC believes for the province's economy to grow, smooth roads are needed. For the province to tar the remaining R13 000km of unpaved roads, the MEC said it would need more than R300 billion. He said his department has no money to fund the projects. He appealed to the private sector, provincial Treasury and the national Department of Transport to come to the party. Poor roads hurting Limpopo's economy The tabling of the budget, comes as both residents and investors have called on the province to ramp up its plans to deal with the poor road infrastructure. Rachoene said the bad state of some of the roads was making it difficult for the transportation of goods and services, for tourists trying to use the roads, and deterring investment in the province. 'Through our road agency, we intend to upgrade 21 new roads from gravel to tar. We have taken a resolution not only to build roads, but to maintain them as well and to ensure our assets, including our fleet, is protected,' he said. 'The process is incubated at the DBSA and the design was deliberate, to ensure that buyer is not involved in the procurement process, to ensure that the executive authority is not involved in the procurement process as laid out. 'If there's any evidence by any members in this house or anybody watching at home, bring it to our attention or alternatively, you can interdict the process, and it will be ventilated, and you can substantiate before the courts of law.
